shipyard operations, and also of course the jiengiants and 4 stadium at candlestick point. the redevelopment covered three areas. the shipyard phase one which was approved in 2006 with 1600 homes and 80,000 square feet of retail as well as parks. this is a portion of the project that has been constructed and is occupied at this point. and then, in 2010, the other two areas, a redevelopment plan for the other two areas was approved. one was candlestick point, which is a mixed use area with housing as well as a regional retail mall. and what we're really focusing on today, which is the 700 acre shipyard phase two. the predominant uses that are now proposed for this area are over 3,400 housing units. the total over the whole site is about 10,500 units. also within shipyard phase two what we're talking about is 4.2 million square feet of r and d and office, up to 400,000 square feet of retail and maker space, and hotels artists, artistude yos and approximately 400,000 square feet of school use. so just to give you an idea of the scale of office development that's proposed, the sale

morning everybody. thank you so much for joining us here today at market street. very much appreciate you turning out. as you know test t homelessness is a crisis in san francisco. it's a test tex crisis up and down the state of california. test text1 underline test t what we're seeing unfortunately more and more is with homeless youth, youth who are on the street in our city in our state through really no fault of their own. we're seeing, especially for test text1 underline test text1 italics many of larkin street's clients, young people who are escaping challenging test text1 underline test t households, really looking for places to go and unfortunately they find that the streets were a better option than their own home and so that's some of the challenges that we're test t facing here in san francisco but really also, up and down the state of california. test t we have some troubling stats, where one test t in eight americans lives in california but one test text1 underline test in three homeless youth live in our state, and te one test t of the five individual's experie

unlivable for the people living there. they leave, and you rerent it at market rate. i just want to talk to you about it speculation. >> that i say not based on -- that is not actual data, that is theoretical data through an underwriting model. he likes to use that as an example, that model, that's not because of pass throughs or any other things that we're doing, that's because of natural atrition of residents when they move out, and tenants and units are older. >> supervisor sheehy: and -- well, i don't think -- i'd -- like this one building -- we see buildings where virtually everybody leaves, but i'd like to say, too, a general comment on your credibility, so when i called this hearing, a representative of yours paid for by you called me up and started yelling at me and calling me names. then, when i met with you, that same individual started yelling in my office and calling me names. so your individuals were there and witnessed it. i had to escort this individual out of my office. so it does not appear to me -- your credibility as a good actor because of that has been severely under

, especially since 2014. at this -- those points, my technical team reviewed the site history, analyzed the available data, conducted site visits and interviews, and conferred with our state regulatory partners. we then distributed updated fact sheets for the public in 2016 and 2017, after we received additional specific concerns. now again we have received new allegations of potential concerns in parcel a. we have asked to speak to the individuals who have made these allegations through their attorney. when we receive more detailed information, we will evaluate it, consult with our regulatory partners, your staff and other stakeholders to recommend a course of action. we will share those results with the public, as well. based on the history of the work done -- based on the history of and the work done on parcel a, we do not believe that any current residents are at risk due to tetratech's actions. none theless, we are going to follow up with these new allegations and investigate them and come back with a proposal for a course of action. for other parts of the site outside of parcel a,

, especially disadvantaged persons at good living wages with benefits and that details how those goals will be reached. unless the following community accountability targets are met, as will be outlined in one second, hotels should be excluded from the central soma plan. these targets include targeted hiring for end use jobs with employers committing to hiring targets for vulnerable residents of central soma and the region, intention in promotion with employers committing to prevention and promotion targets, workforce development where worker fee will support workforce programs. and living wages, stable schedules and fair working conditions where employers shall pay living wages, provide fair work schedules and respect employees rights to form a union by signing a card check knew electricality agreement with the residents and unions. adopting the above recommendations is a minimum necessary step towards stablizing and protecting the existing community in the south of market, especially those who are must vulnerable to displacement. as such, we urge you to adopt these recommendations before you

regarding what we are looking at. using the numbers from today there is lots of different ways to think about how to pay for it, but probably two pre dominant way. one would be general obligation bond that could be used to pay for the infrastructure. that would be an assessment on all property owners in the city and you could pay that with a smaller utility user tax and we do have one in the city currently, so would be an increase to that to pay for property tax. one would be a large geo bond. >> how large are you talking? sounds like the largest the city has put to owners. >> 1.5 billion. >> do you remember when supervisor kim proposed a $1 billion bond and she was laughed at. do you remember. [laughter] >>speaker: the largest bond pursued was just under $1 billion. the other model would be to use a utility user tax only model where you have a larger utility tax increase that would generate annual revenue stream and you could use part of that to pay for the operating cost of the network and then issue a revenue bond secured against that for the remainder. those are the two pre dominant

