. >> ktvu's alyssa harrington tells us, the protocols that are in place seem to keep everyone informed. >> reporter: sirens blare from the nustar energy facility. he says they test sirens once a week, but this time it was clear, this was not drill. >> the power went out, and then the sirens were going off letting us know that the fire and the fumes are going up. >> reporter: the sirens mean shelter in place. carolyn sanford lives two doors down. she heard, and felt the explosions. >> it was loud, and the house just shook and rattled. >> reporter: sanford gathered prescriptions, and oxygen for her husband. eventually, emergency officials arrived to evacuate the entire street. >> the sheriff's came in, knocking on all the doors, they did a pretty good job, and got everybody out. >> reporter: numerous agencies come together to alert the public to an emergency like this. they worked with fire officials, and the sheriff's office to contact people in crockett, rodeo, and other nearby towns. >> they include telephone calls. they include cell phones that have been registered on their system. i

alyssa harrington has the details now and the response from the company. >>> when first responders arrived at nustar energy on tuesday afternoon they were met with a raging fire and a locked gate. that is according to contra costa county supervisors. >> the other issue that is concerning is that a number of the personnel left the facility and did not activate the fire suppression system before leaving. >> reporter: he spoke with the fire chief and even after firefighters did find a worker, that person could not tell them what was in the tank. he said the lack of communication brings up major concerns about how prepared nustar energy was for an emergency. >> we are fortunate that the fire was controlled because it it could have spread to neighboring tanks and neighboring properties which is why it is so important to understand these issues. >> reporter: nustar energy is telling a different story. in an email the executive vice president said while our employees are familiar with the products in our tanks, the combustion happened so quickly and so unexpectedly that there was some initial con
