gab members, the san francisco arts commissioners and staff and artists and san francisco beautiful and its members. thank you all for helping to craft this proposal. i want to give a little background about the reason why we came together to really address this particular issue. according to our knowledge and legislative analyst, it costs the city close to $20 million annually to abate graffiti on our buses and property and all throughout the city. and the city could use this money to use for other things. as former director and supervisor now, i see the huge cost of graffiti incur. and i hear from property owners that paint over offensive graffiti and to return the next day. i have seen people wait for the muni buses. many trying to remove graffiti, and needs solutions. i didn't want to use those who view crime as a harsher punishment. but yet to research best practices in jurisdictions all over the country, new york and chicago and san diego, and to create a nuance plan to reduce graffiti and provide better outcomes for offenders. most of our proposal is administrative, not just

it's what makes san francisco so amazing. this is a crisis that all of us have witnessed on a daily basis given what's been happening throughout the city. this phenomenon is relatively new and has made a tremendous impact on my office hearing the stories from people. the ordinance that we are voting on today will require landlords usage of able to evict for the market rate during that period. this ordinancen insures that relocation payment adequately represent and allows tennants to have an opportunity to have a fighting chance to stay in san francisco. the rental and purchase prices for san francisco homes have increased dramatically since 2005 and we last have the ordinance requiring relocation assistance payments to tennants at that time. currently landlords are required to pay relocation assistance in the amounts of $5265 per tenant and they must pay $2500 to displaced elderly. anyone who knows the market rate in san francisco has the highest rate in the country know it's not sufficient to allow to stay if evicted. the ci

francisco to continue renting here in san francisco. and so that is something that definitely does concern me. the other thing is that i'm not sure -- i want to appreciate the controllers office and making sure they come up with a neutral and the most clear way they possibly could, i think, formula for determining this, however, it is based on a two year period and what happens after a tenant receives this relocation payment and after two years, they cannot have the income to sustain themselves in another unit that is higher rent than what they were paying previously. there's a host of other questions i have and not sure about the impact on this legislation, our goal is to make sure that tenants are stay here and live in san francisco. i'm not sure that this will achieve this. so that's why i'm uncomfortable with supporting the underlining ordinance today. >> supervisor wiener. >> thank you, mr. president. so i will support the legislation. and i appreciate all of the dialogue that we've had in committee and also here at the board. i kn
