barbara starr has more on this. what are you hearing? >> reporter: good evening. turkey, one of america's most important allies, suffering a wave of violence today. one of the big questions is, are the militants sending a message to the u.s.? gunshots rang out near the u.s. consulate in istanbul as turkish police blocked off the area after two women staged an armed attack. turkish authorities said the women were pat rt of a left win militant group. >> translator: the policeman was shouting and the woman said, i will not surrender. i will avenge the attack. the police warned her, drop your bag or we will shoot you. the woman said, shoot. >> reporter: the consulate issued an emergency message warning u.s. citizens to stay away and to exercise caution near large gatherings. it happened at the first of the heavily armed u.s. f-16 fighters arrived in turkey. those planes now ready to begin air strikes in syria and iraq. air strikes in northern syria will be aimed at killing isis. but they will also support kurds known as the ypg, something turkey opposed. >> the only e

>> thank you, barbara. let's get back to john kirby. is this proposed system legal? anything that the u.s. can do about it? >> it's not a violation of the u.n. security council resolutions. that said, as i noted yesterday, secretary kerry is very concerned about it. but it's very deeply concerning to us, and we've made our case very publicly known to russia about this proposed sale. >> can you confirm that the iranian qods force suleimani, who has been subject to international travel sanction, did in fact visit moscow recently, spoke with the russians presumably about this missile sale? >> he's still under travel bans under u.n. security council resolutions, wolf, and no we can't confirm definitively whether this travel occurred. secretary kerry raised 9 issues of the reports to foreign minister lavrov in a phone call a few days ago. we're going to continue to raise those concerns. we want the u.n. to investigate this and to kind of get the ground truth on it. >> what did the russians say? what did lavrov tell the secretary about that? >> i don't president to speak o

barbara starr at the pentagon, thank you. joining me is senator ben cardin of maryland, the senior democrat on the foreign relations committee. sir, thanks so much for being with us. i wanted to ask you about the record of jim scuitto that you just heard. can you tell us how close the u.s. government believes isis may be to making it desire a reality? >> we know isis is a very dangerous terrorist group. we know they have the ambitions to cause as much harm as they can to the united states so, yes, we treat their risk factors with great care. we know that they would like to do more damage. we know that the lone wolf type of activities have been encouraged, but they would like to do more damage, so yes we are very concerned about where they may be. >> we're hearing different estimates of how long it will take to erat date or defeat isis. years is the consensus, but how many years? >> well, isis in syria presents a particular problem, because we have the assad regime. so we have a regime that is not a friendly regime. a regime t

barbara starr is tracking this story. >> these are the fighters that the u.s. had provided training and equipment for and had put back into the field to fight syria and isis just days ago, really disaster has struck, they came under attack late last week, we now know that since that attack in recent days, five of these u.s. backed rebels have been captured by an al qaeda affiliate. one of them was killed in that original attack. the big surprise to the pentagon is that al nusra was behind the attack, they thought they would only come under attack from isis, apparently this al qaeda affiliate had other ideas, 54 of the rebels to start they wanted 5,000 in the field. one dead, five captured, an additional five other rebels who belong to an affiliated group also supported by the u.s. also captured by al nusra. a difficult situation for these fighters. and raising fundamental questions about the u.s. strategy to put them as the boots on the ground inside syria to fight isis. >> are there efforts underway to recover them? >> we don't know the answer to that question

i want to bring in our pentagon correspondent barbara starr. she's getting information on what happened as well. what are you learning, barbara? >> very sketchy reports arriving at the pentagon. officials tell us so far here at the pentagon, they cannot confirm that these two individuals were u.s. marines. they're not disputing it, they just don't have the information in hand to confirm it. but a short time ago the pentagon did put out a statement and let me quote it. "we are aware of the reports and can only confirm that one u.s. military member was injured in the incident. the injury is not life-threatening." they go on to say they will monitor the situation. now, if there were u.s. servicemembers on board this train, they would not be traveling in uniform, they do not do that. that is standard procedure to be in civilian clothes. they would not have any military-issue weapons with them on board a civilian train. if they had personal weapons, that might be something else entirely. but by all accounts, they certainly were not armed. this appea

barbara starr is working this story for us. barbara, what are you finding out? >> good evening, pamela. we have not heard from the head of al qaeda in months. now he has surfaced again and the question is, why? >> in an online audio message, a man purported to be al qaeda leader pledges allegiance to the new taliban leader. hundreds in the ranks already swearing their allegiance. >> i think we have to watch that very carefully. >> reporter: cnn could not independently verify the authenticity of the message. why would the man who succeeded osama bin laden pledge allegiance to the taliban, often seen as secondary to al qaeda? >> what he's doing is recementing the alliance between al qaeda and the taliban, an alliance that enabled al qaeda to have a sanctuary in afghanistan for much of the 1990s and part of the 2000s. >> the taliban had been staging massive attacks across kabul, trying to reassert their authority and gain bargaining power in peace talks, u.s. officials believe. but zawahiri's move may be trying to keep his al qaeda also in play. >> i think it puts
