cnn's barbara starr looks at the u.n.'s options and obstacles in this region. >> reporter: american f-16s at anytime could begin to strike isis from their base here at incirlik turkey. some strikes may be aimed at the tushish-syrian border where isis forces just moved in after al qaeda left. strikes will try to pave the way for putting u.s. trade, moderate rebels back in to syria after their unit was decimated in an attack. this has been a difficult process, to vet these people, train them and get them back in to what is a fluid, dynamic situation. >> reporter: the pentagoning trying to figure out how to salvage the training effort. 70 additional rebels may finish training in the next few weeks. >> we need to find a group willing to be our boots on the ground. the ones we have chosen right now aren't it. >> reporter: ash carter moving beyond just working with the rebels. >> there are other capability ground forces fighting both the regime and isil. give you an example of the syrian kurds but we'd like to see more. >> repor

our pentagon correspondent barbara starr broke the news. she's got the latest. >> cnn has learned that british-born junaid hussain was targeted and likely killed in usa drone strike in syria earlier this week with. hussain, had vowed to attack the u.s. u.s. officials tell cnn there's "a high level of confidence hussain died standing in the declared capital of isis in syria which the group has always thought to be secure. >> a huge thing for the united states. he was the prop gan dust for isis incessantly calling for attacks in the west. >> reporter: hussain is accused of being involved in the hacking of the u.s. central command website and posting information and addresses of u.s. military personnel. he was linked to the attack in garland, texas, in may at a contest where participants were asked to draw the prophet muhammad. investigators believe hussain was messaging one of the gunman to radicalize him to launch an attack, making it potentially the first isis-directed attack in the u.s. hussain was a social media star. >> he used that tale

barbara starr has more from the pentagon. >> reporter: smoke rising from a u.s. air strike in northern syria launched to protect american-trained rebels under attack from an al qaeda-linked group. the first strike since president obama approved air cover to protect rebels under attack from any group. al qaeda, the assad regime or isis. a hint of the expanded mission in the works for days. >> i think we have an obligation to support the fighters when day go in there. >> reporter: but what if the assad regime attacks the u.s.-backed rebels. >> we have cautioned them not to engage u.s. aircraft and not with new syrian forces. >> reporter: the strike is is the area in u.s. cross hairs. air strikes are being used to shut down the last major border crossing in syria near aleppo to prevent weapons from getting to raqqah the isis stronghold. >> they are seeing more difficulty getting their fighters into syria. >> reporter: a classified intelligence assessment bleakly concludes that isis is as strong as it was a year ago when air strikes began but is no longer making huge

barbara starr explains. >> reporter: at least five of the initial 54 u.s. trained syrian rebels now captured by an al qaeda affiliate. it is near disaster for the u.s. plan to train a rebel force that is supposed to be the boots on the ground in the fight against isis. >> that's the main focus of our efforts. but you know, we also want to protect them from other possible attacks. >> reporter: the rebels captured after fleeing their compound in the wake of being attacked. the pentagon now scrambling to figure out what to do next. >> there is no military logic to put that small a force in the field. they are vulnerable and they are not going to attack anyone with 40 or 50 people out there. >> reporter: senior officials admit that the decision to put the small group of rebels in this area of syria was a major intelligence failure. they didn't think that al qaeda would attack. just a few weeks ago, defense secretary ash carter did not think this would happen. >> we would assist them from defending themselves from attack. >> i think we have an obligation to do s

cnn pentagon correspondent barbara starr has this story. >> reporter: u.s. air strikes against isis in syria could be launched from this turkish air base within days, according to u.s. officials. this section of the border u.s. intelligence calculates new isis fighters are still entering syria as fast as the u.s. can kill them. on the ground, u.s. strategy rests on the shoulders of just 54 u.s.-trained, moderate syrian rebels. >> what we're trying to do is protect this very small force as it's on the very early stages of building combat power. >> reporter: the official pentagon word -- the group is eager to fight and thwarted a recent al qaeda attack. the reality -- up to half are missing, they may have deserted early on, fled after the attack last week or been captured. one defense official admitting to cnn, "they are no longer a coherent military unit." >> they are not accompanied by u.s. forces in the field, which means they're going to get limited training, little equipment. but the vast majority of successful u.s. train, advise, assist missions require

>> barbara starr reporting there. for many syrians hope is fading that the air strikes will make a difference in the overall plight. cnn traveled to damascus to see how people are coping. >> reporter: as america ramps up its campaign against isis many people that we speak to in the government-controlled part of damascus believe that the air strikes will make little difference and many feel that america's actions in syria are aimed against the assad government. america always helps the terrorists this man says, they're hiding behind them. america wants to change things but doesn't do it openly. air strikes are not enough, this man adds. whatever the u.s. hits isis, they just go underground. what you would find here in the past is that people were optimistic that the civil war would be over very soon. when you speak to them today many of them couldn't fathom that groups like isis could make it here to damascus. be many believe that the conflict will go on for a very long time. everything is possible in the country nowad
