so it's approaching the i-95 corridor as we speak, and it will continue to move northward during the overnight. so now through midnight we're logging at it in south jersey sections of delaware, but moving north and west after midnight and overtaking the entire area with rain. in addition to that, we have a minor tidal flooding concern down the the shore. you can see the counties highlighted here in green. thursday morning, from 8:00 a.m. until noon, the high tide tomorrow morning begins at 9:00 a.m. so the bottom line for your thursday morning commute, we're looking at rain and wind. temperatures will be in the low 60s. grip that steering wheel because it's going to be windy. we're talking about whipped gusts as well as heavy rain tomorrow morning. one to twenty fours of rain locally higher amounts. once again that flood threat down the shore and also those winds inland gusting over 25 miles per hour gusting close to 35 to 45 miles per hour down the shore. coming up we'll have the specific break down of the expected totals as well as

timing out those strongest winds. iain and lucy. >> scott, thank you. now to a story you will see only on fox. a dramatic scene at a septa station. good samaritans rushing in to help a passenger. the episode was all caught on camera and septa police says it shows what philadelphians are made of tonight we see just what these good samaritans today. fox 29's jennifer joyce is live in sent city tonight. jennifer. >> reporter: iain this video is really exciting. you get a rush as you're watching these passengers chase after an accused criminal and tonight police want to know if you recognize the man in this video. it was a gutsy pursuit during the evening rush. he runs off the train she chases after him, sprints down the steps and take as spill. her fellow passengers pick up the job for her hot on their trail. >> this is good story. this is good people came to the rescue of another passenger that was in peril. >> reporter: septa police

chief says the man in his 30s with a bluish cast on his left wrist stole the victim's cell phone while she was riding on the fran market frankford el yesterday at sick p.m. he hopped off at burke street. it ignite add group chase. >> they're chasing after this guy much that's great stuff. that's philadelphia. >> the best part, this crew caught up to him. they trapped him in the turn style before he could exit. >> somebody reached in and grabbed the phone back then let him get out. >> the man got away. no one called 911. chief says he respects the group's kind hearted effort but says it's dangerous work. >> she slipped and fell. she could have been seriously injured. and always concerns me. >> reporter: septa police are now trying to the victim and learn more about the crime. they want this man in custody. >> this person is going to keep on doing that kind of crime unless we arrest him. we have great video.

if you commit a crime on septa you'll get caught because we'll have your pick which are and mom will see you on the 10:00 o'clock news. >> reporter: so if you recognize the man in that video, call septa police. if you happen to be the victim in this case, police want to hear from you also. lucy. >> that is a great story. thatching jennifer. then there's this. in philadelphia point breeze neighbor one person is dead after a shooting on the 500 block of west watkins street. police say the 19 year old victim was shot in the head. it happened right around 5:00 p.m. police believe two men fired at least 26 shots in the street. so far no arrests. >> cops catch up with man wanted for a shooting that left a man paralyzed. police say 23 year old allen stokes is in custody. they found him today on the 100 block of abbotsford road in hunt park. shot 49 your old edward lynn i started when lynn accidentally bumped into stokes outside a west philly deli. stokes is facing attempted murder charges.

>> social media helped catch them ton night social media is shedding more light on one of three now charged in a viral leapt attack on gay couple in center city. all three turned themselves in today and what one of them apparently tweeted is now generating a lot of chatter. fox 29's sabina kuriakose live at central detectives. sabina. >> reporter: lucy all three suspects remain who are at central detectives awaiting to be are a raped and as you mentioned tonight we're learning much more about one of them, the daughter of a local police chief. 24 year old philip williams walks into central detectives with his attorney wednesday one of three people turning themselves in on arrest warrants issued in the vicious beating of a gay couple in center city two weeks ago. 24 year old catherine knot and 26 year old kevin harrigan were also charged the case generating national attention. >> he was not involved in the altercation until one of the purported victims in this case struck one of the young girls in the face. >> she would not hurt anybody period regardless of their orientation. >> reporter: attorneys for two suspects assert the beating was

