ms. adams is recognized. >> thank you madam chair and thank you for convening the hearing. many of us here have been shouting about fighting for and researching these issues for decades. having this conversation is long overdue. let me get right to my questions. what have local and federal policies done to create the wealth gap and what are some of your proposed solutions? >> so, certainly i can give one example with respect to federal policy. the destruction of black neighborhoods with revitalization cannot be understated. one of the things we know and i will get to my argument quickly. this will not take long. the highest number was 1899. there is still a medium-size team of one. what you did is to break all the social network and what you did with revitalization was these communities were further separate it from the businesses and economic activity. not being able to take full advantage of the bill, that is another policy. they are not just in one place. were you asking me for recommendations or just to name some of the policies? >> for bringing the new engine change an

ms. adams. >> thank you madam chairman and thank you to the ranking members will. thank you for your testimony. the way you start out in life doesn't have to determine where you end up. i grew up in poverty myself, for black rose growing up in roanoke new jersey. it's a greater opportunity. most of you may know that my background in terms of historically black colleges and universities are of particular importance to me. i'm a two-time graduate and hbcu north carolina. one of the first things i did when i got here was this. to put together a bipartisan hbcu with my colleagues and cochair. some of the members have been here today. we have accomplished a lot for hbcus but as has been revealed today dr. boham thank you for what you're doing and making the -- if you look in the statistics of my colleagues while we only make up 3% of all colleges and universities in hbcus are producing 70% of all bachelor's degrees earned by african-american students. 24% of all s.t.e.m. regiments so we have had little but we have done much. dr. verret what is unique about hbcu campus e
