supervise stefani? >> commissioner stefani: i was wondering, how do we compare with other airports in terms of police staffing? >> you know, the metrics we use are around officers per-100,000 passengers-type thing. and we are on -- we were on the low side, i thin of most -- a lot of airports are now trying to increase at the same time because of the vulnerability of airports, so you do see airports ramp will up police staffing, so right now, the metric doesn't align to what the needs are. i think airports are trying to move up to protect those vulnerable spots. so when we're at that full staff, i will be able to measure i think what other airports have done, as well. but i'd be glad to give you a report of what we've done so far, actually. >> commissioner stefani: okay. that goes to my next question. how does the increased expansions and loads affect the officers? j> it's signific beca e the amou additional space to cover is an important aspect; the amount of activity and passengers th we're pericing. o

supervisor stefani? >> supervisor stefani: thank you, supervisor cohen. i just want to be clear, i don't support any cuts whatsoever to the pretrial diversion program, and in fact i support increasing it to the 1.7 that's requested, and here's why. if we are serious about what we want to do in the pretrial supervision program which is to rehabilitate people so they don't continue to enter the criminal justice system, we need to do our job, and do our job well. it is about helping people get their lives back on track, so if we're serious about that, we need to invest in it. my office has been following cases in court where people in my district have been injured, and so many times, what i hear back is how is this person allowed to be on the street? you saw the video of the person who kicked the homeless man in the face, and you see the assaults and his record, and the offenses that he has made against others, and you ask how is this person allowed to be on the street? so if this person is going to be surprised by pretrial diversion, i want to make sure we

yes, supervisor stefani has a question. >> supervisor stefani: thank you. chief scott, with regard to the foot patrol, i was just looking at northern station, there was 12 there, which i find that shockingly low. i know you're doing your best, and i thank you for that. i'm just wondering what determining factors go into where foot patrol officers are actually allocated. >> yeah. we did an extensive review in operations and basically had through field operation bureau under chief chaplain's operations side of the police department, basically had the district captain identify the areas where they believe foot patrols were needed based on crime trends, based on community demands, based on areas that we know are traditionally high traffic corridors, tourist attraction, those type of things, and basically that's how we came up with -- it was data driven, particularly the crime part. in supervisor yee's district, we talked about the twin peaks deployment and how that had an impact. the tenderloin, we saw immediate results in terms of on view arrests and things th

supervisor stefani. >> supervisor stefani: thank you. i have a quick question about some of the fees that i noticed that were increasing as part of the budget. and some of those pertain to the on-street car share permit fee. how were the increases determined? >> thank you for the question, through the chair, supervisor s thank you , all of our cost fees that we add up, labor costs and also labor costs, for the on-streetcar share program, for example, there's signage, there's paint for the curb, but largely, it's labor costs. so we add up all the costs and divide by the number of units that we anticipate. so for the car share program, the number of cars on the street. what we found in the last few years, is that the number of cars that were authorized under the program, the car share companies are not putting out as many as we had anticipated and some it's because of neighborhood concerns, parking loss, any other reasons. the demnominator is essentially the same. that's why in part the costs go up and generally the costs of the increases