a mutual fistfight that escalated. something the couple's friends dispute. >> leaving somebody practically dead on the sidewalk is not a mutual dispute. >> surveillance and footage and line and helpeddism d the suss specs after the arrest allegations knot the daughter of the chalfont borough police chief posted homophobic slurs on her twitter feed. "he's going to rip today for my hair, just wait. she uses a homophobic slur on a hash tag. pictures appear to show x-rays and medical images posted by knot a lansdale hospital emergency room technician. in a statement abington health says knot has been suspend after her arrest and they're investigating her twitter account for possible violations of parent privacy. >> the trio of suspects still being processed here at central detectives waiting to be arraigned and possibly have bail set. lucy, iain, back to you. >> thank you very much, sabina. three schools on lock down as bullets fly in north philadelphia. tonight one man is dead and

another is in the hospital after a gun fight just outside the pan american cad mow charter school right around 1:00 this afterno afternoon. that is just before students were getting out of school and police say it happened right next to the schoolbuses. no students are injured and police believe the 22 year old man in the hospital is the one who started shoo shooting first. an innocent bystander is injured and no word yet on that person's condition. >> happening now, police released new photos in their search for suspected cop killer eric frein. these are photos of his 2001 jeep cherokee in the mud after it was pulled out. police are asking anyone who saw his jeep before monday septemb september 15th especially in the areas of blooming grove station much the delaware state forest and white deer recreational areas to give them call. police are narrowing down the area where they believe he's hiding to the pike and monroe county border in northeastern pennsylvania much the last sighting of him was about 24 hours ago. police say frein has been seen wearing black clothing and he's

leaving things throughout the wooded areas where he's hiding including used diapers. >> we continue to find evidence of frein's presence and found several items he's abandoned or hid didn't for possible future use. some of those items include serbian cigarettes and soiled diapers that we have found in the area among many other thin things. we have had sighting by law enforcement officers as well at a significant distance. >> frein has been on the run for 12 days now. police are also asking for anyone who has seen these serbian cigarettes around or know of think bunkers he's used in the past to give them call. frein is accused of ambushing two say the state troopers outside their barracks in blooming grove killing one and critically injuring the other. officials believe he may have been planning the attack for months or even years. >> pennsylvania state senators have overwhelmingly passed legislation to legalize several forms of medical marijuana. now, unthe proposals state residents would need an access card from the health department

after proving they have a qualifying medical condition. the patients cannot smoke. instead they'd have to get it through oils and edible products or liquids made with it. the bill now heads to the state house of representatives. >> as of october 1st smokers in philadelphia will have to shell out $2 a pack more. today governor tom corbett signed that tax bill into law. the money it generates will help philadelphia's cash strapped public schools and district officials say that it add up to about $83 million a year. the governor says he signed the bill because of concerns for students. >> it has happened again. a pregnant woman shot and killed in a barrage of gunfire. erupted early this morning at 20th and nedro avenue in ogontz. 25 year old jasmine williams and 26 year old boyfriend were sitting in a car when a gunman opened fire. williams and her unborn baby died. her boyfriend is hospitalized in critical condition. the gunman is on the run. and neighbors say they are sick and tired of the violence.

>> i feel horrible. it's horrible. what is the city coming to? like, we just had a child killed two days ago. >> this is the second time in two weeks gunfire killed a pregnant woman and her unborn baby. 25 year old meghan doto lost her life when a stray bullet struck her while she sat in front of her home. the suspect in that shooting is devon. police are still searching for him. >> isis affiliate be heads other hostage this time a french hostage was decapitated by stream mists in algeria. the terrorists said they would kill voyeur odd man unless france stopped air strikes in iraq. the group said it was answering a call by islamic state leaders to tack americans and europeans. that marks the fourth beheading a westerner in five weeks. those acts spurred the u.s. to launch air strikes on isis in iraq and now syria with the help of an arab coalition. the president obama says the rest of the world needs to step up with more than 140 leaders in attendance president obama

tom corbett. can't trust him on education. can't trust him to be for us. >> breaking news in the disappearance of university of virginia student. police arrest add man suspected in kidnapping hannah graham. cops say they found 3284 old jesse matthew in texas. investigators believe matthew was the last person with the teen before she vanished.

