good morning and welcome to 10 news good morning and welcome to 10 news this morning. i'm allison kropff. and i'm ian reitz. today...hillsborough county is taking big steps to fight the dangerous zika virus. 10news reporter emerald morrow is live at the florida department of health in tampa. emerald, the governor will be in town today. yeah, he's already declared a public health emergency in the county. and today, he'll be right here at the health department to give an update on what steps the state is taking to keep you safe. - he's already

health emergency in the three other counties where the zika virus has popped up. - so in addition to hillsborough, this includes miami-dade, lee and santa rosa - so far, nine people in the state have gotten sick with the virus... - and all of those people apparently got it from traveling to countries where zika's been spreading - but health officials want to be proactive and make sure it doesn't start spreading here. and we will know more about what's going to be done when governor scott gets here to tampa at 1:30 this afternoon. c ould this become a public health emergency across the entire country...especially with many americans traveling to brazil this summer for the olympics? i'm doing some research now and will have an answer for you at 5:30. in tampa, emerald morrow, 10news, wtsp.

national weather service will be in north carolina this morning to see if it was a tornado or straightline winds that caused a lot of damage. this is in thomasville where severe storms rolled through on wednesday. you can see roofs have been ripped off and debris scattered around yards. firefighters and duke energy spent most of the night checking powerlines and removing trees. right now, parts of the midwest are digging out from more than a foot of snow. in south dakota, snow plows are moving as fast as they can while people are using snowblowers to make walkways around their homes. the problem now is what to do with all the snow once it's piled up. some people say it's the most snow they've seen in one storm since 2009. if you're looking to file your taxes online.. you may need to wait. the i-r-s says they are having problems with their computer systems.

systems will be out of service through today. taxpayers can continue to send electronic files to third party filers.. but some refunds may be impacted. today-- the florida state fair opens in tampa. but new this morning: there are growing concerns about the safety of the carnival rides you and your kids love. 10 news reporter sarah hollenbeck is live at the fairgrounds. sarah, you're digging deeper to find out if the rides are safe. yes. this morning these rides will be inspected inch by inch. last year a teenager claims she was thrown from a ride because the lap bar was cracked. her lawyer tells me he's suing to make sure it doesn't happen to you next. it happened on this ride. the hit n 2000. the ride passed all the inspections, according to state record. but the teen's family snapped pictures showing the cracks and rust on the ride's only restraint-- a lap bar.

working on now-- i talked to an independent inspector hired to look over every ride-- plus i found out exactly how many inspectors will be out here today and the main concern with these rides that are taken apart and put back together so many times. reporting live at the fair, sarah hollenbeck, 10news wtsp family and friends will come together today to say goodbye to 13- year-old nicole lovell. she disappeared last week from her virginia home and her body was found days later. preliminary autopsy evidence indicates lovell was stabbed the same day she disappeared. two virginia tech students face charges in her death. both are being held without bail. if convicted, they could face life in prison. hillary clinton and bernie sanders face off in the fifth democratic debate tonight in new hampshire. that state holds the country's first primary next week. at a town hall event in derry, new hampshire wednesday night...sanders and clinton continued to

update on florida's preparedness for the zika virus. 24 hours after he emergency in four right now, there are nine confirmed cases across the state and two in county. none of the cases women. the state surgeon
