could impact the players in the race. and are there more victims? that's the question this morning from investigators tracking a st. pete taekwondo kids. andrew kim faces three charges touching young girls. governor rick scott is today. you remember the dog from manatee county that bit a little boy in the ear. because of that bite, she was automatically set to be euthanized. his owner argued that he was provoked by the boy. the new law will allow more flexibility in deciding the fate of dogs that bite humans. we made to it the midway mark and it's still cold. in fact, getting colder as we speak. as the skies clear out, i expect temperatures to fall for quite a few more degrees. we are already at 39 in crystal river. that's where the skies have already cleared.

overnight construction here -- been fixed, overnight construction here, i-75, a couple lanes blocked. and northbound on 75 as you exit to university, we've got construction tying up some lanes there. that's a look at weather and traffic. now back to gene and gayle. construction continues on ulmerton road in largo and we learned the company behind the $23 million project just packed up and left. this roadway has been a pain for drivers for years now. 8 on your side's ryan hughes is live along ulmerton road. and with the company out now, when should this be finished? >> reporter: good morning to you. that's really up in the air right now. 8 on your side learned that the company dealing with the construction behind me actually defaulted on the project in mid- january and now there's a new company dealing with the stretch of roadway and they hope to have things done in
work. we have been told by next week, they'll bring in more crews and we can get the job by summer hopefully. >> reporter: hopefully the company that just took over is it's based in tampa. and they have hundreds of millions of dollars worth of florida right now. the company that quit, it's based in south america. workers were $19 million into the $23 million contract when they simply walked off the job, leaving commuters in the lurch. the company also walked away from two other road projects in arcadia and north port. so the florida department of transportation hopes that things are finished here over the summer. so at this point, we have to wait and see. >> this has to be infuriating for the commuters that sit in the traffic over there. all right, thanks, ryan. developing this morning, it
shooter in a deadly rampage inside a tampa strip club. right now, police want to talk to the this man you're looking at on the screen. he was at the club the night of the shooting and is considered a person of interest. they think he might know more about what happened. >> news channel 8's adrienne pedersen is tracking the case live from tampa police headquarters this morning. sounds like officers are being careful in how they word this. >> reporter: oh, that's exactly right. good morning gayle and gene. in fact, they don't want to call the person a suspect, just someone they're interested in talking to. let's take a look here. it's not exactly easy to see but this is the person we are talking about. and we are spreading this message today on social media. i do want to go ahead and show you this video again. i know a lot have already seen it but a lot of people are talking about it. and it's one of our top clicked

still breezy. and then temperatures fall even faster tonight. and here's the reason why, during the day today, these are the wind speeds, i expect just a light breeze anywhere up to about 15 miles per hour by 8:00 a.m. the winds get stronger though up to 3020 miles per hour during the -- up to 20 miles per hour during the afternoon. once again, it will be gusty through the evening commute. and then the winds relax overnight and that allows the temperatures to fall into the 30s. temperature trend though, we trend up into the upper 60s for friday and saturday. and look at valentine's day, not bad at 65. kisses there. let's check on traffic on traffic on the 8s. >> emoji man is cracking me up. traffic right now, and right now, palm harbor, roughly a 14 minute commute here. and on u.s. 41, state road 52 to state road 54, roughly 11 minutes. good drive on 19 or 41.

similar spot, it's considered a step up for bush but a big step down for senator rubio. and he is blaming himself for his poor performance. he wrote, our disappointment tonight is not on you. it's on me. i did not do well on saturday night. so listen to this, that will never happen again. now he is referring to the debate performance. and hillary rodham clinton got on social media to congratulate senator sanders. and the winners aren't boasting much this time around, including trump. he simply tweeted, thank you to the people of new hampshire, i love you. and now off to south carolina. and he also posted this picture of his family. and what appears to be his private jet there. and senator sanders tweeted this, when we stand together, we win. thank you, new hampshire. a lot of people are sharing this image on twitter this morning. we want to know what you think of the outcome. i'm going to be on facebook live in about an hour. you can join the discussion there, just head to my facebook page.

and yes, there will be a breeze. in fact, it will be gusty at times throughout the day. and 54 by noon. and then a high of only 58, quite cool for this time of the year. crystal river, you keep seeing your temperature drop, down to 36. and clearer skies allow you to cool down and we have a layer of clouds for most of us like the mid-40s. winds not as strong as yesterday but we're getting a good breeze out of the north. that's a surf advisory. i expect winds to get stronger through the day. at the moment, clearing out and cooler than yesterday. but i'll tell you what, cool, breezy, nice and sunny but still cool today. and the coldest morning will be tomorrow due to the lighter winds and then we start to see a warm-up into the upper 60s friday and saturday. how about traffic on the 8s? well, we're rolling along. we have a little bit of a wind
gusty out there. fhp has issued an advisory. just be careful as you're crossing the skyway. it is a good drive though, no delays. and in south tampa, road work, one of the southbound lanes is blocked at bay shore boulevard right near hawthorne road. an earlier broken water main. the main has been repaired but there's restoration going on on the road. and same thing for here, we have water main work on 15th street. this is going to be closed through august. 15th street north of fletcher between 137 together 138th avenue closed through august. avoid it, go around it for the next several months. traffic on the 8s. and now back to gene and gayle. >> all right, thank you so much, leslee. data from the government shows 8% of women who gave birth in 2014 smoked during their pregnancy. women in their early 20s were the most likely to smoke while pregnant. while highly educated with private insurance were more likely to quit.
