let's cross back to our correspondent in moscow. i don't know if you were able to listen to our analysist. he says it was a russian provocation. what sense are you getting from moscow about that? >> reporter: the rules of engagement that russia is operating in syria are known because they don't publish that sort of information really-- are unknown. it is often that they fly with their transponders turned off. that might explain the turkish claim that this plane was warned several times and did nothing and that was why they shot it down, but, of course, the russians are not saying that their plane violated their airspace but they stayed on their side of the border. the implication of that would be that if it was shot down, it was shot down by turkey into the syrian airspace and that would be a very different matter for the russians to consider >>> it's not, of course, the first time that we've seen a russian plane, if indeed it is confirmed to be a russian plane, it's not the first time it has violated turkey airspace. >> reporter: n

rory challands joining us from moscow. to just comment, as well, rory on what are the main points that you've heard and the main message that we can take away from this press conference being held by the foreign ministers? >> what lavrov really was talking about or setting out was a general platform and then some more specifics. you touch on one of the specifics there involved in the vienna process and the vienna process was agreed a couple of weeks ago, there was a press conference afterwards between lavrov and john kerry. they spoke together saying there were various things that needed to happen over the coming months in syria to work towards some sort of durable lasting peace. primarily, these were new elections, a new constitution and intrasyrian dialogue and only the syrians, they both said, could finally decide their own future. the first point, the first thing that needs to happen in this process is the dialogue between the government and the opposition. now, they have until the end of the year to make the condition

>> well, i think moscow at the moment doesn't know. it was very cautious in its statements saying it assumes the plane has been brought down from the ground. the turkish are saying the plane was shot down by two of its own air 16s. basically this is a difficult situation for both russia and turkey to handle diplomatically. russia knows and if it's going into a complicated volitile conflict there is a risk that at some point something like this might happen and may lose one or two of its planes that is basically the kind of operating procedures you go on when you start bombing in another country. the difficulty here is that if turkey shot this plane down in any way whether it's from the ground or from the sky, it's a massive diplomatic issue because turkey is a nato member and turkey is also a country that ostensibly has pretty good relations with russia until russian planes started going in the air space a month ago and soured relations between the two dramatically but if this plane had been shot down by rebels on the ground that is a

what's your read on this from where you are in moscow? >> you know, i actually asked the question, brianna, over at the briefing at the foreign ministry. what russia is saying the united states is the head of this coalition that is taking military action in syria. against isis. and turkey, as part of that coalition, should be let's say following directions and orders and informing the united states of what it is doing. and so if they decided, duritur decided, to shoot down a plane, then the united states should have known about it. now, did the united states know in advance? so far, we don't have any indication of that. but that is what russia's doing. you could say yes, they're making indirect accusations against the united states, but they're also scoring points, you could say, against nato and the coalition. and saying, look, if one party is doing something and the other party doesn't known, then your coalition is in trouble or maybe you're incompetent or maybe you actually want to drive us out of syria. and that is what some of the of
