good morning. this is "nbc 10 news today." i'm tracy davidson. we do have a handful of school delays. you can see those at the bottom of your screen. also check our nbc 10 news app. now let's check with meteorologist bill henley with his first alert forecast. >> we're tracking the tail end of the system that was with us allç day yesterday. very light snow in bucks, montgomery and into new castle county in delaware. accumulation not likely but some spots north and west have dropped below freezing. if it hasn't been treated, expect to see slippier spots this morning. 32 degrees, just dropped to freezing in philadelphia. in the last hour, cape may is above freezing in atlantic city. just below freezing for pottstown, reading and allentown this morning. even though we're starting off cold, we'll see warming temperatures. the few snowflakes disappear this morning. it will move out by 8:00. done by 9:00. we're looking at mostly cloudy skies. warmer at 34 degrees. by noontime, 38 degrees.
that's really when the winds start to kick in later this morning. you'll feel them this afternoon. i'll go through the forecast nsh -- neighborhood by neighborhood in ten minutes. county line road, i specifically picked this camera. you can still see flakes falling if you look close enough. there's slippery spots out there, though they are usually on some of the secondary roads, not on most of the majors like the schuylkill expressway, 95, they're doing okay right now. it's the off ramps and side roads you want to watch out for. over on the new jersey turnpike, down to 50 miles per hour between the delaware memorial bridge to exit 14 up in newark. because of slippier conditions. here's 295 also in new jersey. no speed restrictions here. this is from the 42 freeway up to the delaware memorial bridge.
4:32 right now. the two new front-runners are basking in their new hampshire primary victories this morning. republican donald trump and democrat bernie sanders both came out on top big time. here are the numbers on the republican side with 9 2% of th vote in, donald trump has 35%, john kasich has ç16%. on the democratic side, bernie sanders took 60% of the vote, hillary clinton got 39%. the democratic candidates will both turn their attention to the next state primary in south carolina. but will all the republicans be looking ahead? nbc 10's vai sikahema is taking a closer look at new jersey governor chris christie who had a disappointing showing in the granite state. tell us more, vai. >> governor christie came in sixth place with 8% of the vote in new hampshire. he wouldn't answer a question about continuing his campaign. he says he's going home to new jersey to take a deep breath.
he's waiting for the final vote count which we expect to get by this afternoon. >> that's going to allow to us make a decision about how we move from here. >> christie failed to finish in the top tier despite holding more than 70 town halls in new hampshire over the past few months. meanwhile, the gop primary winner, donald trump, repeated his well-known campaign theme to his supporters last night. >> we're going to win so much you are going to be so happy. we are going to make america so great again, maybe greater than ever before. >> trump thanked new hampshire voters and he said he's heading down -- he's heading now to south carolina where he also expects to win. donald trump is sharing new details of a wall he plans to build along the u.s./mexico border. in an interview with tamron hall, he said the wall would cost about $8 billion.
he also repeated his claim that mexico would be fronting the money for that but did not explain how. today's new york daily news says "dawn of the brain dead" along with a picture of trump in clown make-up. bernie sanders meanwhile blew off some steam while waiting for the new hampshire results to come in. cameras caughdç the senator shot something hoops with his grand children in concord last night. and coming up at 5:30 this morning, nbc 10's george spencer joins us live from new hampshire with more on the trump and sanders primary victories. and what the results mean for the rest of the field. stay with nbc 10 and the nbc 10 app for complete and continuing coverage of this presidential primary season. i'll join you at the desk at the top of the hour. >> vai, thanks so much. 4:5, 31 degrees in philadelphia. the zika virus is no longer only
an overseas health crisis. there are at least four confirmed patients in our area. two in pennsylvania, one from delaware. last month, a person visiting north jersey tested positive. matt delucia is live at philly international. what do we know about the new cases? >> pen health officials say the two women in the keystone state traveled to areas infected with the zika virus. the pennsylvania secretary of health says the cases pose no threat to the public. the zika virus is transmitted mostly by mosquitos. it is happening in south and central america but now we're seeing these cases pop up here in the u.s. and people who have traveled to those areas. a doctor specializing in infectious disease says it is likely that this virus will eventually show up in all 50 states but the risk of spreading it from person to person is very minimal. we talked with a local woman who just came back from cancun. she's 13 weeks pregnant and says
she focused on precautions. >> if you're still planning on going, i would still go. if not, i understand but make sure you take bug spray. there's different kinds you recommend you bring with you. that's definitely a positive thing to look out for. >> reporter: meantime, president barack obama is asking congress for more than $1.8 billion in emergency funding to respond to the zika virus outbreak. and the delaware department of health, later on today they are expected to talk more about their first case of the zika virus showing up in their state. the department saysç that that case is travel related and does not involve a pregnant woman. we'll be hearing more about that later on today. for now, i'm live at philadelphia international airport. matt delucia, nbc 10 news. soccer star hope solo says the zika virus could keep her from going to the summer olympics in rio. solo told "sports illustrated" if.games started today she would

this just in from overseas. japan says it will impose new sanctions against north korea. this comes after -- which many believe was a test of its missile technology. the sanctions need to be approved by the japanese government. [ bleep ]. >> the abington school board took action after videos of students fighting in high school hallways hit social media. last week we showed you several videos like these labeled with the hash tag abington fight week. a school board meeting last night focused on the fight
videos. board members said the district is disciplining several students and some could face expulsion. 4:46. 31 degrees in philadelphia. we have new information about a philadelphia cab driver who was shot over the weekend. he's now recovering at home and talking about the robbery attempt. only nbc 10 was there as alex destine left presbyterian hospital. the cab driver picked up two men and a woman in the city's point breeze section early saturday morning and one of the men sat in the front seat next to him, something he doesn't usually allow. destin tells us what happened next. >> the guy point gun in my face. he tell me don't move. >> alex took off and crashed into parked cars. the passenger in the front seat ran away while the two in the back were yelling they were locked in. an unknowing passer by let them out.
