chad myers. >>> when we come back, women have come a long way in sports but there's still a long way to go. today we've got major new developments in the title ix amendment aimed at ensuring equal opportunities for female college students and athletes. a lot more for a lot less. >>> very shortly we're going to pop into the white house. vice president biden is going to be talking about some changes to the title ix amendment and how they're working -- there are some schools working around title ix and how we're going to deal with that. let me talk about title ix itself. here's how the amendment reads. no person in the united states shall on the basis of sex be excluded from part in participation in, be denied the bennetts of or be subjected to discrimination under any education program or activity receiving federal financial assistance. the 1972 title required that gender, equity and sports programs that receive federal money. universities based three requirements to prove they were complying with the law in order to get that federal money. number one, the proportion of male and female

take a look at the developments with chad myers. how big is this thing, where is it headed? >> this is a 15,000 high ash cloud. the first eruption or explosion was 40,000 feed high. so that ash actually got into the jet stream and blew around in different directions. this lower level, even though it's three miles, we'll call this lower level ash, will be picked up by lower level winds and surface winds blowing toward the uk. even though other countries are opening air space, so to speak, the air space that they're opening is above 35,000 feet. because that ash that was very high has either blown away or settled out. so the air above 30,000 feet is clean. clean enough for planes to go through. the problem is getting to that 30,000-foot level because you have to start from the ground and you can't fly through the dirty layer at 10,000 to 15,000 feet. so people thought they were going places, they are not. anybody who thought this thing was going to be over soon did not study the history of this back in the 1800s. this thing erupted for two solid years just like this. but there

let's get to chad myers in the severe weather center. we've got rain in the west. good to see you, doctor. >> good to see you. snow above 4,500 feet. that will get in the grapevine, i-5 north of l.a. cold and low enough for that snow to even affect your travel plans. here's what it looked like yesterday. here's sacramento. kcra, our affiliate there. and a cold storm for this time of year, getting that snow all the way down through and into the passes. the pass there is i-80. obviously the truckee pass picking up between four and eight inches of snow. advisories for more snow in the sierra. and we could probably see 8 to 12 inches of snow down further south. and that snow will melt eventually. the lower elevations will pick up rain. and that rain potentially could see some burn area problems as we had heavy showers overnight. some spots picked up one inch of rain. that was the first wave. you notice there's another wave that's going to come down through l.a. tonight. maybe another 3/4 of an inch. if you're near one of those burn areas, you absolutely have to pay att
