francisco to end homelessness in san francisco in the next five years. and we talk so much about homelessness as being an issue of single adults but for those of you that are in the field, you know that families are often the fastest growing demographic in homeless counts in cities throughout the country, whether it is san francisco, new york, and l.a. it is the silent demographic that we don't get e-mails from our constituents about, asking us to solve that is often one of the most critical in the issues that we must address here. we know that children who are homeless are more likely -- five times to be more likely to be homeless as adults. we've seen what it means for children to be able to complete their homework, having a place to call home, calling in sick regularly, having a place to shower. i have to tell you one of the most heartbreaking stories that i heard from some of our young mothers is actually having to bathe their children in a sink at their local church because they have nowhere else to take their children before they get ready for scho

>> my family first came to san francisco in 1851. i'm born in san francisco, i'm a native. i live here, and i moved here after berkeley because i wanted to come back to the city that i called home, the place that i love. i met my wife here, who's also a san francisco native, and our kids were born here. we live in the sunset and attend lawton school here in the sunset. i'm hoping that they can stay here for another generation and have the life that we've had the privilege to living in this city, but it's looking more difficult all the time. what have i done in this neighborhood that i love it so much? i've founded a group that rebuilt the playground that's become a community center. also in terms of the library that's around there, and in the city, i've served on three commissions. i might be the only candidate that's done so, the immigrants right commission, the taxi commission, and two templs on the assessment -- terms on the assessment appeals board. i have the experience in city hall, and i currently work as a city auditor. i understand the situations very well. i look

i'm on the equity council at san francisco general. there are some people in management who are trying to do things. but it's not fast enough. and people are suffering. and so let me give you one example, from an asian employee who wrote his story that i just gave you. it says, a year ago on multiple occasions in front of other asian staff who speak chinese, the supervisor of our department used a racially derogatory term, written in chinese, pronounced hong chang, multiple times to refer to a comment on one of the unit staff who spoke ethiopian as well as one other dark skinned hospital staff, janitor/housekeeper. we either reminded him or cautioned him that it's not appropriate for him to use this offensive disgusting term of the word. and the word in chinese was nigger, and good for nothing. so, these are the kinds of things that people are dealing with. this is the insidious thing that people just don't get. and you know, i just got to say mickey, you have failed us. you have -- severely failed us. because this should not be. we sh

san francisco residents that attend apprenticiship training centers in san francisco they're paying payroll taxes to the city. some people have said in the past that local hire and local contractors are bringing a higher cost to the project but when you think about it, we're just reinvesting i in ourselves and we're paying a wage where they might be able to stay in the city. buy a house in the city. stay here in the city and not commute four hours each day. that's just the way i think it should be done and this is the way it's being done on this project. so, again, as far as i'm concerned, from the construction side and the office and on the job site this project is in full compliance. >> thank you commissioner bernal. did you have something else. >> yes, thank you. for the opportunity to just add. i'd like to speak to the responsibility of serving residents the tenderloin. i understand this partnership is only less than a year in existence but when you look at the numbers, 180 versus a goal of 1500, that's only about 12% of that goal. and when you look at the residents of the tende

it was -- remember when san francisco was wild? yeah. okay. and the first place i went to in san francisco was district 8. we didn't call it district 8, we called it the castro, and i wanted to go there. i saw it on the map, and i didn't know. all i knew about it was castro, that must be where the cubans are. true story. and i went to a place on castro street to get some cuban food. it was called the castro cafe, and just as i arrived, they were throwing a bearded gentleman out of there who was wearing a beautiful red dress. they were throwing him right out on the sidewalk, and i'd never seen a man in a dress before, and i thought, wow, that's unusual, and now it's my preference. i'm going to keep my remarks short, but i do think it's kind of weird that i'm here with this group of people that protect san francisco and protect this community in this very special, spiritual place to me, and my building, my rent-control building, is on the market. and it's been on the market for a few months, and so i'm here today, and at the same time there's a

the san francisco r.a.d. program is the largest r.a.d. conversion i think still today in the nation. it's almost 3500 units. it's 29 properties. again, we jumped in early and we jumped in big. in many ways it was crazy how we jumped in, but that was the opportunity and we just seized on it. the outcome of that leadership is manifested right here in 92 new homes. this is what came out of all of that crazy times, you know? so i just want to say at the housing authority, i've been there about three years. i came in to help with the conversion work. i got to work would my colleagues that i was with for many, many years. i think we are experiencing our strongest partnership that we've ever experienced in the city. i want to call out lydia right now, and she's just been -- [applause] >> i don't want to date us, but you know, i've worked with lydia since she was at the coalition on homelessness and created at the street sheet, and then when i came over to the housing authority, she rolled up here sleeves, we worked together. the collaboration, t

of the san francisco community clinic consortium. our organization represents 11 of the nonprofit community health centres in san francisco. collectively, our members serve 113,000 san francisco residents which is about ten% of the population. we also serve about 4200 healthy san francisco people and 46,000 other enrollees. our organization serves two functions. one is a common voice for the health centres under our umbrella organization and the second one i will speak to them just a moment. in terms of the 11 health centres that operate throughout san francisco, with a quick survey out to them, they reported back that they have difficulty obtaining search and medication vaccines and medications and also inhalers, particularly for the healthy san francisco population. they also work to cover creams and ointments for people who have psoriasis and other issues where these medications might not be around and the expectation is patients will pay for them out of their own pocket which is very hard for them to come up with. the second char

i work for city and county of san francisco for 16 years. i am here today to let you know what my experience has been as a black city employee. while at work a horrible accident happened, and i believe because of my race i was forced to early retirement, or be fired. i was accused of hitting a person who was in a wheelchair, she went to, she was in a wheelchair. and after i hit her, she went to the hospital and two days after her hospital admission she died. oh. the circumstances around my case is simple. i was going 15 miles an hour while making a left hand turn. she appeared on my right side, of my left hand side, by a stationary bus. the wheelchair was rolling toward me, we couldn't, she couldn't stop. she ended up on the hood of my car, and then hit the ground. there was an investigation, consisted in -- [microphone is silent] >> supervisor kim: thank you, mr. hanon. >> hello, my name is madeline mcmilan, i work for the san francisco police department. i've been working there for 25 years. i was in an accident and was off work. prior to

you will hear the areas that san francisco focused on. we were looking at integrating medical services, sheltering animals, public information and messaging from the shelter about the sheltering opportunities. shelter staffing from local government resources and then, of course, coordination of resources throughout the bay area. >> what you are seeing up there is just the b roll of the activation at saint marmary's a the activation of the drill. >> as part of yellow command, san francisco participates every year. this year in partnership with the human services agency and department of public health, we activated a local shelter. you've seen it on the screen. and what we -- our goal was to test the city's ability to set up and manage a shelter here in san francisco. and so that was a big goal. we wanted to integrate services into the cathedral. it's a step where department of health has taken the lead in putting this together. so we were excited to test and activate for the exercise. and so in addition to the shelter, we activated the hum
