governor jerry brown signed the bill into law yesterday. the new rules take effect next year. the law contains exceptions for an emergency like when a female guard isn't available and female inmates are at risk of escaping or hurting themselves or others. there is also a bill to provide lgbt educational training. the vote was unanimous. 37 in favor against it, none. it would require law enforcement to develop a training course for people who are on track to become peace officers and dispatchers. the training will focus on issues related to sexual orientation and gender identity differences. his bill now goes to the state assembly advanced a bill that would make california the first u.s. state to completely eliminate bail for suspectsa vote of 41-27. counties would have to establish their own risk assessment systems to determine if the defendant should be released or kept in jail. under the guidelines, spects ar nonviolent misdemeanors would be released within 12 hours. those accused of violent felonies would stay in jail and wait for trial. this bill now goes to the senate. >>
