anselm in manchester, new hampshire. c-span is partnering with media organizations to bring you tonight's event. you will be hearing from the candidates in about 30 minutes from now. we are going to help set the stage for you and learn more about the background. joining us is joe mcquaid. he is the publisher of the "new hampshire union leader." nice to see you. joe: nice to see you susan. thank you to c-span. susan: will you help our viewers understand how tonight's event came about? everybody is focusing on the debate later this week, but this is a reaction to how that was put together. can you explain? joe: it is indeed a reaction. about a month ago, 100 republicans in new hampshire, a couple of former governors wrote a letter to fox protesting the decision to choose the top 10 for their debate based entirely on national polls. i can sympathize with fox trying to get a lot of people on the stage, but six or seven months before the first votes are cast, we do not window the field down in that fashion -- winnow the field

i know this much, that while new hampshire is doing ok. new hampshire would be doing very well if there was governor walt -- [applause] gov. christie: and first lady of new hampshire would be -- [laughter] [applause] gov. christie: >>--it is great to see judy again as well. i don't want to speak to long today. i want to make time for your questions to talk about our role in the world and the challenges that cases, but mostly the opportunities that are here as well. in a presidency that in my opinion, with all due respect to the president, has generally been disappointing, overpromised and under delivered, that the worst thing this president has done in his seven years as president is the agreement he reached with iran two weeks ago yesterday. i say that because i believe that it is going to lead to a fundamental of ending of nuclear deterrence in our world over the last 70 years. what the president has done, secretary kerry has done, in this agreement has been deciding a bad deal is better than no deal at all. when this started, america wa

common core curriculum is controversial in new hampshire. should state and local school boards reject national educational standards? mr. bush: they should. states should create standards they should be state driven and locally implemented. the federal government should have no role in the creation of standards, no role in the creation directly or indirectly. the federal government's role in education ought to be to provide support for states that won't reform. government jindal created some amazing reform in louisiana. his money cannot be used to enhance the reforms. the federal government should not have a say on standards, we need higher standards, school choice, ending social promotion, a plan to make sure more than a third of the kids are college or career ready. mr. heath: i differ than my sister greatly on politics. you have a brother that is well-known, and a dad, a father that was president. do you feel when you talk with voters you have to differentiate yourself philosophically from the former presidents? mr. bush: people get this.

talk about new hampshire for a moment. what is not reported nationally is many of the people dependent on heroine is becoming -- because it became dependent on prescription opiates. when it became difficult to get those, they unfortunately became addicted on opium and heroin in the streets as a result. they are not in support of any additional intoxicants being legalized, marijuana. for medicinal purposes, if it was truly designed to be used as medicine, not as a way to get high, that is something i would be willing to explore. senator rubio: what would your policy be for undocumented aliens? senator rubio: this is an issue that everyone agrees that we have to fix. it cannot be fixed in one piece of legislation. they want to see more euros. this over 40% of the people in this country illegally entered legally. that's why we need an electronic revocation system that employers must comply with or they will be buying the that or they will be fined. that is the key that unless the ability to make progress on anything else when

new hampshire and new jersey are geographically, relatively the same size. you have 1.3 million people. they are spread out. there is a lie the southern part but there is also a good piece of the northern part. -- your problems are mostly access. let's take new jersey. we're about the same size. we have 8.9 million in about the same space. our problems for health care are not about access. you trip over a hospital in every four miles in new jersey, and we trip over each other in new jersey. our problem is cost. our access point is cost. why would we think that one program out of washington dc could fix those problems? the constitution of the united states said that anything that is not enumerated as a power for the federal government reverts to the states. i don't see health care in the constitution of the united states. make thelling to governors and legislatures each of these states responsible for coming up with a health care program that deals with access and cost in their state. not optional, they have to come up with a program. i might not necessarily

