thank you. >> supervisor safai: next speaker. >> thank you, chair safai, board members. my name is mark gruber. i'm a board member of the san francisco taxi workers alliance which has not yet come to discuss this measure, so i'm speaking of my own impressions, speaking for myself. while the details of this measure need to be worked out, and i have a number of questions, and i'm sure the board will have a number of questions, i do want to express personal support for the concept of checks and balances in this legislation. if the board of supervisors had retained regulatory authority over taxis back in 2009, the disaster that is the medallion sales program might never have happened. the board ceded its authority over taxis to the mta based on false assurances from mayor newsom. supervisor peskin knows this story very well. within three months of the mta's take over of taxi regulation, the mayor went back on its word. this has ruined dozens of drivers lives. dozens have defaulted on their loans and many more are in prospect. likewise, if the board had kept ultimate authorit

supervisor safai? >> thank you. i just wanted to -- supervisor kim articulated a lot of what i was going to say. i think that the distinction in this, and the reason why i support this measure, is because these -- this is speaking directly to people that are appointed and to an apointed -- and to an appointed commission and if they make the decision to run for office, then they're in a position where they have to be continuing to make policy and other matters that in many ways often times will present conflicts for them. and so for me, this is about clearing that person's path toward elected office. and if they make that decision to run for elected office, then this says to them, stem down. once you've made that decision. and focus on your campaign for elected office. so for me this is about clearing the way for conflicts. and as supervisor kim said the difference is, once someone se he caned to office, they are elected by the people versus being appointed by a position and position of authority. so, that, for me, i

supervisor safai? >> councillor safai: thank you, madam president. yesterday we had an extensive conversation about the situation. i agree with supervisor ronen. there is no debate that this is an emergency situation. it's an ever-evolving, daily emergency. it's not a situation that we can take lightly. but i think we're dealing with two different things. i hear a couple of different things from supervisor kim and i would like to ask her to clarify them. one, there's a concern about community process and input and definition of how some of the space will be used. i think we've had extensive debate about where the office of department homelessness and supportive housing is going to be located. we had that debate about south of market. we've agreed with the budget and legislative analyst recommendations that over $21 million for a lease in that part of town when a building is currently owned, which this body before myself and supervisor ronen and a few others were on this body voted to purchase. we were in that purchase phase. so are we debating about

. >> president breed: supervisor safai? >> supervisor safai: thank you, colleagues. about -- let's say about eight, nine months ago, i think you might remember that there was the horrible situation at five persia where we discovered 27 individuals living in dungeon-like conditions. one way in, no way out. this was a former garage that the owner had subdivided into cubicles. they were living underground through no fault of their own because of the hazardous situations, the fire marshal and the department of building inspection and the department of homelessness intervened, identified the situation and gave orders to vacate. given the situation and the horrible situation in oakland with the fire, there was a higher group and a working group on homeless housing, but this evolved into a situation where people were living in hazardous housing situations, so hence the name of this fund. we modelled a transitional housing fund based on the fire victims' assistance fund. this fund will allow individuals again, at no fault of their own to be relocated into temporary housing,

thank you superior safai for really fully listing the policy goals behind the program. i'm going to talk briefly about the specific structure of the state resolution in front of you. under the state law before an applicant can submit a full application for a type 87 neighborhood restricted liquor licence, they have to do pre-application community outreach. that is unique to this licence and all the stakeholders thought it was important since they are for neighborhood serving businesses, they though have the extra touch with the neighborhood itself. prior to submitting a full application to the abc, the applicant needs to sign off on an additional form that they have done the outreach. they have to hold at least one community meeting at their premises or within a mile of the premises, 14 days before, they have to send out a mailer to all residents within 500 feet of the establishment and neighborhood groups on the department list and police department as well. following the completion of the outreach it has to be certified by the board of supervisors, that's what's in fr
