. >> supervisor peskin: do you collect enforcement data? >> i don't know that we have been tracking it on those specifically. i can get a better profile for the next hearing on that specific topic. we've certainly pursued those cases but i can compile better data to see an overview of the enforcement efforts on the sro's. we are going to be the eyes and ears often times for those type of listings and we want to work with dbi so we see the sro's popping up, we show them to them and provide whatever we can. sometimes we also see kind of the same players out there not just in terms of the sro's but short-term rental violations generally. and we can provide that sort of intel to them as well. >> supervisor peskin: i think it's important there be one central place where all of this is tracked. even if it's not within your purview to enforce. to the extent that there is transparency between dbi and ostr, it would be important that ostr tracks that data. >> certainly. one other item i wanted to touch upon -- this comes up as a question a lot. how

supervisor peskin? >> thank you, madame president. colleagues can. i've spoken about this item at some length, which if submitted to the voters and if the voters approve it this june, would prohibit san francisco commissioners and board members from continuing to serve on those policy-making bodies once they declare their candidacy for elected office. as i've stated in the past, this was actually the policy of mayor willie brown. it was called the mayor brown rule and for a number of years was applied rigorously and without consideration of political stripe or other affiliation. basically the temptation to misuse, abuse or leverage one's power to compromise one's independence to the public as a signature board member or commissioner increases exponentially at the point a commissioner or board member declares candidacy for elected office. and is thrust on to the political stage. the pay-to-play economy in the city has become even more complicated as races for school board far now exceed what it once cost

supervisor peskin knows this story very well. within three months of the mta's take over of taxi regulation, the mayor went back on its word. this has ruined dozens of drivers lives. dozens have defaulted on their loans and many more are in prospect. likewise, if the board had kept ultimate authority over transportation, the disastrous impact of uber and lyft on taxi driver's, the taxi city and the streets of san francisco might well have been avoided or at least greatly diminished. i acknowledge efforts within the mta to mitigate the damage done by tnc's, and that program, but it's been too little, too late, and what all this goes to show is too much power concentrated in too few hands leads to no good, so i'd like to see this go forward, and i'm eager to see -- >> good afternoon, supervisors. i represent medallion holders, and you have to realize the taxi industry as far as the mta is concerned is the ugly step child. the only thing they wanted us for was to finance buses, which they did by selling between 500 and 750 medallion
