attorney jonathan spillbore and dana schwartz. why did this happen? why did the judge rule this way? >> this is so clear cut. a lot of people don't understand but in the state of new jersey, where there's a divorce and there's a financial ability to pay college is a necessity under a case known as newberg. a necessity. and therefore the parents are obligated to pay part of that tuition. >> she's not 18. she's not 16. she's not even living in the house. she's 21 years old. as an adult you can be forced to foot the bill for someone? she doesn't even talk to them in two years. >> according to this judge in the state of new jersey even though the judge got it wrong, because part of the case david cited there are other factors that the judge could have taken into consideration. it's not automatic when you have two divorced parents you're forced to pay for your kid's college. the judge can take into consideration the relationship of the parties. in other words, since she's emancipated, since the daughter is emancipated, not living under her parents' roof, not requiring her parents' care,

night. chief meteorologist glenn "hurricane" schwartz is standing by with a look at why we have a first alert weather day set up for the area. glenn? >> it's not because we have rain today, a lot of rain today but because of pretty extreme weather for this time of the year. want to let you know about it. we issued the first alert last night. the arctic blast that is coming with near record cold and it's going to feel like it's below 10 degrees at the worst of this. the temperatures right now, still pretty chilly for this time of the year and most of the area, 48 in philadelphia, cooler to the north. it's 60 degrees in atlantic city. now we're going to see the temperatures drop pretty sharply during the night tonight. but then that happens a lot at this time of the year, down to 28 degrees by 7:00 a.m. in philadelphia. but the wind is still going to be up there. and so it's going to feel like it's 18 degrees, your exposed skin by then, then it gets even colder over the following 24 hours. sheena ill with be back to tell you just how cold it will get where you live. >> be sure to get the

expecting record cold tomorrow in some places. let's get over to glenn "hurricane" schwartz with the forecast. >> good morning. it is really cold out there, especially for so early in the season. this is the first alert back on sunday night to let you know what was coming, the arctic winds. this is not just a cold blast that's coming around here. this is near record cold. to be able to get record cold without a snow cover at this time of the year is really unusual, too. and the feels-like temperature, the windchill is down to near ten degrees on average across the area, especially tonight. right now it's in the 20s across much of the area to the low 30s. nobody is above freezing. the windchills they are not above 20. 17 in philadelphia. 11 in reading. 15 in pottstown. 8 in lancaster. look at these winds. this is the wind gusts here, 38 miles an hour in philadelphia, 41 at lancaster, 43 at mount pocono, 36 in atlantic city. it is just brutally cold out there. and the windchills as he would go through the afternoon, especially north and west, aren't going to get out of the teens. so ev

parveen and glenn hurricane schwartz have up to the minute snow totals and when the storm will move out. let's get right to glenn. >> we continue to see the snow, it's mostly in pennsylvania. and this is ski big bear. we've been showing you different parts of the poconos, and it keeps snowing, and keeps piling up some places, we'll have more than a foot by the time it's over. not much in central and south jersey or much of delaware, the rain/snow line has stayed pretty close to the same area, along i-95, there's still snow back to the west. and some of that is to come through. once in a while, we get a little burst of snow, and then we get it really slacking off, it's more like flurries or sometimes it may even stop completely. but there's a big burst right around baltimore, that area is moving in right now through lancaster county, and about to go into chester county, there's still the back edge of the storm, still has some time to get here, it will be a few more hours before it is gone. the amounts of snow, obviously higher in the poconos where 6 to 10 inches of snow reported so far.

the storm. begin with nbc 10 chief meteorologist, glenn "hurricane" schwartz. glenn, what can we expect tomorrow? >> jacqueline, just no doubt that it's going to snow in a good portion of the area, despite it being so warm today and so early in the calendar season. heavy rain changing to heavy, wet snow in a good portion of the area, at least for a period of time, even the philadelphia i-95 corridor, the heaviest of the snow, the greatest accumulations will fall north and west where there's most likely tonight travel problems and some power outages. that storm hasn't gotten organized yet, but there's moisture just offshore that extends all the way down into the gulf of mexico, where the storm is starting to develop. so, this precipitation could move in very, very quickly overnight and it will and then it changes over. nbc 10 first alert meteorologist, sheena parveen has more on what to expect out of this storm. that's right much and one of the first areas that we will see with the changeover to snow will be north and west of the philadelphia area. so some of our suburbs north and

first white mayor in d.c. home rule history. as for carol schwartz she has practically no money left, no strategy, and according to most observers almost no chance of winning. >>> now, in addition to the mayor's race voters in the district will be deciding whether or not to legalize possession of small amounts of pot. if approved, d.c. would follow in the footsteps of washington state and colorado, and the city council voted to de- criminalize marijuana earlier this year, which means people caught with small amounts only face a fine rather than criminal charms. >>> in southeast d.c., three board of elections laptops were stolen from the polls overnight at davis elementary school on street. the board of election confirms those computers were taken but says voter information was not compromised because the laptops have to be hooked up to a network to get access to their information. refreshments for election volunteers were also stolen. >>> and if you have not made it to the polls yet they close at 7:00 p.m. tonight in virginia. they will stay open until 6:00 in the district and maryland.

meteorologist glenn "hurricane" schwartz. glenn? >> the temperatures are back down in the 20s and we still have at least a little bit of wind as you saw with the flag, not quite as windy as it was earlier today. we're in the 20s just about everywhere except for 16 in the poconos. down to 23 in allentown, 24 in reading and pottstown. that's pretty cold. we have 20 to 25 mile-an-hour winds at least in part of the area. some places not reporting gusts at this hour. that's a good sign if you want things to get more comfortable. the temperature's going to go down slowly. we'll still have a bit of wind through the evening. it will feel like it is in the midteens, that's in philadelphia and in some of the suburbs it will feel like it's closer to 10. i'll tell you how cold it's going to get tomorrow morning where you live. some records and when it's going

. >> we begin with chief meteorologist glenn "hurricane" schwartz who's working a nor'easter that could bring us rain and snow. glenn? >> it's hard to believe that with temperatures in the 70s, two days from now we'll have snow on the ground in much of the area. we've issued a first alert about that. we told you about this storm late last week, that it was going to happen on wednesday. it will start as heavy rain and it can change like that to heavy snow. that's what happens with these storms. early in the season like november and late in the season like march and april. there's going to be heavier snow to the north and west by the time it's all over and even south and east of philadelphia, rain changing to snow in parts of the area. the time line has it starting as early as 4:00 a.m. probably starting as rain and then changing to snow as we go through the late morning and into early afternoon and then tapers off in the evening. we'll have more on how much to expect where you live. right now meteorologist sheena parveen has more on this incredible record warmth. >> we have two totally d
