is because going to the s.f. m.t.a. and the board of supervisors has just become a big waste of time. our situation is beyond a case of simple buyer's remorse. i mean, we cannot compete with venture capital uber and lyft. we can't subsidize cheap rides for people. the m.t.a. set the price that created this monster. and they agreed if the program were to fail or end, they would buy back the medallions and give us a prop "k"-earned medallions. obviously, this is not happening, and we're forced to fight uphill in order just to get anything. it is really sad. what can i say? we want the exit mechanism. it is in the rules and regulations of the m.t.a., and it is also in the contract between the san francisco federal credit union and the m.t.a. please, just get us out of this program. if we got into this situation with the market dictating the price like in other cities, like new york, it is somewhat understandable. but, once again, the m.t.a. created the price, they created the monster. a permanent part of our transportation system. so, in october 2018, we came to the m.t.a. board to present an informational item on the results of the mid pilot evaluation for jump. i'm not going to rehash the evaluation results today. other than to say is that what we found is the demand for station less bikes is high and station less bike share compliments the station-based bike share systems we have. and over all the jump program is running smoothly. so what we are presenting today is a set of division two amendment that's would further strengthen the safety equity and accountable associated with the program. and if approved, the amendments that you are hearing today would allow the m.t.a. to open a new application process for bike share and i'll talk more about that at the end. just a small amount of context. right now we're operating a 18-month station less bike share program that started in january of 2018. the pilot operator is jump which operates station less ebikes. we talked about that with that. jump has a permit up to 500 bicycles in san francisco and an additional 50.

of scooter share started around last year in march. by may, the board of supervisors and the m.t.a. board had worked together to establish a permit, which meant we could permit unpermitted operations which was more crucial. by october, we had permitted two operators and the program began. it's useful to note that during the unregulated era, public feedback and observation around a few major themes. starting with the positive, some people saw scooters as a new travel option, particularly for short trips. we could be useful as a last-mile solution when paired with transit. there was a lot of concerns about scooters being strewn about, parked willie nilly, on the walk. we heard a lot of complaints about sidewalk riding. scooter riders not following the california vehicle code. that clearly stated this is illegal. so, the pilot began last october. each one, we permitted two companies and each one received 625 scooters as a cap. with the potential to double here at the mid point along with an evaluation. for our evaluation, we looked at usage, safety and accessibility, equity and engage

m.t.a. projects. look at travel street. it is an shambles! and the m.t.a. board is simply a coffee clutch that rubber stamps everything that comes forward. the m.t.a. does not listen to the public, and they better start doing it. there is one thing that is transparent about the m.t.a.: it is a failed agency. they're philosophy is, if you can't solve the problem, make it worse, or if you're not part of the solution, become part of the problem. this is simply a symptom of what went on. fortunately, that person who was trapped on the l.r.v. wasn't killed. there have been too many deaths that have occurred as a result of m.t.a. i have had doors slam on me, and there was no response from michael bernes, the former head of m.t.a., until i cornered him in a public meeting. and he said, let's hope it never happens again. he acted like a swimmering juvenile delinquent, as far as i'm concerned. so please do not approve this application or any future ones. >> thank you very much for holding this hearing on this issue. i have to second, strongly, my -- the previous comments that have been made
