it's serious in spots. let's go over to david murphy and karen rogers will have what it means for the roads. >> reporter: we'll look at that in a second, cloud cover has been sweeping through and we'll get a break in the action. most of the rain is gone, we have some in cape may county. but we'll be transitioning to partly sun skies. there are some areas having visibility issues. in wilmington, it's below a half mile. not so bad in philadelphia. a little pocket where we don't have the fog, but in the suburbs and northern reading, a half mile. getting better toward the shore. no high beams and be careful of animals near the roads, we've got that at this time of the year. 46 degrees in philadelphia. 41 in allentown. 40 in millville. as we head outside to catch the school bus.

when you've got radioed visibility. montgomery we have we have a disabled vehicle at old york road and rubicam avenue. >> reporter: the ramble from i-95 southbound eastbound just opened it was closed overnight. >> we begin with developing story, two pets may have played a role in an overnight wreck. a pair of dogs in a car might have distracted a driver who collided with an oncoming vehicle and slammed into two parked cars. the dogs are okay the owner is in the hospital in stable condition. septa talks are to continue for a 4th straight day. some progress has been made to try to avert a transit strike. katherine scott is live in frankford with the overnight details.

katherine. >> reporter: that's right, that source told "action news" that progress is being made, but there's no contract yet and that's on peoples' minds as they head out to work an school. today the talks about continue between union representatives and septa negotiators on sunday they voted to authorize a strike and they promised not to strike and promised to give 24 hour notice for commuters. workers left a union meeting carrying on strike signs just in case. a strike would shut down trolleys and bus routes. ological 234 said the final sticking point is pension reform. >> people are talking about it. some people are upset about it.

you can get drizzle out of the in a fog. if we look at storm tracker 6 live double scan's fog view. the visibility is under a half mile or worse. looks like the area is just around philadelphia especially to the west and north and even over to the east where we have the worst fog conditions right now. this is a fluid situation and it could change, basically you're driving around this morning you hit the fog you have to slow down. as we look outside we have sky 6. looking at penns landing. in philadelphia, no fog just yet. the temperatures are cooler this morning, 46 degrees in philadelphia. dewpoint, 44. close to the temperature which means the air is failure saturate that makes it easier for the fog. if the winds would kick up a little bit that would dissipate the fog.
