to, say, going back the 9/11 commission, the hoover commission, some of these commissions and really thinking through the kind of expertise, the people who are on the panel, the kind of proposals and the assumptions those people were starting from. again, my first question was premised in the fact that maybe these don't matter that much, but assuming they do, and again, they have been important in the writing of policy and political history, how might going back and looking at them through that lens change the way we think about their role in political history? dov: i think there is a normative implication to the question, which is a good one, which is if we think about how one might put together presidential commissions going forward, are there possibilities we could use the experiences of past presidential commissions to diversify the makeup of current presidential commissions, to give them more voices or give more kinds of people a voice in deliberations and recommending policy? the second part of it is it becomes even more important to understand why the recommendations of presid

of the commission. and, again, these may or may not become policies, but it will tell you what that kind of person was thinking in that period. and that can be useful in itself. i have in my book, very small book, some recommendations. i re-read the other things the other day with great trepidation. and i discovered that i actually had two recommendations that i like that still work today. one is that the people who are appointed to presidential commissions ought to have some actual early life experience, preferable early life experience, with the problem they're talking about. and looking at presidential commissions all those years ago, i could find very few people, say on the all volunteer army who had ever been drafted or on the various public health commissions who have ever been given any sign in their life of lacking medical care or -- what was another one? oh, yeah, the various riot commissions. there was very little evidence that i could find that any member of the commission had ever been affec

so we were able to -- it was an idea we had at the commission. i brought it to the commission. i wasn't the first person to think about this obviously, but we were able to get a pilot program going with the mayor's support and the supporter support of the family. kimberlypapinon, we were able to work with her to create a program and the mayor funded it. so that was an amazing thing. and i know now that the department of human rights is dism administering a program and i really look forward to hearing how it's going and seeing what we're doing with it now, but it's that kind of thing the commission has done and can do and we're all looking for ways to do that whas we move forward. so i want to thank everybody o who's here and all the community members who over time have supported, cajoled, ciriticized lobbied the human rights commission. it's going to continue and i'm grateful for that as well, but we have a lot of work ahead of us. i really do feel like we are now getting at programs that will address structural in equequali. sheryl, i'm going to hand it back to you. >> for tho

the ethics commission is back in session. so we're going to go to agenda item number 11, discussion and possible action on monthly staff policy report, including the policy prioritization plan. mr. ford. >> thank you, chair, commissioners. i'm pat ford, senior policy analyst. for the benefit of our newest commissioner, this is the monthly report that i bring to the commission and about once a quarter in addition it contains the policy prioritization plan. it's a two-part thing and you'll see that roughly four times a year. we'll see the updates on the policy prioritization plan, which are the big-ticket items, usually legislation, program review type things. but the monthly update also contains information about other kinds of projects. if you look at page 3, i included a pie chart that gives a rough breakdown of what is done. typically it's two people, but for now it's one. you can see that policy projects are about a third of where the bandwidth is devoted, otherwise, there isn't general device to staff and members of the r

senate debates organized by the commission last fall. commission last fall. been anl debate has integral part of the american political process at all levels. ,nd yet, over the last decade debates between candidates seeking political office has declined. this is not for lack of effort as community and civic groups including the city club as well as television stations and other media organizations have organized the debates only to have candidates often incumbents turned down invitations, refusing to debate their opponents or desiring highly choreographed debates in front of their supporters. in 2006, the city club famously gubernatorial candidates after their refusal to participate in an unscripted debate. so toebate over debates speak has gained momentum. the proliferation of social media, cable news, and other online platforms have given candidates at to connect with communities. comes tore, when it debates, there often is no agreed-upon authority, no shared sense of what that -- of what the practices are, and no clear idea as to what debates should look l

we went to the commission i received their approval, state land commission as well. and in the fall of 2018 the mayor signed the transaction document subsequent to board approval. other big developments since approvals. the giants, as you here shortly have added a development partner. the major submittals to the public works department in san francisco including a tentative map application. several contracting milestones have been achieved including hiring a general contractor. hiring architects for the first four buildings in phase 1. hiring a landscape architect and doing all of this, and exceeding a workforce development plan of 10 percent for preconstruction contract expenditures. of significance, and the reason we are here today is to share with you phase 1. we have received a giant phase 1 submittal. staff has reviewed that and found it to be complete. we will continue to review for compliance with all of the terms of the dda report back to you in a few month with an update on that, including your chance to review and approve hopefully the phase budget. phase 1