[laughter] that was a new hampshire thing. i think we are working with the student generation and what is actually more important to them than fancy facilities is that they feel they are part of a place where facilities will allow them to be part of the great things that are happening. for example, if i'm going to put something in at unc, i want to put in makers spaces. these are just rooms that you build into dorms that might have a 3-d printer, new, expensive, digital equipment, but in a makers space, in the basement of a dorm last year, a young student in his junior year had working with a disadvantaged child in the region who had to have an artificial hand. as he was growing, they could not afford the $100,000 it took to build the hand, and for $20 in the basement of the dorm he built him an artificial hand. that is what students want -- access to stuff that will let them do great things. they want to feel fit and part of the action, but they are looking at things that we want to give them and that is really where we get t

great to be back again in another stop in new hampshire. certainly fun for us. town on meetings are great because we get to get a finger on the pulse of what people are asking here in new hampshire. some constant themes about the economy, obamacare, national security issues. as i mentioned at the onset, today, again we heard yet another judge point out that hillary clinton clearly, according to this judge's comments, seems to have violated the regulations and standards the federal government when it comes to her e-mail server. as i point out, this is one of the frustrating things. it is pretty clear that every time she was using that unprotected server, she was putting our national security at risk. she was putting our children and our families at risk. to me it is either illegal or it is incompetent. it increasingly appears to be something of both. >> do you find that term offensive and you think it promotes or hinders the debate? governor walker: i will leave other candidates to talk about that. when i talk about immigration, i talk about how we need to have a

[applause] but the people of new hampshire are amazing. they're like the people that built this country. they work hard. they are smart, industrious, and they love this country. they want to see it happen. they are great people. i was so honored, because recently everybody said that a walker would win iowa. and bush, who's falling like a stone, because he's -- tell me is that really so -- that is from a different planet, right? i do not get it. but they said bush he's being down big. and walker, you have to remember walker grew up a little in iowa. became the governor of the adjoining state. they have massive deficits. they have very poor employment, new jobs. they have a lot of dissension. a lot of problems in wisconsin which is a state i love. but they have a lot of promise with her education. and with their debt. they are putting up tremendous debt. i was very nice to walker. i gave him money for his campaign. i get to anybody. i give a lot of money. he came up to see me six month ago. he gave me a plaque. you need some money? we had it in new hampshire. a number of us went and spoke. what i said is that the single most important economic security and national security issue of our time. right now we are ranked 20th in science, 27th in man's around the world. -- in math around the world. you cannot be at that level and expect to be the number one economic and military power in the world. especially in our areas of great need, where our educational system is not doing well. we want to get children into the educational system as quickly as we can. we do it aggressively. each state has to look into their own. they have to set their priorities. what i would say as president is listen to you can invest now or invest later. if we don't invest now, if we do not invest now and we had children who fail, it is going to cost us a lot more later on to do it. i would be encouraged for everyone to do it. on a global basis, listen. america needs to be a leader in every way we can be. the president's role in that function is to be persuasive. is to speak to leaders of other countr

and then tonight, i fly to new hampshire. ain't not eating, i functioning, ok? i'm a believer you've got to be awake. some people want to get 3, 4 hours of sleep. i'm not going there. i want to be arrested because i want to be happy when i do this. so i exercise. i eat. i call friends. i say my prayers. i talked to my wife and my daughter's -- well, you will know how hard it is to get 215-year-olds -- two 15-year-olds on the phone. then i had a chance to come here, and it's not just a great fair because i'm here, but you know, ohio state has a great there. we had 980,000 people. you will have 1.1 million. i love it. it has been great. and i ain't leaving until i get my ice cream, ok? a celebration of agriculture. what is your vision for agriculture? : i'm for agriculture, let's be clear. we are a big agriculture state, too. you know, you think about agriculture, and we think about traditional agriculture, but what we really have to begin to news think about what agriculture is going to begin to look like in the next 20 or 25 years. i have the former head of the

new hampshire students carry one of the highest debt loads in the country. millions of americans are delinquent or in default. even if they do everything they can, they just can't keep up. i was talking to some young people before i came out and one was saying, it is a real stretch. i hope i never get sick. i hope i do not get a laid off. i hope there is not a family emergency. yes, people are doing everything possible to pay those loans but sometimes life and fate intervene. the cost of this debt is real and not just on balance sheets, but in people's lives and futures. when i talk to young people, they say they put off buying a house or changing jobs, or starting a business. thet one young woman in back who has a great job in massachusetts, but she cannot afford to live there, so she commutes 2 hours and lives with her parents. she cannot make it work to have the job, started off her career and paying back her dad. i've met parents and grandparents who've co-signed loans and end up draining their savings or ruining their credit , because they tried to help
