francisco's judiciary i'm a native san francisco that's parade since 13 years and become my career here where i handled many types of legislation with personal injury and landlord tenant law in 2005 i opened up my solo office to become educational to the community. i sat down the practice in 2007 to be with the defender for months. i've been a criminal defense lawyer h that allows me to be in court i've seen some good decisions made by judges and some one could say not so good i've seen the impacts those decisions have made on the lives of not only my clients sometimes, the victims' families and different people who rely on our justice system to get justice. and because of that and because of those experiences i've decided i wanted to become a judge and imprinted that to one of my mentors i'm proud of what i've accomplished and like to have an opportunity to accomplish more in san francisco as a judge >> thank you, mr. flores an office of citizens complaints by ms. kingsley. >> hello i've lived in worked in san francisco for over 32 years i raised my so on son who who's 82 here as well

san francisco here our home. don't sell it to somebody else and you have those permits and when those permits come before you, don't renew them. bring that hydro electric city right here to our city. let's see if you can do that. regarding the department of environment which was created not long ago by willie brown, i would encourage the department of environment to enforce the precautionary principle. you heard dr. spinola speak about contamination in the bayview. the department of environment hasn't said a word about hunters point, hasn't said anything about this rogue development harming or children and elders. hasn't said anything. if the department on environment dare to do the right thing or just to rubber stamp, we want to know. the precautionary principle and those who want to learn something is to find out that there is something wrong or contamination or whatever we need to stop and we need to go into investigation mode and see and he talks about our life, not only human life, every type of life. anyway

san francisco is in an affordability crisis and as we speak, san francisco arguably the wealthiest city in the country has the fastest growing inequality in the country as well and the gap between the have and the have-nots keeps growing and it is only fair, consistent with the values of the city of saint francis that we finally insure that the tens of thousands of workers that have been denied access to healthcare with money that was fully intended for them to use to provide healthcare for themselves and their families that they finally have what the law always intended to provide them. and so with that, i thank my colleagues, for the consideration and seek their support. and unless there are any comments, or questions, that we would like to ask the director of public health who is in the audience to director garcia, to please come forward and we appreciate your presence here today. and wanted to make sure that i do give you the floor to provide any comments that you would like at this point. >> first of all, thank you, chair, campos, and supervisor yee. particularly to you, supervisor

has come to san francisco. and because san francisco is a safe harbor, it is a place for the people can be who they are and where a queer youth can feel that it is okay to be who they are. and because of that, because san francisco has been a becon for so long, we have so many young people that are coming to san francisco without any family, without any connections to the city, and they are homeless. and i do think that we have a responsibility as members of the lgbtq community and we have a responsibility as a city and as a city government, to make sure that we provide not only shelter, but that we provide the services for these young people. and so, the goal that has been outlined today, by the community, that has been working on the issue of homelessness, and lgbtq homelessness in particular, for so many years, is that within five years, that we reduce lgbtq homelessness, by 50 percent. and i believe that that is a goal that the city should embrace, that is a goal that the lgbtq community should embrace and

>> san francisco general hospital. and we were commenting, he was commenting on how ward 5a was full of patients with aids. he says today it's full of patients with complications from diabetes. we know right now data that's just released a few days ago that a third of the hospitalizations in california are due to diabetes and we see that also in san francisco. here we see among african-americans, this is from the california health interview survey, that about almost 12% have -- will have reported having diabetes and we see high rates also among latinos. one thing i want to point out, one thing i want to point out is that the lifetime risk, the lifetime risk is going to be closer to 50% for african-americans and 30% for latino. the lifetime risk is incredibly high. >> lifetime risk for -- >> for developing diabetes. and in san francisco, we see, for example, we see here the hospitalization rates for diabetes by ethnicity and we can see that the highest rate is among african-americans. what i want to do, before i turn it

>> well, vigilantism was a major force if san francisco history -- in san francisco history, particularly in the 1850s. there are these two vigilante uprisings in the 1850s which are, essentially, as they're presented the kind of respectable citizens of san francisco cleaning up the town by taking justice into their own hands and lynching criminals, and particularly in 1856 they hang two noted criminals and actually control the city for a period of time. by the time these writers are working, that phase is kind of behind san francisco. the 1860s san francisco has matured a bit. i mean, no longer quite the rough and tumble frontier town it was before. i mean, you still have the brothels, but they're not right out in the plaza. they're a little bit farther back. you know, all of the same activities are happening, but they've been forced to become a little bit more discreet. and the kind of rampant lawlessness that you read about in a book called "barbary coast" where you hear about the sydney ducks and these australian thuggings, i mean, it's -- thugs, i mean, it's fantastic reading. but by

