they'll vote to join russia. putin will come out of the kremlin doors and say i'm enforcing the people's will. if that does happen, what do we do then? >> well, i still think putin is playing for the whole of ukraine. i would disagree with secretary of defense gates. it is certainly possible that he would -- that putin would settle for the crimea. but i think putin still believes that he can get a government in kiev that will be subordinate to russia's wishes. the ukrainian foreign minister said yesterday ukraine was prepared to negotiate with russia. that's what putin has been waiting to hear. i think he's going to continue to play out the summer raid in crimea. the vote will be overwhelmingly for annexation by russia, maybe 90%. but i don't think putin actually wants to get to that point unless that's the best he's going to get. and i don't think he's there yet. >> do you think that he then has his ames on southern ukraine, eastern ukraine? and, in fact, what type of negotiation could there be for the whole cou

from russia. one of the long-term things not part of those eight ideas but one to examine, what energy production from the u.s. means freeing up sources in europe to remain in those countries so they are not as dependent on russia in the future as they have been in the past. i think that's an important part of it. the one thing that gives russia leverage on their neighbors is the amount of natural gas in the world they produce themselves and their neighbors. that's where the reluctance is coming from. >> some rely on them by 30% as far as oil and gas reserves. i want to tall attention. obama is neither tyrant nor pushover. in general the criticism of him being inconsistent and indecisive is closer to the mark. the accusation he's been feckless in ukraine still dubious because those demanding a stronger response have been unable to come up with one. is that correct in your mind or do you think people have come up with other options. >> there have been options. i'm pleased with the fact many options

russia. attention is now shifting to the united states and european allies getting set to announce new sanctions of russia to stop it from the next step which would be russia annexing crimea. shannon bream live from the white house. what is the latest reaction on all of this from where you are? >> reporter: martha, the white house is only referring to what happened yesterday as a referendum in quotes. they're saying it is not valid. they're not even calling a legitimate referendum. they say it is unnecessary ukraine is discussing way that is crimea could be more autonomous. they also point to the fact that there are presidential elections set for may 25th in ukraine and the people will have a legitimate chance under the government that is in place there now to make decisions about their future based on that vote. the white house of course pointing a finger at russia in its latest statement saying this, quote, russia's actions are dangerous and destablizing as the united states and our allies

russia is announcing sanctions against u.s. officials in retaliation for sanctions on u.s. russia. lawmakers on the russian sanctions list include white house adviser, u.s. senator john mccain, majority leader harry reid and house speaker john boehner. john mccain was on the program the other day, said that he would consider it a badge of honor to be sanctioned by the russians. in the meantime, the treasury department has also announced the sanctions on a wider array of russian officials. 16 high russian officials in that country saying currency in russia is at an all-time low. these sanctions are expected to bite and there are other avenues available to the treasury department. it's tit for tat in the sanctions war over the invasion and annexation of crimea by vladmir putin. jenna: the disappearance of flight 370 is raising questions about security. more and who amore people are travelling there and an increased concern in security especially since certain areas of southeast asia have been terror beds. chad, there's so much speculation about the plane. i'll leave that alone and fo

also, we have the issue of a lot of pro-russia demonstrations going on in the east of russia -- excuse me, in the east of ukraine, which is also very eastern leaning toward moscow. these people say they're also afraid for their lives. they're afraid because they are leaning towards moscow, and also something that was quite a surprise to a lot of people is that we're seeing thousands and thousands of people in the center of moscow right down the street from the kremlin basically cleheering on crimea, and saying they're glad russia is here to protect them. it's a very tense situation. also, there are anti-russia demonstration going on in ukraine as well. also something important to mention, i think, is a lot of people in the eastern regions of russia, according at least to russia's foreign ministry, they're seeking to move to russia because they don't feel safe in ukraine. >> you have done a great job reporting for us. we know it's the middle of the night there. thank you so much, jessica. we'll be talking to you again. now, despite repeated warnings from washington and other world power

a week before the referendum on joining russia. there are reports that those who say they are against joining russia are harassed. there are people with soviet era nostalgia who would like to join russia. and there are those who are scared that fascists will take over. and vigil and tees check passports. you may hear behind me, people are celebrating the birth of a poet. now i repeat the pretext for russia bringing its troops into crimea was to protect speakers there against a quote, illegal government. but in fact, the propaganda and the militarization seems to be successful now at driving people apart. there have been protests in other parts of ukraine that have not been peaceful. protests called off all together because of tensions, and this, as you mentioned, the interim prime minister yatsenyuk goes to washington. they want to bring some kind of stability and prevent the annexation of crimea before that referendum that taking place a week from sunday. >> it may be too late already. thanks for that report. >>> here in the unite
