that will certainly be good news in san francisco. we've seen -- we have seen and gone from 35 recycling centers in 1990 to about seven today. clearly this is an issue that affects the entire city. for district 5, i have one recycling center that has closed in my district and one nearby. and i really want to make it easy for constituents in the city to be able to recycle, so this resolution will help the city to begin to address some of these issues by working with cal recycle. and the second that i'm introducing is an ordinance to accept and expend $415,597 from the laura and john arnold foundation. it's to support the justice project as they develop a model of the local government-driven fines and fees reform. fines and fees are a fundment part of government, and it's a consequence for breaking rules and the fees help the government to underwrite their own costs but for low-income people and particularly people of color, fines and fees can become predatory. they can push people into a financial hole they cannot climb out of. just th

i am a lieutenant in san francisco police department. i've been in the department for upwards to 26 years, and i am a san francisco native. i chose to raise any family here in -- my family here in distric district three. they went to school in district three. we were surrounded by high-rises, a little house surrounded by high-rises. for the past 16 years, i have been involved with night live with a.b.c. licensing with the whole entertainment community. my history goes back to actually the formation of the entertainment commission, going back when then-supervisor mark leno created it. i was part of the transition team when the authority left the department and went over to the commission. i think that kind of lends me a lot of historical perspective that i hope to bring to the commission and bring value. i know, in short, i think i've spent the last two decades trying to promote a safe, healthy, robust night life environment and really worked hard to find that middle ground. what i've found to be successful is it all comes down to communi

in san francisco we use the child adolescent programs. when they graduate -- and that assessment is done every year. when they leave the program, whether it's at the year arc, there's another cans that measures the progress of the child and the family while they've had the intervention of the seneca services. in addition for the seneca r.a.p. program, which is the biggest program that seneca has, in collaboration with our partners at juvenile probation and child welfare, there's a huge study that's done annually that not only looks at the cans assessment, but for child welfare and j.p.d., it looks at recidivism, looks at arrests, and looks at child change of placement. >> president cohen: when you say looks at, what -- can you quantify that? >> yeah, sorry. so child -- both child welfare and juvenile probation have their own databases which track how many times a child has had to change placements. so as part of the overall annual report, they mine data from those databases to look at -- for a child that's enrolled in the program, they tr

that includes the two hospitals, san francisco -- zuckerberg san francisco general, which is the biggest of those. our public health division and our mental health divisions are the next two largest, and those are very significant efforts. all of those services are interrelated and coordinated through the management that sits under the director of health. again, some more data to give a sense of the scope and depth of services that we provide. i think another characteristic that is important for our department is the nature of the people that we serve. we serve everybody at some level who lives in this city or who visits this city or who works in this city, but we do have a very diverse population that we serve. as you can see, this is some of the data from our annual report. and as you know very well, our -- we have our clientele is different in a lot of ways from the general population of the city. we have a disproportionate share of our patients and clients that we serve that are african american, latino, and from diverse communities throughout the city. we also have a significant sha

that's what san francisco needs. now, i'd like to talk about the defects in the environmental impact report, and in particular i want to focus on cancer risk. the eir here in this case admits that this plan will create increased cancer risk in central soma by 226 per million. now, i want to put that in perspective. the significant threshold in san francisco is seven. 226 per million compared to 7. this is 32 times above the threshold. again, to put it in perspective, i spent years at communities for a better environment where we fought oil refineries. the phillips conoco refinery in rodeo is the worst, it has a cancer risk of 23 in a million. this plan will create a cancer risk that's ten times worse than the worst refinery in the bay area, ten times worse. yet despite the fact that the eir admits that increased cancer risk, it does not have adequate mitigation. in particular, it does not include a requirement to retrofit existing buildings like sfblu with air filtration units that can reduce the cancer risk by bette

i'm on the equity council at san francisco general. there are some people in management who are trying to do things. but it's not fast enough. and people are suffering. and so let me give you one example, from an asian employee who wrote his story that i just gave you. it says, a year ago on multiple occasions in front of other asian staff who speak chinese, the supervisor of our department used a racially derogatory term, written in chinese, pronounced hong chang, multiple times to refer to a comment on one of the unit staff who spoke ethiopian as well as one other dark skinned hospital staff, janitor/housekeeper. we either reminded him or cautioned him that it's not appropriate for him to use this offensive disgusting term of the word. and the word in chinese was nigger, and good for nothing. so, these are the kinds of things that people are dealing with. this is the insidious thing that people just don't get. and you know, i just got to say mickey, you have failed us. you have -- severely failed us. because this should not be. we sh

we know san francisco can do better. we can do better in orchestrating services with child healthcare and behavior and juvenile justice and engaging the private sector and leverages what we have for good. i'm honored to share this with my mother, here from brazil, my husband, and my colleagues at freedom forward who care so much for our community and beyond. thank you. >> i came to san francisco in 1969. i fell in love with this city and and this is where i raised my family at. my name is bobbie cochran. i've been a holly court resident for 32 years. i wouldn't give up this neighborhood for nothing. i moved into this apartment one year ago. my favorite thing is my kitchen. i love these clean walls. before the remodeling came along, the condition of these apartments had gotten pretty bad, you know, with all the mildew, the repairs. i mean you haven't seen the apartment for the program come along. you wouldn't have believed it. so i appreciate everything they did. i was here at one point. i was. because i didn't know what the outcome of holly court was going to be. you know, it really got -- was it going to get to the point where we have to be displaced because they would have to demolish this place? if they had, we wouldn't have been brought back. we wouldn't have been able to live in burn. by the program coming along, i welcome it. they had to hire a company and they came in and clean