graham disappeared after going to party on september 12th. surveillance video shows her with matthew in the middle of that night. prosecutors are now charged him with abduction with intent to dee file. police are still trig to find hannah graham. >> the garnet valley middle schoolteacher accused of having sex with a 15 year old makes bail. william barber became a familiar face to many he and his wife started the lemon shot challenge to help their daughter and oth others like her who have cancer. fox 29 bruce gordon was there as barber's pan posted his bond. >> reporter: only fox 29 was there when barber's posted bail to secure his release from the delaware county prison. >> your son was accused of -- what do you say to folks who have donated to the charity? >> i don't know what to say. >> his bail conditions prohibit him from making any contact with the alleged victim or any minors including his own children. the veteran health and phy. ed. teacher at the garnet valley

middle school was arrested tuesday charged with having sex with a 15 year old girl. a former student of his. charging documents say barber and the teen exchanged inappropriate messag messages st him nude photos of herself and that on september 12th, they had sex in a room behind his middle school office. an assembly was held at the school today during which students were advised to report anything that makes them feel uncomfortable. parents are still shaking their heads over the allegations. >> it's upsetting. it's disappointin disappointing. surprising. >> reporter: state police say barber acknowledged he and the girl were alone in his office that the quote victim began kissing him on the mouth and on the neck. they do not believe barber forced himself on the teen. >> if we had any idea this was not a consensual act rape would have been charged but it was n not. >> they founded the lemon shot challenge to raise money and awareness for pediatric cancer

research. their four year old daughter is battling a brain tumor. >> i would just hope it wouldn't affect the raising of money for that fund, you know, it's not the daughter. it's not anybody else's doing that should take away from the fund that is have been raised. he may be involved. it's not a charity for him. >> reporter: no new accusers have come forward since barber's tuesday arrest. he's due in court october 2nd for a preliminary hearing. there is no security camera footage that puts barber and the teen in his office together. nor is there dna evidence. if this case goes to trial, it will be his word against hers. in concord township, bruce gordon, fox 29 news. >> only on fox 29, a former philadelphia municipal court judge appears in federal court to admit to corruption. joe waters walked into court with his attorney today. pleaded guilty to influencing the out come of two cases in philadelphia municipal court by calling on other judges and asking for favors. the 61 year old sentencing is in january. waters facing a maximum sentence

of 40 years in prison and a fine up to five hun doctor thousand dollars. >> a beloved tortoise in germantown has disappeared. hans has been a fixture at this historic wick house garden and farm since last spring but he disappeared during a routine romp around the grounds last week since he disappeared those who run the farm say things just aren't the same. fox 29's dawn tim penny explains. he hasn't been with us for that long but he's -- i guess he's become a little bit of a mascot. >> reporter: he's missing. hans haines horse field the desert tortoise rescued from the wissahickon has wandered away from his historic home here at wick farm in germantown. >> he's very small. he's, um, i don't know maybe 8-inches long, um, he has kind of orange and black coloring. >> reporter: if you're anything he's a tortoise how far could he have gotten? this guy is no slow poke. >> he's not. he would be -- you would be surprised. he's small and he can get around quickly. report roar this is where hans usually hangs out. until the weather gets cold.

but he also loves to roam around the property. >> we like to have him get out and have exercise every once in while because it gets boring for him he's so active. >> reporter: that's when he made his great escape last week. the only trace of hans was a bright yellow sunflower taped to his shell to keep track of him and it fell off. >> it was in the garden on the farm behind us. so, no, it wasn't found on the sidewalk or kind of special victims unit type of sign report roar his colorful name comes from the first owner of the farm hans which dates back to 1690. the haines family who once lived here and the scientist who discover his species, horse field. on the corner of germantown and walnut lane, all kinds of educational programming for children and families. and even though hans is only a small part of it, many here are heart broken. >> he's very important. he's important to the kids who come here. they've gotten really fired up about him. >> as soon as they realized hans was on the lamb, everyone started scowering the property. >> it's an old property so

