breaking over night a hupt for a gunman. philadelphia police looking for a driver who pulled a gun and opened fire on another driver, wounding him. not tough enough, that's what president trump now says about his fire and fury warning to north korea. an expert explores the effects of the stepped up rhetoric. and under arrest. police say a man who robbed a woman and two young girls at gunpoint is now off the streets. a busy friday morning.
we have the eagles to talk about. good morning, this is nbc 10 news today first look at 4:00. >> let's check in with our meteorologist bill henly. hey, bill. >> things are changing. there's a chance of a few showers in the lee high valley and the suburbs. this morning, though, no rain. just a few clouds kwsh a, and bn to the 60s for most neighborhoods. 69 degrees in the lee high valley. and the lee high valley could see some scattered showers this afternoon but not this morning. clouds, breaks of sunshine. 66 degrees at 7:00. and a little bit more sunshine at 10:00. we'll get enough sunshine to break into the 80s today. so umbrellas less likely during the day for new jersey. you'll see more sunshine at the shore today. and 83 degrees in delaware.
the chance of showers will be increasing as we go into the over night hours. first jessica boyington with your first alert traffic. right now we have a crash here at route 23 taking out lanes oen the westbound side. everything else is blocked. just a minute ago, too, they had all lanes shutdown while they had moved some things over from the left-hand lane. so a little bit of residual delay. in mean the blue route and del minute or so watch for some restrictions. we haven't really seen any delay all week long with some of this construction. nothing really to worry about too much. also, we're watching the vine.
we're between broad street and cooper expressway before we start to see that up, another hour. breaking over night police are looking for a driver who rolled up alongside another car at a philadelphia intersection, shot the driver of that car and then took off. the shooting happened late last night in oxford circle. the injured driver in very critical condition at the hospital. police are looking for a white buick sedan. they say the wanted driver may have argued with the victim earlier in the day. we'll have a live report coming up at 5:00. it's 4:33. the tensions in north korea escalate. president trump fired off another warning shot yesterday. he warned the north korean government to get their act together. nbc mat dulugia you've been looking how words used by north korea and the u.s. can have an impact. >> warned earlier this week that north korea would face, quote,
fire and fury. then yesterday he doubled on that statement saying north korea had better get their act together. the commander in chief suggested his fire and fury warning may not have been tough enough. north korea not backing down, threatening to launch four missiles into the waters of u.s. territory of guam. which is a major u.s. territory hub. this is more of what he had to say yesterday. >> let's see what he does with guam. he does something in guam, it will be an event the likes of which nobody has seen before, what will happen in north korea. it's not a dare. it's a statement. >> president trump talking about kim jung-un in that quote there. on the war of words, i spoke with bill fitsgerald about the
rhetoric of this back and forth and how the right or wrong words can really make a big difference. >> it's extremely important to say the right thing. but i think that the issue isn't so much the escalation to war that might happen in this case. it's that that kind of language weakens the u.s. credibility long-term so that our allies and our adversaries can't trust what the president says. >> now, the governor of guam urging everyone on the island to remain patient. this has the homeland security director there says if launched the missile could reach the area within 14 minutes. >> matt, thanks. president trump addressing his frustration. yesterday he told reporters about his tweeted message with senator mitch mcconnell. >> i said mitch, get to work and
let's get it done. they lost by one vote. for a thing like that to happen is a disgrace. and frankly, it shouldn't have happened. that i can tell you. >> and when the president asked if senator mcconnell should keep his job, his reply ask me again if he doesn't get the health care bill passed. also robert mueller is adding staff and soon reveal how much he's spending on the investigation. we now there are now 16 attorneys on staff working the case. which is already an increase. running out of a building not far from the fbi's washington building office. and that's also where there could be a grand jury seated. the special counsel must report the spending after september 30th. and that information will be made public. in philadelphia a man police say robbed a woman and two young girls at gunpoint is now off the
streets. police captured the suspect after a chase. he's accused of robbing the victims several items, including the woman's car. and even after the arrest the victims is say they're still shaken. >> generally a good neighborhood, but every once in a while something crazy happens and ends up in my front yard. >> authorities have not released the suspect's name. still ahead, prison probe. we're following a new investigation into the delaware prison where inmates took hostage this year. plus, police want your help to find this man. and all new at 5:00, moment of impact. ♪ [brother] any last words?
good morning, everyone. jessica boyington with you right now. we're watching 422. we're watching on the westbound side, too. our cameras just around route 22 showing an accident scene over here. they have the left lane still open with the right lane blocked thru the work zone here. also take a look at this ramp. this is on-ramp here we're looking at the cars actually stopped. you can see up ahead they have had all blocked off right now. just a second ago it was open, and now they're closing it. so maybe they're moving stuff around. so we'll keep our eyes open and see if they open that up. that will be there another 20 minutes or so at least while we watch that clear. also watching route 73, no big problems here. dry, and so the roads are an easy commute so far for the
morning. and here with bridges, i just checked for any scheduled openings not yet. updates on 422 when we come back. 19 minutes before 5:00. 70 degrees here in philadelphia. we had some clouds over head. i don't think you're going to need your umbrella during the day. we're right back in the 80s this afternoon, not quite as warm as it has been. not high humidity, but you'll feel the difference today. low 80s this afternoon. and clouds will be building late in the day. it's this evening we may see some showers. but best chance farther south and west. 66 degrees right now in the suburbs. we'll see clouds and enough sunshine to warm to 78 degrees at luch time in the suburbs. and lee high valley, 69 degrees rights now. some sunshine will break through
the clouds this morning. 81 degrees at 2:00, and then clouds will be thickening in the lee high valley at 4:00. leading to a pretty good chance we'll see some showers possibly in the evening and possibly some thunderstorms. 10:00 the clouds will be thinning out this morning, up to 80 degrees at noon. the winds out of the southeast, get that ocean influence to keep temperatures in the low 80s. and at the shore, partly sunny skies and 64 degrees. starting at 10:00 this morning where and stay in the 70s through the day. nice sea breeze. should stay dry even this evening at the shore. and delaware 70 degrees right now. clouds moving right now, break for some sunshine. then the clouds will be increasing at the 4:00 hour. so most neighborhoods stay dry
during the day. now, let me show you the evening hours. this is the greatest area of concern. this is 7:00 this evening. hour by hour forecast has some thunderstorm poemgs. moving into late evening hours, early morning hours. look at the showers tomorrow morning. that's not the end of them either. i'll show you when the wet weather will take a break over the weekend and next week when i'm back in just a few minutes. tough times for a well-known restaurant chain. the parent company that runs apple bees, says it's increasing the number of restaurants that it will have to close in order to make ends meet. plus turning out the popular game at a delaware park.