. retired. i hope i'm making this comment at the appropriate time, but i do feel, in listening to what has transpired, although it seems greek to me because i don't attend many of these hearings. it seems to me that this alternate plan, this medicare advantage hasn't really benefited many of the members of the plan, the early retirees, etcetera. i have some concerns about the medicare advantage coverage for rehabilitative services. i was, one, in the city plan for many, many years, found it met my needs beautifully. medicare advantage, i'm still -- i have been very fortunate that i haven't needed medical services during the past year extensively. i certainly don't think that medicare advantage is meeting the needs of the participants in the same manner as the previous health plan did. so i support what commissioner breslin has recommended and possible opening up the city plan, one, to all retirees as it was before. >> thank you for your comment. is there any other public comment? >> herbert weiner. i am concerned about the gradual erosion of the city plan. i am concerned about bei

of by looking at the existing needs assessments and crafting within put from the community and advisory bodies. it included multiple compoments. the support for veterans. they were highlighted in the campaign. within this we were able to have service connection programs. $100,000 for congregate males. that is one way we use the funding to reach out to the population. our guiding strategy or policy was two fold. to support and strengthen the existing network that we know exists in san francisco and is fantastic at providing services in the community. we know that people are providingness and important services. our dignity fund needs assessment found evidence of this. we want to be sure providers have the support they need. second was to expand services to less served populations and engage people not accessing services. populations lack parity. we haven't engaged everyone. sometimes people don't see things that work in our models quite yet. this slide really kind of provides additional contexts for for the first $6 million. nutrition and wellness are the largest overall funding

, this experience of volunteering my time and energy at city hall has transformed this chapter of my life. i like everything about city hall -- the beauty, the grandeur, the dozens of weddings that i see every week. i think i'm in a lot of wedding pictures before i realized i was gaping at them. the interesting people that come through the door. the local celebrities, such as all of you, that i sometimes stop and say, do you mind if i get a picture with you so i can send it to my friends, who i think never tire of it. and i love talking to the constituents and everybody that comes through the door. they're an amazing variety of reasons and then, you know, when they come in with a situation or a problem, i get guidance from the staff and others in the office to figure out how we can help them. and i've learned so much more about the city that i love and i've called home for almost 45 years. the most profound experience that i've found is meeting and getting to know our friend alice. hillary introduced me to her in early november of last year. by then, alice had been living on the side

we've been reporting at previous meetings, we're in the process of our next phase of enrollment, and we'll be adding principlely commercial accounts in july, but we'll be in total enrolling around 27,000 new accounts starting july, and we've actually commenced notification. so last week, the first batch of our first notice, which is required under state law was issued. we'll be sending the first round of notices throughout the month, and then, notices will continue to flow to customers, four in total, over the next four-month period. so that -- that's really kind of the official kick or tstart the notification process. and that's enrollment. i wanted to also mention on the regulatory side, just one side. there's a lot going on over there, but one of the more important things we deal with is the pcia, which is the exit fee. and i wanted to provide an update there. hearings in that proceeding concluded last week, and so the next step in that case with the california public utilities commission will be case briefs which are submitted in the month of june and then we're expecting a

i'm the owner of the property actually at 1 88 winfield. so the permit at 1 # 8 winfield is for the conversion of an existing detached three car garage into an adu. mr. bryan fleenor mentioned about the two permits. one permit was done to reno vate the apartment with the permit. when the tenant moved out, i got a permit. done. the second permit he referred to, that's for another apartment that the tenant vacated at 217 virginia. we got the permit, building, electrical, sign off, everything, completed. so we didn't know about the adu until the city encouraged all the building owner say okay, you can convert a garage into an adu. we go through an eight month process, went through planning and building, and got it finally in january of this year, paid all the fees and everything. that's when mr. bryan fleenor noticed that, and he go against it. he rent one of the garages and i think he doesn't want us to do it you see ba then we have to take the space back. he complained about the little storage under his garage. he used that as a storage before without any authorization, so we take th
