name is lewis orr and this a guy convicted of sexual assaulting children just a few years ago. now, the loudoun county sheriff says he has done it again. that it as his workplace. both girls under 13. tonight we spoke to a what time not only lives near orr in sterling but also went to school with him. she describes some disturbing encounters. >> you'd catch him staring >> she didn't want to be identified but this young woman who lived shared her experiences >> you would see him staring at other people or it would be a weird stare. we walked the same way, timing we would be walking at the same time. feel like the eyes burning in the back of your head. creepy. >> reporter: during that same time frame in 2012, orr was

assaulting two minors. because he was also a minor, he wasn't locked up for long. i freaked out. what is he doing here? he shouldn't be living here anymore. he should be still in jail. >> reporter: less than four year after prior conviction, investigators say orr targeted children at his workplace. elevation burger in ashburn, accused of holding two girls against their will in a bathroom and sexual assaulting them while the parents sat in the restaurant. investigator says one girl got workplace. >> it's tragic that somebody like that would be in a position where they would have access to small children and be able to do what they did. >> reporter: the neighbors agree. they say the neighborhood is full of kids. >> i don't want to have the risk again. i don't have to see him back, not at all.
