right now on "nbc10 news today," a family and a community in mourning following the tragic end to a desperate search for a 5-year-old boy. the autistic child was discovered dead yesterday in a canal in allentown. coming up we will explain what is next in the investigation. the newer year brings higher costs for drivers in our region, and a toll hike took affect just after midnight, and we'll break down the numbers in a live report. now to a live look outside where they are making snow in the pocono mountains. definitely a chill in the air this morning, dressed in layers today as the temperatures will continue to drop during the week ahead. good morning and welcome back to "nbc10 news today." i am rosemary conners. it's about 6:00 on this sunday. let's get to the forecast with first alert meteorologist, michelle grossen. >> we're going to be cold today.

if you did not have your coat out yesterday you will need it today. a live look outside, waking up to mostly clear skies and light winds are dropping the temperatures into the 20s and 30s. 28 degrees in mt. pocono, and 26 in lancaster. right at the freezing mark in philadelphia and below freezing in dover, 31, and 34 degrees in wildwood and 29 in atlantic chicago. we are seeing a windchill, just 17 in mt. pocono, and that's what it feels like to your body, and feels like 22 in wilmington and feels like 26 in philadelphia. you definitely need the layers as you head out this morning and into the afternoon hours. by 8:00, lots of sunshine and you need the sunglasses, and still winds out of the southwest at 8 miles per hour, and we start to see the winds picking up later in the afternoon, and

later on this afternoon, we'll see them switch out. probably not going to make it out of the 30s, the low 30s on tuesday and we'll talk more about that coming up. now to breaking news in philadelphia. one man is dead after a shooting in the city's kensington neighborhood. this happened around 4:15 this morning near the corner of amber and birch streets. police tell us the victim was a 32-year-old man shot in the head while sitting in a car, and so far police have not made any arres arrests. and tomorrow there will be an autopsy for the 5-year-old boy that was found dead. the boy who had autism wandered away from a new year's eve party with his family x he had no shoes or coat.

search crews and volunteers fanned out across the area for almost two days before a dive team found his body in the canal. the k-9 officers led them to the bank but the biggest clue came from a voluntary that located his tablet in the canal. experts say autistic children will wander away because they are afraid of people or curious. >> it's a blessing to have so many people come here and light a candle for a boy they didn't even know. >> police do not suspect foul play in this case and they do not suspect any criminal charges to be filed. >> in delaware county, police launched an investigation after a hiker found human skeletal

remains in the ridley creek park. anybody with information is asked to call state police. starting today you will have to pay more to drive the pennsylvania turnpike because a toll hike is now in effect. monique braxton is live at the valley forge interchange at the king of prussia with details. >> reporter: it's a 6% increase and now has been in effect for six hours. here's what the turnpike commission tells us. they say they have invested more than $600 million a year in improvement, and 450 miles of the turnpike must be rebuilt from the ground up and widened from four lanes to six and thus far the commission says it's only one-third of the way there. the turnpike authority also tells us the increase impacts cash and easy pass customers

equally, but the easy pass customers will still save as much as 35%. passenger vehicle tolls will increase from 1.09 to 1.16 for epa customers and from 1.70 to 1.80 for cash customers, and the tractor trailer will increase as well. recent toll increases are funding the reconstruction and widening of the turnpike which is 550 miles long. as many of you know, about three months ago the turnpike turned 75 years old, so no doubt a lot of roads that need some work. if you are among the millions saving money through the easy pass system, and we will tell you where you can sign up and save money if you must travel

this highway. >> the fund to pay for new jersey roads is almost empty, and the hope is the new year will force lawmakers to figure out a way to refill it. the state will soon not have the authority to sell bonds to pay for products. governor chris christie will outline a new budget soon. one proposed solution is an increase to the proposed gas tax. and then firefighters, the 109th cadet class graduated yesterday in addition to the philly firefighters, another cadet will work at a prison and one will be a firefighter in upper darby. the cadets go through 23 weeks of rigorous training to graduate from the fire academy.

the cadets are joining a department where there were 12 fire deaths in 2015 compared to 32 the year before. meanwhile, a national search under way for a new fire commissioner. we spoke with the current commissioner about the search to fill his job. >> i hope i get a chance to continue the hard work i have done, and so the next step for that tipping point is getting to single digits and at some point to have zero fire fatalities. >> tomorrow jim kenny will be sworn in at philadelphia's 99th mayor. yesterday he announced two new members of his administration, the chief technology officer and chief data officer. with the holiday season wrapping up, it's time to properly dispose of your christmas tree. the tree recycling program,

weekend day. yesterday we topped out around had 44 degrees, and we are looking at mostly clear skies and light winds, and that's really helping to bottom out of the temperatures this morning, 27 in trenton and just 24 degrees in chester springs, and right at the freezing mark in philadelphia, but will probably drop a few more degrees. temperatures in the low 20s, 24 in redding and 25 in pottstown, and 20 degrees in coatesville. 27 in shenandoah. winter is here because we are looking at the 20s to the south and west. you factor in the winds and we're seeing them out of the southwest right now, and going to see them switch around out of the northwest. we're still seeing a windchill mainly in the low 20s across the area, and some spots in the teens in mt. pocono, feeling like 18 degrees there. as you plan the rest of your sunday, looks pretty.