there's spots he could have made the out. >> reporter: so far there's just no sign of hans. they even filed a police report but there's no designation for a missing tortoise so right now he's classified as missing property. his friends here at wick are hoping that someone finds him and brings him home. dawn timmeney, fox 29 news. >> let's check back in with chief meteorologist scott williams who's tracking just how much rain we'll see. scott? >> hi, iain. we're talking a couple of inches of rain before all is said and done but take a look behind me. you can see center city and we are looking at gusty winds right now. winds gusting to 24 miles per hour. so that's just a sign of what this coastal storm is going to bring. 66 degrees right now is the current temperature as we watch high pressure to the north. the area of low pressure to the south. the coastal storm. we had that tight pressure gradient we're getting that squeeze play the wind tunnel effect that will increase those winds. ultimate doppler right now showing you that the light rain has begun to move toward the i-95 corridor.

i never seen the train. >> doctors check out patrick at a hospital. he is just fine and eternally grateful. >> we've only known them for two weeks but we're already attached to the kids on red band society. local doctors are leading the charge to find a cure for a rare cancer highlighted on the show. >> fox 29's karen hepp shows us how dogs battling the very same cancer may be the key. >> everyone thinks when you go to hospital life stops. >> reporter: on the red band society jordy has osteo sarcoma an aggressive bone cancer that spreads quickly and is often deadly. only a few thousand children get it every year. it's what's known as orphan disease. ♪ >> reporter: the fewer people had get a disease the less money there is to research it. until now. it turns out dogs get osteo sarcoma, too. this is dolly heart part of the trial being done right here in our area at the ryan veterinary hospital at the university of

pennsylvania. >> she's my heart. she's everything. she's my protector, my friend and she's my family. i love her. so i feel incredibly grateful to have this extra time with her. >> reporter: extra time like two years. most dogs with dolly's condition would have died in just a few months. something rachel just couldn't bear. >> two months exactly our mother died and too much loss all at once. but the next morning the day of amputation she could barely stand up so i knew it was this or death, and we made the right choice obviously. >> reporter: the choice was to put dolly in the study where they gave her an experimental vaccine that teaches the body to recognize tumor cells and kill them. >> really looking at membranes making sure they're nice and pink. >> reporter: the doctor says, it's working. >> incredibly exciting. incredibly encouraging and what we're hoping is this will not

only be a vaccine that we can use to treat dogs and prevent metastatic disease in dogs but it will be able to be rapidly translated to the human field in particular into children that develop the same cancer that dogs do osteo sarcoma. >> reporter: researchers hope to start clinical trials in children next year and already the treatment is quickly changing. >> jordy, this is the most important of all. >> on the red band society jordy has his leg removed. so did dolly. but in the newest phase of the trial of penn vets they are no longer removing cancerous legs. this is bailey. she's getting screened in order to get the vaccine. the goal this time to teach her body to tack the primary tumor in her leg. >> this is so exciting about the next step in all of this one. if this vaccine is proven safe and effective, it could help women with breast cancer because about the third of all breast

your friday with clouds to start but sunshine by the afternoon. so the future rainfall totals through thursday night once again we're looking at about one to 2-inches of rainfall. you can see right along the i-95 corridor. a little lesser amounts once you move toward the lehigh valley and poconos but on the order of one to 2-inches with locally higher amounts. as we watch how those future wind gusts play out you can see after midnight, gusting over 30 miles an hour. by six a. m tomorrow morning we're looking at winds gusting to 31 miles per hour in philadelphia. 41 miles per hour in millville as well as dover. so if you drive those high profile vehicles grip the steering wheel if it's not trash day probably secure loose lawn furniture as well as trash cans because those winds are going to be blowing around and you can see right now as we take live look at center city that camera at the airport, it is bouncing around. winds right now gusting to 24 miles per hour. the temperature currently in philly is 66 degrees. the low this morning was 55.
