michelle griego. >> hi, everybody. i'm kenny choi. happening today, san jose city council will vote on rent control and better oversight of landlords with residents saying the city is in a housing crisis. kpix 5's keit do reports from san jose >>> reporter: good morning. san jose has some of the most expensive rent in the bay area if not the country. currently one-bedroom apartment in san jose is about $2,400 a month. but big changes could be coming to city hall today in san jose. chief among them the housing department is asking for a cap on annual rent increases by tying it to inflation which is years past is no more than 2.8% a year. right now the law allows landlords to raise rent 8% a year and rent control would affect a third of apartments in san jose. 11 people on the council and everyone has some proposal. some want to compromise and cap it at 5 or 6%, others want an antiretaliation ordinance that would allow tenants to report code violations without getting evicted. if a landlord pushes a tenant out for some reason for a higher paying tenth, they want consequences. >> if you a

. kpix 5's keit do reports from san jose. >> reporter: good morning. it looks like the high-speed rail authority is going full steam ahead. according to the "l.a. times" it looks like they will very likely pass their own business plan at a meeting that's set to begin here in san jose in a couple of hours. bay law, they have to pass this plan by may 1 by law. to get a check-up on the project and how it was going we had to go to fresno where you will see the beginnings of what's the largest infrastructure project in the country. crews are getting the towers up for the elevated portion of the track digging pilings and even relocating a portion of highway 99. once done it will shorten the commute from fresno to san jose from three hours down to just 40 minutes! speaking of, it was a major coup back in february when the authority announced a major change in plans to go to san jose first instead of southern california. tunneling through the mountains to get to southern california was just too expensive and the high-speed rail authority figured that just getting a train done as a proof of con

murder in san jose mass shocked the community. we spotted one of the chilling messages the killer apparently left behind. mark sayre is at san jose police headquarters with more >>> reporter: around 8:00 we saw san jose police remove this piece of drywall from the evergreen home where the two bodies were found. on the drywall you can clearing see writing in black block letters. it appears to be a message from the killer or killers addressed to one of the couple's two sons. it reads, "take care of your brother or he's next." the bodies of gholam and shah me ma ram buy were found inside the home on sunday and the writing on this drywall isn't the only message found inside. one unidentified source who saw the crime scene says there was another message in the same block letters written on the floor also appeared to be addressed to the victims' children saying their mother begged for her life. there was also a mock apology of sorts saying, sorry, my first kill was clumsy. a statement from the south bay islamic center says the couple was long time residents of the community and also vol

brawl at the santa clara county jail. nbc bay area's robert handa is in san jose this evening. robert, the last time there were surveillance cameras there but not today. what happened? >> reporter: well, there has been a lot of scrutiny into the jail system. and each incident he especially a fight involving inmates will be reviewed thoroughly, now and in the future. there are no private cells or security cameras here. the brawl at the santa clara county main jail in san jose took place inside this second floor medium security wing shortly before 8:30 this morning. just last month, newly installed cameras caught a brawl between inmates released from cells for recreation time. but today's incident was a little different. happening between inmates who live together in an open dorm. >> they comingle 24 hours a day, seven days a week. this is not a rare occasion. last year we had over 225 fights throughout just the main jail. this year already we're up to 78 fights. >> >> reporter: the sheriff's office says two inmates started fighting, others got involved. one of the combat achants went t

. kpix 5 reporter kiet do is the live in san jose, where they will meet in just a few hours. kiet. >> reporter: good morning. the clock is ticking for the high-speed rail authority. by law, they have another nine days to approve their own business plan and according to the "l.a. times" that will very likely happen at a board meeting set to happen in san jose in a couple of hours. 150 miles away in fresno is where you will find construction workers building the first sections of tracks, building the guide way where the train will go. back in february the high-speed rail authority announced a big change in plans. the train would first come to san jose, to keep costs down, instead of tunneling through the tehachapi and san gabriel mountains which would be very expensive. going to san jose first reduced the coulds from 68 to $64 billion. it was largely a political move since getting the train up and running would help attract more funding. at the meeting today, expect critics to grill the board about where they will find the billions of dollars needed to finish the project. >> this pr

south bay and troubling new revelations in a double homicide of a san jose couple. according to court documents, their two sons separately confessed to that gruesome crime. damian trujillo was in the court today when the brothers came in. damian joins us live with the latest. >> reporter: these court documents are really troubling. they describe two brothers who appear to know what they were doing when they allegedly killed their parents and then wrote about it on the walls of their home. the older brother wore the yellow jumpsuit reserved for inmates in the jail's mental ward. the older brother was kept in the hallway away from the cameras. >> they were murdered inside their home by their two sons on saturday, april 23rd. >> reporter: the murders made national headlines. >> he was shot more than a dozen times. the other once in the head. >> court documents say that his stranger assaulted him in his home and ordered him to kill. in a separate interrogation, the 17 year old told police he was home when both parents were killed. police aren't sure why. >> there's some unanswered questio
