close down the city's juvenile hall. supervisors hillary ronen and shamann walton say the city is spending more than 13 million dollars a year to lock kids up in a juvenile hall ... that they say is 70 to 75 percent empty. a proposal is being drafted to close san francisco's juvenile hall by the year 20-21 ... and instead use city money to pay for a non-institutional rehab center with various programs and services. the center would serve as a new model for youth who have to be detained per state law. ( james ) on the peninsula ... police are asking for help in identiying two men wanted for setting fires in san mateo. at least 3 fires were set within a 30 minute span early thursday morning. the two men are spotted walking in an alleyway around 3:30 am. police say they were targeting garbage cans behind a blood center on 2nd avenue. and then set another fire near a parking garage. the last fire was in front of a men's clothing store on 3rd avenue.
