Defense Technical Information Archive

The Defense Technical Information Center (DTIC) is the premier repository for research and engineering information for the United States Department of Defense. DTIC's Suite of Services is available to DoD personnel, defense contractors, federal government personnel and contractors and selected academic institutions. The general public can access unclassified, unlimited information, including many full-text downloadable documents, through the public Web site, DTIC Online.

DTIC's collections contain over 4 million documents including technical reports, research in progress and Independent Research and Development (IR&D) summaries. DTIC also publishes searchable Congressional budget data shortly after its release from Congress. DTIC acquires approximately 25,000 new documents each year.

On June 4, 2004, DTIC became a DoD Field Activity under the management of the Under Secretary of Defense for Acquisition, Technology, and Logistics, reporting to the Assistant Secretary of Defense for Research and Engineering (ASD(R&E)). Mr. Christopher Thomas is the Administrator.

DTIC's mission statement is "To provide essential, technical research, development, testing and evaluation (RDT&E) information rapidly, accurately and reliably to support our DoD customers' needs."

During the Korean War, Chinese captors of U.S. prisoners employed an unexpected and relatively successful compliance program with their captives. Afraid of post-conflict repercussions for coercive torture, the Chinese pursued techniques of social influence to secure prisoners' behavioral compliance and lasting indoctrination. Although they failed in their primary objective to permanently alter beliefs and attitudes, their process illuminated the success in influencing individual behavior by...

'Darkness,' a short poem Byron wrote in 1816, is a dream vision of the end of the universe. Byron creates a swift movement of Time through the use of blank verse, enjambment, and punctuation. The poem's gloomy and depressing tone is directly related to the personal depression Byron suffered from during his first summer in Switzerland, after he left England for the last time. The contempt for man displayed in the poem occurs in many of Byron's works. 'Darkness' is one of Byron's bitterest works,...

In the 1970's, the U.S. Navy's leadership realized it was facing impending personnel shortages. These shortages would result from the end of conscription and a nation-wide demographic projection shortfall of available male high school graduates ages 18-23 in the U.S. labor market. To lessen the effects of these changes several Department of Defense management initiatives were introduced. In the Navy these included competitive wage increases and introducing ship designs requiring fewer people by...

Two methods are presented for the analysis of tunnel support loading caused by rock failure. In the first part closed-form solutions are used; in the second, numerical techniques. Emphasis is put upon the statical indeterminacy of the problem and upon the necessity for considering the relative displacements between ground and support. From this follows the need for a realistic calculation of the stiffness of ground and support, as well as the need to consider the sequential development of the...

The success of Germany's armored formations during the early years of World War II forced the US Army to reexamine the problem of antitank warfare. The result of that reexamination was a uniquely American solution--the tank destroyers. Primarily the brainchild of General Lesley J. On September 16, 2007 in Baghdad, Iraq, members of an American protective security detail, composed of private security contractors (PSCs), engaged in a shooting incident while protecting U.S. Department of State (DOS) personnel. Seventeen Iraqi civilians died. The idea of U.S. Foreign Service personnel being protected by armed American private contractor personnel raised many questions. The purpose of this study is to provide answers to the primary question of Should DOS continue the use of...

In 2006, a coalition intelligence report was writing off portions of Iraq as being lost to the control of the U.S.-led coalition and the government of Iraq. Al Qaeda in Iraq (AQI)--a local manifestation of a transnational movement-- was at its peak, while the U.S.-led coalition was attempting to remove itself from the Hobbesian violence raging throughout the country in the forms of a civil war and an insurgency. Yet, within a year, AQI was a mere shadow of its former self, rejected by the Sunni...

A workable design is presented for emulating the AN/UYK-7 multiprocessing computer system on the Burrough's Interpreter Based System, the D-Machine. The program developed provides for exact execution of the AN/UYK-7 instruction repertoire with the exception of Floating Point, hardware interrupts and IOC Instructions. The design allows for future expansion to incorporate these functions. Input/Output is limited to a card reader, line printer and single disk. Various aspects of Emulation, the...

The purpose of this research is to capture valuable corporate knowledge from the senior leaders responsible for contingency contracting operations in Iraq and Afghanistan for two primary reasons: (1) to document the history and evolution of CENTCOM Joint Theater Support Contracting Command (C-JTSCC), and (2) to use the consolidated lessons learned to shape recommendations to improve future contingency contracting operations. In this study, we focused on senior-level leadership within the DoD,...

The Virgin Islands (VI) is underprepared for major natural disasters and terrorism. Many emergency plans are incomplete, based on inaccurate information, wrongly optimistic, and assume an infrastructure that does not exist. The VI is at risk for a direct terrorist attack and also subject to whatever secondary consequences would result from a stateside attack, because virtually 100 percent of food, fuel, medicine, and oil used to make electricity and potable water -- and tourists, the economy's...

