the d.c. circuit court of appeals ruled that people who get their subsidies on state-based exchanges, like you see in d.c. and maryland, would get the subsidies, but if you get one on the federal exchanges, states that decided not to set up their own like virginia did, you want to get subsidies. it's important to know in the very same day just a couple of hours later the fourth circuit court ended up ruling 3-0 and upheld all subsidies for state-based exchanges and federal exchanges. but again, this creates all this kind of uncertainty and will just move to the next legal process. >> which would be the supreme court at some point? >> first it would be to the full d.c. circuit. so it was a 2-1 panel that struck against these subsidies. now the administration would appeal to the full d.c. circuit. there are more democratic appointed judges than republican ones and many people feel like it would be upheld. and then the question is does that then go to the supreme court after that, but aaron, we'r

d.c. police are trying to figure out who shot and killed a man in the district. the shooting happened last night on 6th street not far from mississippi avenue in southeast. that's in the congress heights area. the case is now the 67th homicide in the district this year. that's up nearly 50% from this time last year. two of those murders happened just blocks from one another. yesterday two people were killed and four others hurt in separate shootings. the first shooting was sunday morning on north capital street and t street northwest in the bloomingdale neighborhood. two men were shot and killed. a teenager was hit but survived. three people were hurt in a shooting. these incidents were not connected. d.c. police have arrested a man for the north capital murders. >> it used to be like this a while back. i grew up around here -- not grew up around here but i've been here 20 some years so i'm used to it. >> no suspect has been named in the shootings on lincoln place. >>> right now a grand ju

this was hardly considered part of washington, d.c. because washington was down there were the white house is in downtown in georgetown. they cleared trees out for firing outside fort stevens but this was all farmland. people from washington came out to see what all the excitement was about, including president lincoln. fort stevens was -- might have been the most expensive of the defenses in washington. there were 67 of them. not all of them were as expensive as this one. there was a magazine. it was enclosed on all of the sides. some of them were just pointing out towards the defenses. they were built up very heavily and they were all connected. fort stevens was the gate to washington at the very tip of the northern diamond. you think of washington shaped like a diamond. it was heavily defended were heavily fortified, rather. this is more or less reconstructed. it is what it looks like on july 11, 1864 with early as artillery and the union artillery and skirmishing going on and the citizens of washington coming to see what it was all