this is less than half of the current market rate in san francisco. as you see, it's an organization, could easily just accept market rate children rather than serving the low-income because of the amount of money they get reimbursed. our current state law is outdated. while the cost of living adjustments are offered yearlyedth reimbursement rates have not kept up with the rising costs of child care. in fact, they haven't changed since 2007. assembly bill 21 25 proposes that the standard reimbursement rate reflects the actual cost of child care facility. in san francisco we consistently hear that the affordability crisis is driving our families out. now we have an opportunity to support our families by ensuring more access. i urge the california state assembly to pass assembly bill 21 25 to avoid the consequences of having more children being turned away from early care in education programs ~. currently ab 21 25 is being held at the assembly budget committee suspense file which is really unfortunate. they have until friday to remove the bill. i hope

francisco an and member of san francisco beautiful. on behalf of my colleagues on s.f. beautiful who couldn't stay for the duration of the meeting. we want to thank supervisor avalos for bringing attention to this issue. this contract has met a lot of opposition. the harvey milk democratic board voted to oppose the contract last night. it also got a lot of complaints from residents across the city. and we're a city that dies and invests in our public scenery. we spend a lot of money to maintain cable cars and streetcars and help boost tourist economy in san francisco but also makes it a better place for us to live. the vehicle wraps that are proposed to be doubled in the contract, they're not only ugly inside and out. they're also dangerous. they can distract drivers, confuse new riders, make it more difficult to enter and exit a train on a busy platform because you can't see how many people are getting off and get out of the way. there are provisions contracts to allow digital advertising screens on the side of buses. and these are a

coverage san francisco is a different program. coverage san francisco is a subsidy program that requires the department to look at affordability of health insurance for individuals elible for coverage california, and makes subsidies to help to make that insurance affordable, i think that is a good idea to make insurance more affordable. but it is very complicated and not something that we want to enter into without having a lot of cautious thought, and analysis and study so that we do it right. once we do it, it is hard to undo something once you do it and we don't want to do it wrong. >> have you had no trial analysis done? >> no actual analysis have been done. >> how long have you know that the aca is going into effect. >> the rates were not known until late 2014, or mid 2014, we did not know what the affordability issues would be. >> if the entire state of vermont and new york and massachusetts are doing it, san francisco has 850,000 residents. >> they are doing it through a state wide tax or other state funds and it is not cle

next month marks the historic 30th anniversary in san francisco. it was in june of 1984 that the city's cable car system reopened after being shut down for nearly two years. during that time, munni rebuilt 69 city blocks of tracks and restored, repaired or rebuilt 38 cable cars. in 2000, ktvu's ross mcgowen gave us this brief history of cable cars in the city by the bay. >> in the city where tony bennett left his car the cable car is part of the legend. but the lines are but a mere shadow of the cable car system that once connected the city's neighborhoods. the cable car was the way to go. there were virtually no electric streetcars but after the earthquake that changed. only eight cable cars remainedded. over the next 30 years three of those would stop operating the castro line, and the sacramento play line. in 1987, mayor lapa tried to shut down the cable cars all over. the city's committee saved the remaining five lines. over the next decade more lines would disappear. major dianne feinstein saw the rebuilding of the remaining cable lines. so th

i live in san francisco. i'm here to support my coworkers who work at the hospital at laguna honda, in the clinics and psych, throughout a very wonderful system that suffers from dysfunction because of lack of rn staffing and lack of support staffing. we're here because we care about the mission of the department of public health and we care about our patients. there are ten public health nurses here today. we are home visitors. there were 70 public health nurses when i started 30 years ago and now we are 25 doing home visits. we are here because we are concerned about a part of the budget submitted called the maternal child health funding restructure. now, it is revenue neutral and the impact is, according to the department, minimal, but we would beg to differ. we're very concerned about a negative impact this restructuring has on our patients. we see mothers and babies from all over san francisco and we would like to explain to you why this program restructuring doesn't make sense. we'd like you to carefull

formerly the program was hosted here in san francisco by city college of san francisco. when city college was at risk of losing their accreditation, they dropped out of the program and humboldt state issued an rfp seeking a new local host. oewd with the support of small business commission decided to apply and was successful. so, we've been awarded $150,000 grant for a nine-month period. we expect this grant to be renewed annually for $200,000 and there is a local match requirement that we have been able to [speaker not understood] existing investments in office of small business so there are no new outlays required. this legislation creates one new fte that is grant funded for a position to direct the sfpdc. that person will work closely with the existing case managers at the office of small business to expand the city's small business services. >> okay, thank you very much. colleagues, any questions? supervisor mar. >> yes, mr. cline, does city college have any involvement at all in administering this given their history doing this? >> city college is no longer involve

she was an active member in the community in san francisco. she was president of the san francisco branch of the naacp and president of the african american historical and cultural society. she was appointed to the san francisco board of education by mayor george masconi on [inaudible]. she is elected in november 1978 and was running for when she resigned in august because of differences with the superintendent and board over desegregation issues. after she was divorced she moved back to georgia where she and her sister cared for her mother who lived to be 101. she lived in atlanta and was torque coordinator. an [inaudible] and led tours to many african countries. she lived her final years in thomasville and fought three battles with cancer until finally succumbing this month. her sister brenda jones and a host of dear friends the world over, which i count myself among, her portrait can be seen along with many others on the wall of the el hill hutch community center in the western addition right down the street from here and we express our sin