stop, and windchills cooler than that. a cold one today and colder on monday and tuesday. tuesday we may not make it pass the freezing mark and we will talk more about that coming up. we continue to follow breaking news this morning in philadelphia. one man is dead after a shooting in the city's kensington neighborhood. this happened not too long ago, around 4:15 near the corner of amber and birch streets. the victim a 34-year-old man that was shot in the head while sitting in a car. police have not made any arrests in this case. an autopsy is scheduled for tomorrow morning for the 5-year-old boy found dead in a canal the lehigh valley. the allentown community came together and held a vigil last night for the boy who had autism that wondered away from a new year's party. he had no shoes on and no coat. search crews and volunteers

looked through the area for nearly two days until a dive team discovered his body in the lehi lehigh canal. police say their k-9 officers led them to the canal bank and the biggest clue came from a volunteer that located the boy's electronic tablet in the water. experts say some children with autism will wander away. >> there was a tablet in there floating or on the bottom of the canal, and i looked and said, darn, i think that is. >> police do not suspect foul play in this case and they do not suspect any charges, any criminal charges will be filed. a shooting near widener university ended with the victim

fleeing to the campus for safety. two people were in a car two blocks from widener when a man began shooting at them. one was wounded and they sped away and stopped at the campus to call police. the victim is in surgery and no word on his condition, and no arrests yet. and two controversies, amid a mummer cursing the gay community. nbc10's drew smith reports. >> it's the video clip that generated the most headlines from the parade on new year's day and it also prompted the heads of the mummers' decision

increase from 1.09 to 1.16 and the most common toll will increase from 9.05 to 9.59 for ez pass customers. we asked the turnpike commission how many people are taking advantage of the ez pass cost savings program and we were told they manage about 1.7 million active ez pass accounts. there are three different ways you may sign up for ez pass, so go to our website, or our news app for details. in the next half hour, we will tell you about the vigorous plan to rebuild some of the 550 miles of highway through pennsylvania. live in king of prussia, monique

in news overseas, israeli police remain on heightened alert as they continue to search for the gunman that killed two people at a bar in tel aviv. police identify the shooter as this man who is in court in 2007. he served time for an incident in which he grabbed an officer's gun. yesterday police raided his home and arrested his brother. his father spoke to the media and said his son was mentally unstable. police are looking as to whether the attack may have been inspired by isis. iran's supreme leader says

saudi arabia will face divine resingh after the execution of a revered shiite cleric. in tehran, and in. president obama declared a federal emergency in missouri, following days of severe flooding. in total, 24 people died. and the governor toured some of the flood-ravaged areas. the governor of illinois said the next concern is the cold weather because the floodwaters are turning to ice.

and the national guard transported clean water from other districts to the water towers in the impacted areas. missouri officials say it was a pain staking process but necessary in order to keep water in the system. thankfully, very quiet back at home. we have a dry stretch of weather, lots of sunshine over the next several days. not until friday and saturday where we will bring back the threat for wet weather. the biggest concern being the wet temperatures. another cold one today, a lot like yesterday. we topped out around 44 degrees, and today we are closer to 47. it's still normal for this time of year. and we are watching a bigger chill on monday, temperatures in the 30s monday and also tuesday before we rebound back into the 40s on wednesday. more sunny days, sunshine today and monday, tuesday, wednesday, and thursday we talked about an

this weekend, some high school basketball players in philadelphia learned about good sportsmanship and healthy competition. they took part in the 2016 high school basketball showcase at philadelphia's ben franklin high school and the event is meant to help inner city kids learn about important life skills, and they did, they got important advice from 76ers jones. >> we want to get an opportunity for these young men to go to a higher learning institute. >> jones was alongside chamberlin, moses malone and kareem abdul-jabbar. the new year brings a toll hike on the pennsylvania turnpike. and monique braxton is live with details. >> reporter: hey, rosemary, the dawning of a new day as toll

prices increase across the state. we'll break it down for you after the break. coat on because it's cold this morning, and temperatures in the 20s and 30s, below freezing in so many spots this morning. we are starting to see the brightening skies, and we will see mostly sunny skies, and warming up to near 47 degrees later today. breezy, too. you can see the flag flying around. we'll talk more about the cold weather, and i will tell you about those numbers coming up.
