congressman paul ryan joins us to talk about the irs scandal and the president's other problems. congressman, welcome back. >> thanks for having me, chris. good morning. >> chris: let's start with your question to acting commissioner miller. why do you think he and other top officials did not tell congress when they learned a year ago, in may of 2012, about the political targeting of conservative groups? do you think who was just a bureaucracy trying to protect itself or had something to do with the fact we were in the middle of a presidential campaign? >> i don't know the answer to that question. i'm not necessarily going to speculate. we'll investigate and find the answer to that question. chris, what we do now know is that for roughly two years the irs was targeting americans based upon their political beliefs. what we do now know is that the irs misled congress. you have to understand, the ways and means committee opened this investigation about two years ago, asked repeatedly these questions to the irs, and they withheld this information from congress. so that's what we now

is there anything paul ryan the president should do in just calling for those answers? >> i think at this point, ryan wants the justice department to conduct its criminal investigation in what is going on. he makes it very clear that the congress is going to act on its own. congress is going to conduct its investigation. remember, he was a member of the ways and means committee. he was questioning the acting commissioner, steven mill other friday. he said, look, we were asking these questions a year ago is there targeting of right wing groups, you and you didn't tell us of any of this. miller famously said i answer the questions as asked. >> jamie: i know you asked them a lot about this. you also asked the dan and paul other ones. >> people should watch to see we talk about benghazi and my very intense back and forth with dan on the where was the president on the night of the bndz attack. >> jamie: i bet you got some answers as only you can. >> not as many you would hope for, but you will be able to watch the exchange. >> jamie: for more, you have to tune into fox news

not just talk there's the paul ryan plan. you learned the lesson from bush in social security, i don't know how they put the paul ryan plan out there? >> medicare is a genuine fiscal unsustainability problem. social security is 5% of gdp. it will go up to 6% so stabilize. there's a little gaup need to close. medicare you really need aggressive cost control and both parties have ideas about how to do it. >> the costs are coming down. >> a lot of this to me is an "alice in wonderland" discussion. it has very little to do with what's going on not just opportune economy as we discussed in the earlier segment but in the fiscal accounts. not only is the budget deficit coming down in the near term, lauri made this arc about the out players in terms of the deficit and there's definitely something to that. but it's actually under scrutiny right now because health care costs are growing more slowly than we thought that were. whether that's recessionary or structural changes in how health care is delivered, the congressional budget shav

paul ryan was their deficit guy, and that deficit argument, that the deficit was too big, one of their main arguments against re-elected president obama. >>> we have just received the new estimate of what the deficit is going to be by the end of this year. this is what the deficit had been up through last year, so 2009. that's president obama's first year, 2010, 2011, 2012. now show the next year. this is what they had projected the deficit would be by the end of this year. but now that estimate has been revised. they have revised the projected deficit for this year, and as of now, this is what the new deficit -- we have that slide whistle. we have never used it before. are you kidding me? the opportunity cost. anyway. as of now, this is what the new estimate of what the deficit will be by the end of this year. as you can see, this means that the deficit has shrunk by about $800 billion. since president obama has been in office. this is the fastest deficit reduction we have had as a country since world war ii. and honestly, that's kind of terrible. it's kind of terrible to the extent t
