you're with mayor pete. what are you hearing from that campaign somewhat do we expect to hear from the candidate this hour? >> well, he'll be taking the staining here ju stage here in a couple minutes. i spoke to a lot of people as they were coming in and they are saying that he will make an appeal to the black business owners he'll be speaking to today. but as i was talking to people filing in, many of them were unfamiliar with mayor pete and even if they knew his name they were unfamiliar or didn't have a strong opinion of him either way which speaks to the mixed indicators we're seeing. on one hand we saw the strong fundraising numbers, $25 million, but on other hand you have those stagnate poll numbers. his numbers that are not moving nip where, 4% in the latest poll and particularly among african americans, barely registering to some effect. we spoke to him a little bit earlier today. he took some questions from reporters. listen to what he said when we asked him about that point pot. >> look, when you'

first and foremost, pete buttigieg is for real. i don't think that's been in question the last couple of months. he's been in the top four or five of the democratic candidates, both in polling and attention. you saw him in the debate last week. he's very clearly in the top tier of the field. when you break down the numbers, $24.8 million, that's more than triple wa he had in the first quarter. bernie sanders was at the top about 18.2 million, kamala harris below him at $12. it's not necessarily an apples to apples comparison. it underscores just how big this number is. there's also another key thing to look at and that's the number of individual donors. in the second quarter pete buttigieg boasting 294,000 donors in total about 400,000 individual donors. that's more than just kind of a bold headline number. that means in the debate criteria, he's essentially in for the fall debates. he's put in the work. unlike some of his democratic counterparts, he's been doing a lot of the traditional private fund-raising events. he's also been

what did pete buttigieg say? >> preface with this, kate, you can have all the money in the world and if you don't have african-american support of any kind, at least some of it, you're not going to brin a primary. with that said, mayor pete buttigieg are very keenly aware that this is an issue for them. this isn't a one pole snapshot. we've seen multiple where his support with african-americans is zero or right around that area. their solution to this from the campaign and buttigieg himself is dual pronged. one is policy and the other is presence. on the first one he's laying out a plan, kind of a system-wide plan that would address criminal justice inequities and try and kind of boost african-americans as well, and laying out the details of that. the other is actually being there. he makes a couple of key points when he talks about this that he's not very well known in the community. so you've seen him go to a number of events like the rainbow coalition today. you've seen him focus on radio and television with a

"today in the bay's" pete suratos joins us live now the details. pete? >> reporter: good morning to you, laura. the bond holders will present their plans to a federal bankruptcy judge in san francisco later this morning, but let's talk about what the insurers would like to see happen when it comes to pg&e's future. they'd like to end pg&e's exclusive right to follow reorganization plan, after the utility filed for bankruptcy back in january, with billions of dollars in liabilities from those recent wildfires. now under the insurer's plan, they would convert nearly $20 billion in those wildfire loss claims into new stock, giving them a large share of the company and also establishing what they call a well-funded trust for victims. now the bondcio, to submit their reorganization plan and they're seeking to invest$3. pg&e claimed it made significant progress toward reorganization to compensate wildfire victims and protect customer rates. they say it could make the bankruptcy process long and drawn out. they have until september 26th to submit their plan. re

let's talk about mayor pete buttigieg who is going on the stage tonight. you have talked in detail about his struggle with african-american voters, and our polling shows that he just hasn't gotten that up. monmouth polling from last week had joe biden at 51% among african-american democratic voters and mayor pete buttigieg at like 1%. so if he can't get that number up, is that the end of the road for him? >> it is. there's no pathway to the democratic nomination for president without a significant african-american vote. partially why bernie sanders didn't beat hillary last time was he just couldn't get there with african-american voters. and i don't think there's a pathway for mayor pete, who has been kind of the breakout star of this campaign and been a great candidate. but i don't think he can be the democratic nominee for president given his current approval ratings and numbers with african-americans. so tonight in his debate, he has a very specific task and i think a difficult one. that's why i don't think he can be the nominee. >> if you look at the n
