treasure island should belong to them. in san francisco, one of the flaws we have, even with san francisco, you will find that our city is still incompatible, we're not making it easy for them to cross the street. we're not making it easy. that should be corrected on treasure island. so that goes back into your plans, i would like to see the entire network and where you have actually designed to make sure that is reflected. the other thing is that, yeah, you know, the bay steel, in the diagram you showed, that was kind of blocking the bay bridge. we can incorporate that and find places where it will integrate. the island is big enough that we can find a location that it could standing alone like a structure and compatible with that. it's not blocking the view. but it could still be considered as a sculpture. and if you wait until the end of the meeting here, because you know that we have a very active art program, and we would love to incorporate that as part of the structure that is part of that art and open space f islan

but in planning for the future of treasure island, the team, the developer worked with the treasure island museum as well as tida and in 2015 they recommended a set of street names for the island that had been incorporated through the mapping process in planning for the future. and knowing that several board members have come to the board since 2015, i wanted to kind of review that again with you so that you have a sense of the direction that we are headed and the inspiration for it. so as i mentioned, the existing street names that are incorporated in the planning documents are largely with the exception of california clipper cove, avenue of the palms follow an alpha convention in north/south streets and numeric convention on the east/west streets. the inspiration the t.i.c. looked to for coming up with a new set of street names was the 1939 golden gate international position. a large number of the streets, particularly the major streets are drawn from place names that were within the exposition. there's also thought given to the type of street name designation. so you see it here four of

as you know, we have an extensive open space network on the island and treasure island that are part of the program. you know, a wide variety of uses from the recreation fields to the agricultural farm to the city sideark to the wilds as ll as discussed earlier today, clipper cove boulevard and the parks. and natural areas of the island. even the open space plan calls for potential campground out in the wild area in the future. so a great variety and a great volume of open space, you know, totalling 290 acres in aggregate. in addition, we have the habitat management plan for ybi. which really sets out bana island as a natural area program. you've heard a number of locally rare and unique vegetation. the first park is scheduled for completion in 2021. we need to be prepared to accept and maintain that park as part of the fiscal year 20-21 budget. two years from now, the budget that we'll bedopting will have the maintenance budget for that new park. and under the dda during the early years of the program, there is a fund that is supposed to come from ticd to hope fund the parks and ope

what about treasure island? all of the toxins that have been left behind by the navy, which bases do that all the time. what are we going to do about treasure island? >> so i represent the district that represents treasure island, and we are watching what's happening there very closely. tetra tech watches it very closely, but we do meet with the residents on a regular basis, ensuring the cleanup process is happening as it should be with full oversight by the navy. we -- none of the land gets conveyed from the federal government to san francisco until it is fully cleaned, and we are also working with the state california department of public health to ensure that there is an additional layer of oversight on the work that the federal government is doing on that land. when that land is conveyed to san francisco, it will be 100% toxin free before we build any housing on this site. >> thank you. mark leno? so the 1939 service held on treasure island, which was a manmade island created for the fair with wpa money, so part of the depression era new deal program is off of -- the island that the bay bridge goes through. it was actually built, part of the plan of the fair was that treasure island would eventually become the city's airport. now we know that didn't happen but it was supposed to be the airport and pan-am airways took off from there during the fair, so visitors could see this visual reminder of the connections between san francisco and the pacific world with the china clipper taking off overhead every few days. so a lot of fair is about emphasizing specific cultures, and the 1939 fair was called the pageant of the pacific, and it had a lot of sculpture and artwork and participation by nations of the pacific, which meant nations who bordered the pacific ocean. >> that included a fair amount of chinese americans who lived and worked in san francisco. >> absolutely. >> what influence did they have on the history, culture of san francisco from the prism of your research and also on

they were also displayed here in building one on treasure island. it was displayed at the arts commission in their space. and there has been public comment to that. that first day when the art works were posted an treasure island building one, i was coming back from a meeting over in east bay and i was excited to go and see them, drove to look at them. and they had just been put up and i was surprised to see there was three women who were there pouring over the exhibits. and i was so surprised they knew about it, because it had just been put up and i was curious. so i engaged in conversation with them. and they were so interested in it. that they had come all the way from theity so they can look at the proposal and i think that there certainly is a lot of interest in the city on what these art works will be. and think we will have incredible pieces of art which will attract many people to this island. so, any questions or comments? >> director richardson: yes. i have some comments. yes, i'm a member of the steering committee with commissioner tsen a

so there can be opportunities to involve -- there's job core on island to involve treasure island, to involve folks in learning about the new technologies and helping to support this pilot, so an economic development angle. so those are some of the reasons that we think this is a neat opportunity. the pilot period that we have to work with with this grant is four years. so we do have an agreement executed this spring. it's a four-year term. so we envision ramping up, being able to get a shuttle out there 18 months from now, so before 2020. it will be a pilot or -- we will set up an evaluation system. so we'll identify data requirements, a safety plan, test plan, and be evaluating all those issues, as the pilot goes on. finally, something that we'll think about that's associated with testing a new type of service model is bringing together this shuttle service with the other public and private transportation services that will be introduced to the island and bringing in technology that can help to make people's transportation experience more seamless. and that means bringing together s
