i'm allison kropff. and i'm ian reitz. happening today-- hillsborough county leaders will grapple to find a way to fix a big problem. right now the roads you drive on every day to work are crumbling.. and the county needs to fix them. but they're short millions of dollars. 10news reporter sarah hollenbeck is live in downtown tampa. sarah, the idea is to charge developers more, but you're digging deeper to find out if

yes, these new mobility fees would cost developers 4-10 times more than they're paying now, so for big new apartment complexes like this-- it could get very pricey. i asked county leaders straight up if these mobility fees will drive away developers building new homes, apartment buildings, malls etc. from hillsborough county into pinellas, hernando, sarasota.. leaders answers suprised me-- they say developers know they've been paying too little in fees and since hillsborough has so much open land to build on, they don't think it'll be a problem. right now-- here's what i'm working on for 6-- potholes, puddles, puckered pavement...get ready to see even more of those problems as more people move into hillsborough county and our roads continue to get worse. i'll explain the scary changes you can expect on the roads you rely on. sarah hollenbeck,

this morning the field of g-o-p candidates is a little bit lighter. new jersey governor, chris christie and carly out after disappointing hampshire primary. candidates have to the south carolina primary which is february 20th. on the democratic side, the nevada caucus is also february 20th. hillary clinton is hoping to get back on track after bernie sanders in the new hampshire primary. the two face off in their sixth democratic debate tonight in milwaukee. kentucky clerk kim davis has job security this morning. a senate committee has voted to protect davis and other clerks from having to put their names on marriage licenses of same sex couples. right now there is a plan to offer two different marriage licenses, but some are opposed to that idea because they say it's treating gay and lesbian couples differently. developing out of oregon this morning... the four remaining refuge are promising to surrender. . overnight, the f- negotiating an end to the standoff that started weeks ago. cliven bundy, one of the group's leaders was taken

wednesday night after flying into portland international airport. as we get closer to the summer olympics in brazil...there's growing concern that zika could spread even more. brazil has been at the center of the outbreak. and with so many americans traveling to rio to see and participate in the games...some worry the virus could quickly spread once they come back home. 10news reporter emerald morrow is live at tampa international airport. emerald, the us olympic committee already has a plan to protect americans. - yeah, they're going to be hiring two infectious disease specialists. - and they'll be around to help advise olympians who are going to be packing up and heading on flights to brazil this summer. - we just learned that the ceo of the us olympic committee is sending out a letter to everyone who might be competing this summer to warn them about their travel risks. - the committee is also keeping really close contact with the cdc...and is keeping an open line of communication with all the athletes.

summer olympics were intensified this week when hope solo of the us women's soccer team told sports illustrated that if she had to make a decision today...she wouldn't go to the olympics because of the zika virus. and olympians aren't the only ones worried about zika...triple a says zika concerns are affecting vacation prices. i'm looking into if that could mean lower prices for your next trip. reporting live at tia, emerald morrow, 10news, wtsp. riots, escapes, workers fired from bay area juvenile detention centers. 10 news uncovers the 911 calls that are costing you - the taxpayers. there are 10 state funded facilities in the bay area - all privately run by the company g-4-s, that have had a long list of problems. hillsborough county sheriff's office records show from 2012 through mid-january, 291 calls were made to the columbus drive complex. 70 percent of the cries for help

child abuse, assault and sexual battery. tampa police handled another 71 calls at les peters academy from 2013 to 2015. lawmakers insist improvements have been made, but say there's more work to be done. the department of juvenile justice tells 10 news that offenders have unlimited access to the d-c-f abuse hotline, and want workers to err on the side of caution when deciding to call law enforcement. right now.. pinellas park police are looking for leads in an animal cruelty case. a dog in bad shape was found this week outside of an auto body shop. we want to warn you.. images of the dog may be disturbing to some viewers. the dog is severely malnourished and has a bad skin condition due to the neglect. adam clark, who is used to fixing things, decided to take the dog to his vet at midway animal hospital, paying for

blessings of his wife. veterinarians believe the dog will be ok in time and clark plans on taking him in. pinellas park police are hoping for tips to lead them to the dog's former owner. this morning.. tampa electric will 'flip the switch' on its first large scale solar power project: a canopy of solar panels on t-i- a's south economy parking garage. not only will it provide solar energy to 250 homes, it provides shade for parking customers. the event is scheduled for 11 a-m. an investigation is underway at nasa. the space agency is trying to figure out the source of black mold that contaminated cargo bags that were going to be sent to the international space station. this investigation has delayed the next launch of supplies from cape canaveral. when black mold was found during an inspection, nasa decided to disinfect

time black mold has caused an issue processing. you've probably heard in in movies, a person becoming so sad, that they die of a 'broken heart." while it's usually not as serious as that, doctors say 'broken heart syndrome," is real. doctors say during an episode of broken hear syndrome, the heart muscle actually stops contracting and as a result will look like a heart attack even when an e-k-g is performed. reasons unknown, the condition affects more women then men. important to never assume that any chest plain or pressure is not a heart attack. you should call a doctor or 9-1-1 if you're having any symptoms. it will cost you a little more to visit universal orlando. prices have gone

with the concerns of the zika virus growing, triple a says you need to be informed when planning trips this year. triple a says zika concerns are pushing vacation prices lower. the travel agency says they have not seen an unusual surge of trip cancellations, but they are seeing an increase in people wishing to change their plans. people in harford county, maryland are mourning the loss of two deputies this morning. they were killed wednesday in the line of duty. law enforcement says the two were responding to a call about an angry man in a panera. the man, 67-year- old david evans, opened fire shooting and killing both men. the sheriff's office say evans was targeting the deputies. evans also had a warrant in florida for assaulting an officer. royal caribbean has a plan to strengthen the company's storm- avoidance policies after one of its cruise ships sailed right into the path of a dangerous storm. passengers cheered wednesday night as the "anthem

returned to its home port in new jersey. the ship was on its way to florida sunday when it was battered by massive waves and hurricane force winds titanic 2 is set to launch in 2 years. a replica of the "unsinkable" ship is under construction and will set out on its maiden voyage planned for 2018. it will sail from china, where it's being built, to dubai. it's about 13 feet wider than the original to meet current regulations. it will carry enough lifeboats for every passenger and its hull will be welded, not riveted. it also will have all the modern satellite controls, digital navigation and radar systems. an australian tycoon and politician is behind the project. as you know, the original hit an iceberg and sank on its maiden voyage on