people in point breeze, including his boss, hope the passengers will turn themselves in. the president is going back to springfield, illinois where he served in the state senate for eight years. it's also where he officially announced his run for the white house in 2007. president obama will address the illinois general assembly this afternoon and is expected to call for less divisive politics in america. a case of the flu causes concern at the pentagon within a top leader of the military faints during a press briefing. >> we actually go back to -- hold on a minute. >> that's major general james martin jr. he fainted at the podium, again, as we just said, during a briefing. as you can see, he came to but still appeared a little bit out of it. he was helped to a chair. the general was suffering from the flu and is okay. a princeton university committee is looking into the
legacy of woodrow wilson. the students warrant the ivy league school to rename buildings and programs carrying his name. the committee posted essays by nine wilsonç scholars online a they will hold discussions with students, alumni and the public, then they will issue recommendations to the board of trustees. more and more people are late in paying their auto loans. credit analysts say the percentage of buyers with the poorest credit ratings is growing faster than the rest of the auto finance market. analysts found an increase in auto loan payments that at least are 60 days past due. also in business news, fed chair janet yellen will speak today. we'll have more information when we get a check of cnbc's business news at 5:00 this morning. now let's get you information on your ride to work at 4:48. a check of things along the garden state parkway. jessica boyington has that. >> we keep looking for spots that appear to be slippery or
snowflakes. every now and then you can see a snowflake fall. this is north of the cape may toll plaza. no problems in either direction. maybe some slippery spots, especially on the off ramps. a lot of the majors are okay this morning. it's really the side streets and the off ramps you want to watch out for. if you're in new jersey, there are reports of flooding. yesterday we had flooding as well around brooklawn on route 130. we have some in westville around route 47 and mantua, route 44. you will be directed around the scene at least for right now. speed restrictions on the commodore barry, the betsy and the ben all down to 35 miles per hour. the walkway has been closed on the ben franklin bridge since yesterday morning due to slippery conditions. i'll be back in the 5:00 hour for another check on your morning drive. now nbc 10 first alert weather with meteorologist bill henley. >> 11 minutes before 5:00.
a few light snow showers in the area. not everybody is seeing them. none falling here at the nbc 10 studios. though we have seen a few snowflakes in the last hour. philadelphia international right at the freezing mark and some very light snow. don't expect to see accumulation. you can see that lightç snow n impacting traffic at all on 95 and south philadelphia. snow showers will end. the temperatures, they've been cooling down overnight. you could run into slippery spots. now in delaware county, wallingford is 30 degrees, 29 in swarthmore and it is going to get colder before we see some sunshine. we will get sunshine. the clouds already starting to break to the west. but we still have to wait for this last band of wet weather to move through. very light snowfall in eastern maryland, now pushing into new castle county and delaware. light snow in pennsylvania. this will roll through the delaware valley and then fizzle as it goes into new jersey. so a few snowflakes to start with but the snow ending first thing this morning. breezy with breaks of sunshine this afternoon.
look at the temperatures. we'll see melting conditions this afternoon with temperatures in the upper 30s to 40 degrees. westerly winds, they'll start kicking in. 8 to 18 miles an hour and be increasing for tomorrow. look at the temperatures. they come way down. low 40s today, 24 tomorrow morning. a high temperature below freezing. it's a blast of arctic cold that you'll really feel on friday morning, 17 degrees and then another round of cold, gusty winds on saturday. keeping us very cold through the day on saturday. temperatures plummet for sunday, valentine's day. 3 in the morning, 24 in the afternoon. in the teens monday morning but then we will thankfully get a warmup. starts monday afternoon. look at tuesday, 52 degrees with a chance of rain. >> that's crazy, go from 3 on sunday to 52 on tuesday. bill, thanks. 4:51 right now. 2015 was a record-setting year for shark attacks and a majority

during a facebook town hall yesterday hours after delivering his second budget address despite the fact that his first proposed budge set still in limbo. wolf delivered a new $33.3 billion spending plan to the legislature. the governor had tough words for republicans and was met with boos. >> they walked away from the table and went home for the holidays without holding that final vote. they still have not held that final vote. >> meantime, republicans called the governor's speech divisive and politically motivated. this morning, police are trying to figure out how anç elderly man ended up dead inside a car in the schuylkill river. 93-year-old harold leister was last seen leaving his home in pottstown thursday. he had no known medical conditions but fell and hit his head the day before he went missing. his car was also missing until yesterday afternoon when someone spotted it in the water in north coventry township. rescue crews pulled the car out, found leister's body.
police have not released a cause of death. the philadelphia fraternal order of police is boycotting dorney park over how the amusement park treated a long-time worker with special needs. the union has held its annual picnic at dorney park for the past three years. chris emery wasn't rehired for the 2016 season after a change in the interview process. a co-worker wrote an angry message on social media that went viral. dorney park offered him his job back. his mother doesn't want him to return because of how he was treated by the park ♪ come tomorrow none of this will be here ♪ >> selling seats to see the boss for schools. philadelphia mayor jim kenney is opening up the mayor's suite for friday's bruce springsteen concert which is sold out at the wells fargo center. one ticket will run more than 550 bucks and the money will
