as one representative held a hearing for septa's long-term plan. >> this was a status update. he was among the speakers and gave background information about the recall and spoke about the service change they have done and then addressed what had to be done pushing forward. this morning in fox chase, the house committee zeroed in on septa's regional rail cars. boyle asked for septa's long range plan to handle this problem -- >> keeping this from ever happening again -- >> reporter: earlier this month septa lost a third of its rail cars after fatigue cracks were found on their cars. the problem continues but there could be multiple factors. >> there are issues with manufacturing and some design
