so you have a u.s. government and in particular a u.s. military that is focused on one end of the conflict spectrum, hasn't been terribly victorious in that end of the conflict spectrum, that's how it has developed its expertise while all of these other challenges have emerged. so effectively, what i think i've tried to think about vis-a-vis this region, is that the opportunity cost has grown substantially. and whenever you're thinking about partners, you have to worry about opportunity costs. we have to hedge and bet, because as much as folks practically across the defense apparatus might want to say, worry about great power competition and conflict, the defense world could be profoundly wrong, as is often the case. myself included. so you do have to hedge and bet. so what does this mean? it means that you find a more sustainable way to have u.s. involvement in the middle east, particularly militarily, that's a smaller posture, and a posture that is more tailored toward the threats you worry about. it means you have a whole of government
