cleaveland, commissioners. this is my report since the last meeting, december 12. i hope everyone had a good holiday season and wish everyone the best in this new year. you heard from mr. corso regarding status of the budget. one thing i would like to add related to the budget which is on everyone's mind is this grant writer position, the 1823 grant writer. i know, commissioner covington, you assisted with some revision and augmentation to the job description. i wanted to update you that job was posted earlier this month, january 3. it's -- the deadline for applicants is january 25. to date, we've received 30 applications and are looking forward to moving forward with that process. with regards to the division of training and academies. we are anticipating the 125th class entering on january 28. that day, there will be 42 members, and two weeks after that date, they will be joined by 12 members from station 49 for a class size of 54. to date, we've made 38 offers for -- out of the 42 for january 28, and we are

president. >> president cleaveland: thank you. i had one question for chief francisco if you don't mind. how many firefighters do we have that are booked to respond as hazmat people? >> about 200 firefighters in our department hazmat specialized trained. >> hazardous material spills or whatever. i know probably other city departments that have personnel trained for hazmat response as well, or -- we are the key or the major department. >> that's correct. >> hazmat situations, right? >> we have about 200 members trained to the hazmat specialist level, 242 hours of hazmat training. our dedicated unit, engine 36, has hazmat one. they have six people there, so four on the engine company. battalion 2 chief and aid are also trained to the same level. upon any hazmat incident here in san francisco, the hazmat team can respond along with our city partner, department of public health and emergency responders, industrial hygienist there, they respond as well, and they perform the function of technical reference for us. also the county author

that's my comment. >> president cleaveland: very helpful. vice president nakajo, you had an additional comment. >> vice president nakajo: thank you mr. president. i wanted to make a few comments because i did open this up and my intention was to move this item and that is my intention. i just wanted to make sure that in terms of what's been discussed, this discussion on ambulance reimbursement and the fee and the charges, i appreciate the evaluation or analysis of a 10-year figure or in terms of the dollar figure of unrecoupable dollars on that. i know the discussion takes us to "the homeless" but there's more than the homeless that takes advantage of our ambulance services. being director founder of senior center in japantown for 45 years, many of the folks who take advantage of the services are privates or seniors. if they're seniors, depending on their ability of economic status, many of them have a hardship with this particular fee. the fees for the ambulance have risen over the years to a point now mr. corso, do you have off the top of

president cleaveland. getting right to the budget item, the budget remains in flux and ongoing, however, our hearings have concluded. we reported to the budget and finance committee on the 13, and then last week on the 21st. we were in agreement with all but one recommendation made by the budget and legislative analyst, and that had to do with the funding in this coming fiscal year and the one after that for equipment, specifically ambulances, and it was funding earmarked 700,000 for the two years for a total of $1.4 million. the committee, as they do often, did some additional trimming and did not fund all 1.4 million. they removed $825,000 over the course of the two years for that specific purchase of those ambulances, so it remains a work in progress. we're looking at ways to supplement that. part of that has to do with they saw a budget that still had funding in it, and the reason that the funding remained was because we are in a situation where we are piloting a new type of ambulance. the sprinter amb

commissioner cleaveland, please? >> commissioner cleaveland: thank you, mr. vice president, and thank you, chief o'connor, for your report. a couple of clarifications. in the chief's report, she mentioned that there were 13 members in quarantine. in your report, you mentioned 300, so i'm trying to reconcile, is it 13 new members, and we have 300 current members in quarantine? i wasn't quite sure what that number meant? >> thank you, commissioner. over the course of mid-december to the end of january, we had 314 in quarantine, and we're down to the number that chief nicholson mentioned. the numbers are dropping dramatically, so that's why our quarantine is going down, as well. >> commissioner cleaveland: okay. the numbers are dropping. you have one positive drug test. what do you do when you come up with a positive drug test? >> we send it in for a confirmatory test. we take the person off duty and put them on leave. they can get a second test that they can send out to a private facility for test. >> and if i may, commissioner cleaveland, we terminated this in

commissioner cleaveland? >> commissioner cleaveland: yes. i'd like to pick up on commissioner veronese's comments on the mentally ill. what percentage of your clients are mentally ill people versus addicted people and whatnot? >> i was looking at our internal data, and frankly, we don't have any internal data that measures what percentage of -- of the individuals that are homeless. i'd say it's very high. >> and what i would -- we don't have an exact number. i would sort of tell you that the -- the -- the rate among our highest users is very high, so people tend to have the combination of substance use disorders, mental illness, and medical challenges, and those three things together have caused people to require a lot of needs in the safety net. i do want to also just emphasize that that is not to say that the opposite is true, that people who do have behavioral health issues are automatically frequent users. so sometimes we get confused about that distinction. but to be clear again, many, many, the majority of clients that we're seeing on
