fighting domain? >> in terms of next steps, it could go to route through congress and to the president. i think bringing attention to the issue is really the next step in realizing there is a problem in the current organization and the government are not adequately equipped to respond to the threat similar in many ways to the background of the in tct. once that is realized i think there will be other solutions and this is the one proposed and i think is the right way to do it but there may be other ways that can ultimately address the same problems which is separation of authorities and lack of economic political capability. in terms of designation as a war fighting domain and repercussions that can come from that. that is a question that should be addressed. in many ways i think it is already happened by default and is a defective situation. where we have competitors that are treated as such and have similar offices and raise of acting. in many parts of the government here we are already starting to do that as well, bringing a name to something that is reality it does call attention t

pushback by congress. certainly not much in the way of effective pushback. there is a similar story to be told immigration policy, where for example the president has exploited the statute from the 1950's which gives the president the power to execute any aliens that he "finds to be detrimental to the interests of the united states." this is a statute that was cited to justify the travel ban. notice that he does not have to prove that these people actually are detrimental to the united states. he just has to assert that they are. in this case and some of the trade cases, there are serious arguments. in some instances, trump has exceeded even the very broad authority he has been granted that so far lower courts have ruled out for instance in some of the border ball cases, for example, which are about immigration, but even so, the very fact that there are possible arguments in many of these cases, that it is within the scope of delegated authority should itself be troubling and is a real breach in the system. the whole point of separation of power as some of the previous speakers describ

precludes motive and rises above concerns that the house or the congress has taken one action and we think they are not. they are not taking the action you can delineate from their statements from authorizing resolutions themselves. there is something else completely going on. many of the cases make it very clear you can inquire into what the real object is and what the legislative purpose is. >> is that the real object distinguished from no other object? in other words, they put something up as just a sham. >> i think the court in watkins is clear about this. the court is obligated to look carefully especially in a case that at least rises separation of powers. >> what the president is conceded against in his official capacity, right? >> we cannot ignore this when subpoenas are targeting the president because he is president. >> how can the separation of powers be separated with his being in the individual? i think your point is that really doesn't matter and it is still the president's papers. >> that is correct. when you look in some of the comments that the chairs of the committe

are waking up to it and when i 1st went to congress in the 70s the federal reserve was not of much interest to anybody but now it is especially after our last recession which i think is a continuation still going on more people are looking at the fed and i think when this downturn in the market really hits the fed is not going to get off easy and i think if it will self-destruct right now i think a significant day in monetary history happened about 2 weeks ago when they had a fed meeting and they came out and they said well we're going to do what trump wanted we were going to lower interest rates quarter of a point and that in the old days that was a oh yeah they're doing that they were going to lower rates and we want lower rates it didn't do any good for about an hour it looked like it was and then and then the realization was this isn't this isn't the answer they can't do it they're running out of steam as they're running out of plans and i think eventually there will be people looking elsewhere and internationally they are they're looking at other countries for other reserve cu

confusion, so we will work hard with congress to try to get this deal done and what will eventually happen is you will see four budgets in a row where the army is very specific about what it wants. the challenge is you will see a lot of prototypes this all. the armyeadership and in particular, we have to communicate that as long as we can learn from the prototypes, we can continue to progress and bring new capability and the system. [inaudible] over time, we think we will have a lot of success on the prototype and indie budget -- the budget deal, we will have the funding to create these prototypes and that is going to be the window where we can start buying capability and start testing them at larger scale. that is really the tipping point i believe of how we will be successful. thisimportant as we face modernization for -- modernization effort. a lot of it is the operation concept. arm[inaudible] how will that change the operating model of the army over time? a lot of it is material and the -- a lot is the doctoral concept that we put into the formations. all these pizza get her so
