personal in a new attack on jeb bush. and fox confirms the republican national committee is now asking for a loyalty pledge that appears aimed directly at donald trump. welcome to the kelly file. i'm megyn kelly. fox confirmed these reports just a few hours ago, several campaigns telling us the republican national committee fashioned a pledge for the candidates to sign vowing that they will not consider a third party run if they do not get the gop nomination. it appears aimed directly at trump who refused to agree to that condition when pressed on the fox news debate. it also comes as trump continues with brutal back and foth with jeb bush which late today got personal when trump took a shot at bush for speaking spanish on the campaign trail. we have our panel all with us on 2016 tonight. but we begin with our chief washington correspondent james roz within the latest in the battle between trump and bush. james? >> good evening. if jeb bush wanted to separate himself from the gop pact, it would appear the former florida g

bush. ultimately this race is going to come down to voters deciding whether they want an experienced candidate like jeb bush who has a record, a governor of a big state, or they want an outsider like donald trump who takes pride in his shoot from the hip style. >> if they do want an experienced candidate, on that note, i'm sure you've seen this national review report, it says some major republican donors are underwhelmed by the field so far, including jeb bush, and they're holding out for your former boss, mitt romney, do you think those donors could change his mind, get him into the race? >> no. mitt romney has made his decision, he's not reconsidering it, he's friendly with many of the republican candidates who are running, he feels there's a good sizable crowd of candidates for republican voters to choose from. and you know. last week, he tweeted out a photo of himself on the beach with one of his grandchildren. and he said, something to the effect that these are the important things in

america. >> he heard jeb bush yesterday. you are not a conservative. you are more democrat than republican. this is all personal. is he drawing blood? >> well i think he had really no choice. he's doing very poorly in the polls. he's a very low energy kind of guy and he had to do something so they are spending a lot of money on ads. and you know he has a lot of money from the hedge fund guys from the special interests, from lobbyists. he raised over a hundred million dollars. so they control him totally. >> donald trump came out swinging for bush ever since he announced his candidacy. bush tried to ignore the businessman turned baby kisser. but now bush realizes he sit idle on the side lines. >> yes they broke the law but it is not a felony. it is a -- it is an act of love. >> bush is on defense for promoting compassion. trump's ad received criticism for context manipulation. but it remains undeniable in its effectiveness. anyone who listened to bush's full statement knows he didn't advocate for a welcome mat. >> i'm going t

i think jeb bush does have a view. his problem is that it's filled with people who served his father's administration and his brother's administration, and it's very hard for the public i think to accept he's his own man. rand paul, i know pat likes him but he's probably a little too libertarian, and doveish for the republican electorate, and car lee fiorina is -- carly fiorina is totally crazy the way she talks about the defense budget. >> you can see it on the issue of would you tear up the deal with iran as soon as you take office. you've got walker will do that. rubio will do that. i think carly is going to call on the phone, and on the other side, you've got bush, and trump who says i would take a hard look at it, andland said i'm not going to tear -- rand who said i'm not going to tear that up, and kasich who said i'm not going to tear that up. i would say it's realist versus folks who want to go back into the middle east. >> i tend to think, actually, and i'm obviously not a fan of the deal, but i actually suspe

i saw a ton of jeb bush ads over the weekend. but quick bottom line question you look at the first two states everybody looks at iowa and says this is a terrible match for jeb bush, he's not going to win iowa. new hampshire, he's got to win there or this campaign ends. is that fair to say? >> i think so. i think if you had to rank the three for bush folks they would tell you it's new hampshire, then south carolina, then iowa. frankly, if they place, if they place third in iowa, i think that's a big victory for them. they would tell you of course publicly and even privately they're going to do better than that but the numbers at least right now suggest they won't. new hampshire, a place that he spent the most time, just a few days more than his home state of florida campaigning by our estimates, or by our review of his schedule. south carolina's the place they feel can do very well because his brother and father remain quite popular there. his national security positions expected to do well with the state that has a large military