In May 1998, both India and Pakistan detonated nuclear devices, adding new complications to an already volatile security environment. In the years since these tests, the Indian subcontinent has been the site of one war in 1999 and numerous other military confrontations, the biggest occurring in 2001 and 2002. The majority of these conflicts have risen from attacks in India and Kashmir carried out by non-state actors based in Pakistan. India thus faces a compellence problem in which it wants to...

It is crucial for the United States to confront the increasing incidence of Americans who turn to violence against their fellow citizens in support of Islamist terrorists. This thesis explores the application of soft power, the government's ability to mitigate the recruitment and radicalization of new terrorists by attraction rather than coercion, in order to prevent homegrown terrorism. Methods include a comparative policy analysis of counterterrorism models in the United Kingdom and the...

The main contribution of this thesis is the development of a three dimensional geometric modeling system for application to computer vision. In computer vision geometric models provide a goal for descriptive image analysis, an origin for verification image synthesis, and a context for spatial problem solving. Some of the design ideas presented have been implemented in two programs named GEOMED and CRE; the programs are demonstrated in situations involving camera motion relative to a static...

Lingering historical animosities between Japan and its Northeast Asian neighbors China and South Korea inhibit improvements in Japan s bilateral relationships with these countries and contribute to regional instability. One of the ways Japan antagonizes its neighbors is when the Japanese prime minister pays tribute to Japanese war dead through ceremonial worship at the Yasukuni Shrine in Tokyo an event that Chinese and Koreans criticize as honoring Japanese imperialism. When Japanese prime...

Today, in most shipboard Combat Information Centers, true mption plots of own ship's motion and or surface/subsurface contacts are provided with the aid of electromechanical devices like the dead-reckoning tracer ('DRT') or the NC-2 plotter. These devices suffer a variety of drawbacks, such as inflexibility and the need to 'track' the light-spots manually. This thesis has developed a flexible, labor-saving, true-motion plotter using contemporary microcomputer and plasma display technologies. An...

The factors ultimately leading to the secession and the anticipated independence of Southern Sudan, from the Government of Sudan, find their foundation in the nation's history, culture, and resource exploitation. As the Comprehensive Peace Agreement is concluded, and the fragile peace settles almost 40 years of civil war, these two nations must understand how to collaborate to continue peace and economic development. Numerous factors and international players are influencing the equilibrium...

A digital computer program for the geometrically nonlinear analysis of totally arbitrarily loaded shells of revolution (SATANS-2) was modified to more accurately account for the conditions at the pole of the shell. This program was used to determine the buckling load of shallow spherical shells of various sizes when subjected to static axisymmetric, dynamic axisymmetric, and dynamic nearly axisymmetric step-pressure loads of infinite duration. A comparison was made between the new buckling...

The changing status of the Army Warrant Officer from inception to the present has created a situation whereby the warrant officer education system is beginning to closely parallel commissioned officer education. This seems to be occurring despite the fact that the warrant is defined as a highly skilled technician and not a high level manager. This study looks at the warrant officer career program as designed and used, and finds that the Warrant Officer Senior Course seems to continue the thread...

The problem addressed in this thesis is to determine the short range air defense (SHORAD) requirement of the armored cavalry regiment (ACR) against low altitude air attack. After maximizing the regiment's organic passive and active air defense measures, an air defense shortfall remains which requires a minimum of 12 Chaparral/Vulcan (C/V) platoons in view of current air defense doctrine. This requirement equates to a C/V battalion. Further analysis establishes that the SHORAD requirement is...

This thesis identifies a force, inherent in the national security decision-making process, which contributed to the American involvement in Vietnam. Termed 'policy precedents,' this force may be outside the control of the unwary decision maker and can result in irrational international behavior on the part of the nation. Once a policy or program becomes totally enmeshed within the governmental organization it becomes such a firm commitment that deviation from within becomes virtually...

Many scholars of the First World War have examined the European armies in new ways that have shown not only how those armies actually fought along the Western Front, but how they changed their ideas and methods over time, and why they fought the way they did. This dissertation does the same for the American Expeditionary Forces (AEF). It examines how four AEF divisions (the 1st, 2nd, 26th, and 77th) planned and conducted their battles, what they learned about modern combat in those battles, and...

Humans perform vast quantities of spontaneous, subconscious computation in order to understand even the simplest language utterances. The computation is principally meaning-based. With syntax and traditional semantics playing insignificant roles. This thesis supports this conjecture by synthesis of a theory and computer program which account for many aspects of language behavior in humans. It is a theory of language and memory.