earlier this year. nbc 10 has learned nine staff members are now on administrative leave. state corrections officials are investigating a new incident involving an inmate who went to the infirmary. they'll likely convene in the next two months to consider the indictment that happened in february. one corrections officer was celled, others held hostage. authorities say the investigation is complicated because many of the witnesses are inmates. local stories happening state by state and county by county starts in philadelphia. >> that's where police want you to take a good look at this surveillance video because they're trying to identify this month. he stole a bunch of laptops. the video shows the man wandering the halls of the school. he also took cellphones and wallets. >> mortgage lender phh
corporation plans to slash by 60%. it pink slips are part of a plan to operate a smaller mortgage company. a team spent yesterday fixing up a smaller community in bridgeten and learning about the environment. it's about water consersation and manage lt. and the team has repaired storm water drains and replaced storm barrels. >> we make sure it doesn't get into our roads and pollute our storm drains. >> an artist will paint the storm water barrels to let people know why they're there. pokémon go players in new castle dealing with disappoint. they're no longer allowed to play the game in the park between 9:00 p.m. and 7:00 a.m. after getting numerous complaints from neighbors.
neighbors gathered to help beautify a new gazebo. a community cares grant from hospital of childrens of philadelphia paid for that new gazebo. city leaders in wild wood and north wild wood planning to replace large sections of the rotting board. one board expected to cost up to $1 million. the taxpayers are spared a big tax increase all at once. happening today, one of the biggest machines on the road will be turned into a wedding venue. the marry me on the megabus met on one of the double-decker buses during a trip a couple years ago 3467. all right, 4:45 right now. you said this earlier, we've had a couple of string of nice days.
what's to come. free water. >> it really depends on where you are. it's going to be a nice day at the shore today. a few closed over head. it's going to be dry. we've got a warm up this afternoon into the 70s. right now si shore 71 degrees. and willmington, dry. the temperatures will warm into the 80s. 66 degrees in dover. philadelphia, also likely dry where we could see some afternoon showers as farther north and west. but really a better chance of seeing showers for the lee high valley and into the poke no mountains. this is a slow moving cold front. you can see it's moving through the ohio valley.
i don't expect this to clear our area until saturday night. and until it does, we will have a chance of showers. not a great chance during the day. you can see there are some showers just to the west this morning into harris brg area in central pennsylvania and northwest pennsylvania. we can see a few sprinkles. that's barely reaching the ground. but most of the day it's going to be dry. where we'll see a better chance of thunderstorms will come in the evening in the north and west. today already seeing some break in the clouds. you'll get a good deal of sunshine during the day, too. saturday morning, about this time saturday morning, look at the shower and thunderstorm potential. scattered storms moving through new jersey, just approaching cape may. and those are going to be on and off during the day. just a few showers scattered north and west.
and then we'll get the breaks during the day. but look at early in the afternoon, more wet weather and heavy downpour potential heading to the shore. and scattered thunderstorms potentials. that saturday we'll see it all move out once that cold front moves through. today won't be bad. partly sunny skies. most of the area will be dry this evening. tomorrow the wet weather will be on and off during the day. come sunday the sun is back. 86 degrees is the high temperature. and 69 degrees. clouds return on monday and into tuesday. the chance of showers on monday, some steadier rain on tuesday, and then we get a break for wednesday and thursday. and then there is the possibility of chance of showers late in the week saturday and then sunday. police actiblt on route 422
since we came on the air since an hour ago. >> jessica. good news, route 23, right around route 422, that's all clear. it was only allowing one car or so at a time. right now it's clear. no big delay there at 422. 95 looks good at least moving through delaware. from 295 to 495, we're still watching this. it should be clear within the next couple seconds or so. usually, still pay attention and watch the construction crew. you should be fine if you're heading out the door right now. no big problems reported. >> jessica, thanks. taxing drivers by the mile. yep, it's a proposal that local officials are looking at to raise money to maintain our roads. you'll hear what drivers think next.

shutdown 105 to 135 locations. the ceo said the move is needed for applebee's over all brand health. it could become a collection road for every ride you take. it idea comes from i-95 corridor coalition. it's looking at ways of making money in the future. the pilot program will monitor 50 vehicles in delaware and pennsylvania trapped in the drivers habits for at least a year. many states including delaware are exploring ways to replace the gas tax. the mileage based drivers fee is just one of those possibilities. we asked two drivers what they think. we're paying taxes and
