The Defense Technical Information Center (DTIC) is the premier repository for research and engineering information for the United States Department of Defense. DTIC's Suite of Services is available to DoD personnel, defense contractors, federal government personnel and contractors and selected academic institutions. The general public can access unclassified, unlimited information, including many full-text downloadable documents, through the public Web site, DTIC Online.

DTIC's collections contain over 4 million documents including technical reports, research in progress and Independent Research and Development (IR&D) summaries. DTIC also publishes searchable Congressional budget data shortly after its release from Congress. DTIC acquires approximately 25,000 new documents each year.

On June 4, 2004, DTIC became a DoD Field Activity under the management of the Under Secretary of Defense for Acquisition, Technology, and Logistics, reporting to the Assistant Secretary of Defense for Research and Engineering (ASD(R&E)). Mr. Christopher Thomas is the Administrator.

DTIC's mission statement is "To provide essential, technical research, development, testing and evaluation (RDT&E) information rapidly, accurately and reliably to support our DoD customers' needs."

Many scholars and writers state that the surprise the Japanese achieved in their attack on Pearl Harbor resulted from a failure of the U.S. intelligence community to provide adequate, accurate information to government and military decision-makers. These historians presume the intelligence community possessed critical information that was misinterpreted or not appropriately disseminated prior to the attack. Some revisionist historians also subscribe to conspiracy theories and believe that key...

The United States (US) national interest in the Middle East has grown more complex over the years, but fundamental concerns regarding oil protection and availability remain a central theme. U.S. dependency on Middle Eastern oil to meet ever-increasing energy consumption demands have returned to the levels found just prior to the 1978-1980 oil crisis. Current Middle Eastern instability and the rise of the al-Qaeda insurgency revive questions regarding the ability of the United States to weather...

We show that the acoustic branches calculated by our helical lattice dynamics calculations can match the observed inelastic neutron scattering results. The fit in the neutron sub Terrahertz region is consistent with our fit to Brillouin results in the Gegahertz region when the frequency dependence of the dielectric constant of water is taken into account.

This dissertation examines firm legitimacy at the time of a firm's initial public stock offering (IPO) and its impact on the quantity and quality of cooperative agreements post-IPO. Firm legitimacy is operationalized at the time of IPO as a combination of total firm value, number of employees, firm age, market-to-book ratio, and percentage of ownership maintained by the original owners. The dissertation finds that firm value, market-to-book ratio, and firm age are positively related to an...

The concept of the factors of structural safety presently applied to the design of fixed-wing aircraft can be traced back some 50 years. The last decades have brought about rapid progress in establishing aerodynamic derivatives, defining load conditions and predicting structural loads as well as enabling more detailed analyses for stress and deformation to be made. The lack of a rational basis for the factors of safety together with the progress made brought about a discussion of changing the...

This report describes an algorithm for estimating target velocity and acceleration using radar and inertial sensor measurements as inputs. In order to determine the accuracy and benefits of such an estimator, the algorithm is incorporated into a missile guidance law. Through the use of a simulation, terminal miss distances are compared with a similar missile using proportional navigation. Simulation results indicate a reduction in miss distance when such an estimate is used because of the...

Increasing the number of hydrophones in an array should increase beamformer performance. However, when the number of hydrophones is large, integration times must be long enough to give accurate cross spectral matrix (CSM) estimates, but short enough so that the dynamic behavior of the noise described by the CSM is captured. The dominant mode rejection (DMR) beamformer calculates adaptive weights based on a reduced rank CSM estimate, where the CSM estimate is formed with a subset of the largest...

Current resource management systems do not provide a way to use measurements taken from an application's execution on one computer to predict that application's performance on another computer. More details are needed in both their application and resource models in order to make this prediction. However, very detailed models are also not desirable. Models that are too detailed incur unnecessary overhead when values corresponding to the detail are being obtained; they are subject to higher...

There exists a need to characterize the variability of the ocean based on its acoustic propagation characteristics. That is, how and where does the evolution or variability of the environment significantly impact the acoustic propagation characteristics of an oceanographic waveguide? Due to the complexity of the acoustic propagation in a...

Both IrV and RhV crystallize in the alpha IrV structure, with a transition to the higher symmetry L1(sub 0) structure at high temperature, or with the addition of excess Ir or Rh. Here we present evidence that this transition is driven by the lowering of the electronic density of states at the Fermi level of the IrV structure. The transition has long been thought to be second order, with a simple doubling of the L1(SUB 0) unit cell due to an unstable phonon at the R point (0 1/2 1/2). We use...

