president cleaveland. getting right to the budget item, the budget remains in flux and ongoing, however, our hearings have concluded. we reported to the budget and finance committee on the 13, and then last week on the 21st. we were in agreement with all but one recommendation made by the budget and legislative analyst, and that had to do with the funding in this coming fiscal year and the one after that for equipment, specifically ambulances, and it was funding earmarked 700,000 for the two years for a total of $1.4 million. the committee, as they do often, did some additional trimming and did not fund all 1.4 million. they removed $825,000 over the course of the two years for that specific purchase of those ambulances, so it remains a work in progress. we're looking at ways to supplement that. part of that has to do with they saw a budget that still had funding in it, and the reason that the funding remained was because we are in a situation where we are piloting a new type of ambulance. the sprinter amb

>> president cleaveland: after your last tab. you have got a couple of pages here talking about activities summary report and then incidents by call type. what's always curious to me is the medical incidents, 2,000 of them and that's 16% of all your calls. what was the primary cause of those medical incidents? heart attacks? what? >> the incidents by call type, predominantly what we get is just medical incidents. that's when the reporting party either they don't make it clear to the call taker or the call taker puts it in to get it expedited. when we get on scene, they know what the call is. they don't necessarily transfer that back and then they change it to that. just because the call type comes in as this type, that's not necessarily what it ends up as. >> president cleaveland: that's how you categorize it. i was curious were they a majority heart attacks or what? >> we would have to look after documentation has been done to get that data back. >> president cleaveland: same thing for the overdoses. you had 224 and i wondered i

president. >> president cleaveland: thank you. i had one question for chief francisco if you don't mind. how many firefighters do we have that are booked to respond as hazmat people? >> about 200 firefighters in our department hazmat specialized trained. >> hazardous material spills or whatever. i know probably other city departments that have personnel trained for hazmat response as well, or -- we are the key or the major department. >> that's correct. >> hazmat situations, right? >> we have about 200 members trained to the hazmat specialist level, 242 hours of hazmat training. our dedicated unit, engine 36, has hazmat one. they have six people there, so four on the engine company. battalion 2 chief and aid are also trained to the same level. upon any hazmat incident here in san francisco, the hazmat team can respond along with our city partner, department of public health and emergency responders, industrial hygienist there, they respond as well, and they perform the function of technical reference for us. also the county author

that's my comment. >> president cleaveland: very helpful. vice president nakajo, you had an additional comment. >> vice president nakajo: thank you mr. president. i wanted to make a few comments because i did open this up and my intention was to move this item and that is my intention. i just wanted to make sure that in terms of what's been discussed, this discussion on ambulance reimbursement and the fee and the charges, i appreciate the evaluation or analysis of a 10-year figure or in terms of the dollar figure of unrecoupable dollars on that. i know the discussion takes us to "the homeless" but there's more than the homeless that takes advantage of our ambulance services. being director founder of senior center in japantown for 45 years, many of the folks who take advantage of the services are privates or seniors. if they're seniors, depending on their ability of economic status, many of them have a hardship with this particular fee. the fees for the ambulance have risen over the years to a point now mr. corso, do you have off the top of

commissioner cleaveland, please. >> commissioner cleaveland: thank you very much, chief wyrsch, for your report. couple of quick questions. do you track the type of overdosing that people are having on the streets? we have this huge uptick of narcan distribution. what percentage are fentanyl based and what percentage are heroin based and do you track the reason for the overdose or the cause? >> so if i may interject, when we give someone narcan, and it reverses the overdose, we know it's an opioid, okay? we don't necessarily know if it's fentanyl or heroin or what it is. so we don't run a test to figure that out typically, so that may be done at the hospital. but what we can say sort of anecdotally. but what we can say is the use of narcan by our members has gone up, and i know the health department has put a lot of narcan on the streets in the hands of folks who are addicts. and with the increase in opioid overdoses and deaths, there's more and more fentanyl out there. so i just don't know how much it is percentage wise, but -- but yeah, it's -- it's an issue, and it's much more -- it's