Throughout its first year, the Obama Administration altered the previous U.S. approach by offering Iran's leaders consistent and sustained engagement with the potential for closer integration with and acceptance by...

Our long-term goal is to investigate the potential of multicomputers constructed of commercial, off-the-shelf components as a replacement for conventional parallel processors in high-performance computing. By commercial, off-the-shelf components, we mean commodity workstations and personal computers connected by readily available networking fabric, e.g. DEC Alpha and Intel PC boxes connected by gigabit ethernet. To understand the impact of clusters in this area, we are developing several layers...

The probability of detection (PD) of targets in static infrared and visually cluttered scenes is computed using the Fuzzy Logic Approach (FLA). The FLA is presented as a robust method for the computation and prediction of the PD targets in cluttered scenes. The Mamdani/Assilian, and Sugeno Neurofuzzy-based models have been investigated. A large set of infrared (IR) imagery and a limited set of visual imagery has been used to model the relationships between several input parameters; the...

Blunt traumatic wounds pose a unique problem to the treating surgeon in the fact that the mechanism of the injury may be known, but the extent and degree of the injury is difficult to assess regarding the viability of the injured tissue. The area of necrosis may also increase because of tissue hypoxia from continuing blood loss or the effects septic shock. Standard surgical care for such wounds focuses on surgically removing any non-viable tissue, controlling blood loss and removing any foreign...

This paper reports the radio frequency (RF) performance of InAs nanomembrane transistors on both mechanically rigid and flexible substrates. We have employed a self-aligned device architecture by using a T-shaped gate structure to fabricate high performance InAs metal-oxide-semiconductor field effect transistors (MOSFETs) with channel lengths down to 75 nm. RF measurements reveal that the InAs devices made on a silicon substrate exhibit a cutoff frequency (f t) of approx. 165 GHz, which is one...

The current research examined the use of social media as a realistic predictor of collective behavior. Despite the ubiquity of social media and their relatively intuitive impact on emergent, collective behavior, little is known about the validity of social media as an actual cue of true perceptions and behavior among humans. In other words, the relationship between online perceptions and actual perceptions identified through other means such as questionnaires and other polling techniques is...

Deriving the distribution of binary parameters for a particular class of stars over the full range of orbital separations usually requires the combination of results from many different observing techniques (radial velocities, interferometry, astrometry, photometry, direct imaging), each with selection biases. However, Cepheids cool, evolved stars of 5M sun are a special case because ultraviolet (UV) spectra will immediately reveal any companion star hotter than early type A, regardless of the...

Iron accumulation and deposition have been reported in patients with amyotrophic lateral sclerosis (ALS). Previous work in mutant SOD1 mice mouse models of ALS have indicated that iron chelation with a chemical agent extends lifespan. Therefore, we propose the use of apo-ferritin, the iron-storage protein ferritin that is iron-poor, as a natural ionophore to sequester excess iron and redistribute it. The overall hypothesis is that infusion of apo-ferritin protein into the brain will provide...

Problem statement: Annual cost of corrosion for DoD $20 Billion. Virtually every weapon system across all segments of DoD require periodic maintenance of coating systems. Conventional media-based coating removal technologies generate large volumes of solid waste, are labor intensive, and hazardous to maintenance personnel. High environmental impact. High cost of waste disposal. Atmospheric Plasma Coating Removal (APCR) provides an environmentally benign and safe means of removing coatings and...

The People s Republic of China launched its first astronaut, or taikonaut, Lt. Col. Yang Liwei, on October 15, 2003 Beijing time (October 16 Eastern Daylight Time). China thus became only the third country, after Russia and the United States, able to launch humans into orbit. Lt. Col. Yang landed on October 16 Beijing time (October 15 EDT) after making 14 orbits (21 hours and 23 minutes). The launch is raising congressional interest in the nature and scope of the Chinese space program. The...

A sensitive measure of the middle-ear muscle reflex (MEMR) is needed when making other sensitive audiological tests where activating the MEMR could confound and confuse test results. In this report we document and describe three related methods for making this sensitive MEMR measurement using the OAE and MOCR measurement modules in the Mimosa Acoustics HearID system. All three methods can sensitively detect small MEMR; however, for many ears, test variability is too high to make a clear...

Influenza pandemics pose a serious threat to the global population. According to the United States Department of Health and Human Services in 2014, the Spanish flu of 1918 killed almost 100 million people worldwide and Simonsen, Spreeuwenberg, and Lustig in 2013 estimated that the Swine flu more recently killed approximately 180,000 people. Government agencies, from the United States Centers for Disease Control and Prevention down to state and local regions, are prepared to respond to potential...
