that was before humana pulled out. this insurance market is collapsing before our eyes. the ceo of aetna said it's in a death spiral. those are his words, and he's in that market. as i talk to insurers, they are looking whether they can sustain the losses they're now enduring because the way the market is created. the facts of the matter are not what this will or won't do going forward. we've arrived at the scene of a big wreck and are trying to clean up the mess. if we don't intercede now, fewer will have access to insurance, period. we're not kicking anybody off medicaid that's on it today. you can read that in the bill pretty clearly. we're going to devolve power back to the states, decision-making back to the states and hopefully expand access to affordable insurance that people can take advantage of. when you're down to one out of three counties in america, one plan and in some cases next year we're hearing there may be zero, that's the gap that we're trying to prevent. >> candidate trump and president trump have been promising better coverage, lower costs and better health ca

counties of people who are stuck with one option. now that humana has said they'll pull out of the mark dlet place next year, there will be counties with zero options. here is what is happening under a law that is collapsing. premiums are going up and going up at a very, very fast clip. options and choices are going down. so what we're seeing in america is people who have to go buy their own health insurance are getting far, far fewer choices down to the point they have one in one out of three counties in america and the price they pay for that coverage is going up and up and up. take a look at what's going on around the country. this just shows you a map of the premium increases just this year alone. minnesota, 59% increase in their health insurance premiums. pennsylvania, 53% increase in their health insurance premiums. tennessee, 63% increase in their health insurance premiums this year alone. over one year. alabama, 58%. oklahoma, 69% increase in their health insurance premiums. nebraska, 51% increase in their health insurance premiums. arizona, clocked in at a 116% increase in

hope it explodes, he was stating i know it's going to explode. you have humana dropping out. already one-third of u.s. counties with one insurer, what good is a subsidy if you go to your exchange and there isn't a health care plan there? what good is insurance if you go to your doctor and say i don't take medicaid? obamacare is exploding. it's a fact. not a myth. it's a fact. the president stated realism. >> obamacare needs health. congressional budget office came out and said it's not a death spiral. it's sustainable. it's stable. the head of the cbo is a man picked by republicans in the congress, tom price, trump's hhs secretary, loves the guy. so we're not -- this is not completely i'd say exploding in the next -- things can happen. this administration could do things to make it explode and move it up even quicker. that's the real fear, they could implement regulation that would undermine obamacare. we shouldn't be playing politics with people's health care. there are people who live and die on this. this is is not politics. this is personal. >> right. >> for so many americans. >>

half of the state has only one health insurer to choose from and next year humana headquartered right here in louisville is pulling out of kentucky's obamacare exchange. today 1/3 of the state is on medicaid. as your governor has said over and over again, it's unsustainable and medicaid here in kentucky is threatening to bankrupt this state. folks, this just can't continue. and i promise you it won't. insurance on the exchange, you have one choice before humana pulled out and aetna ceo said this market is in a viral. we're trying to save the market. get it back to where it works for the american people. >> i know look, some people don't agree with you on the spiral. aetna is a for-profit company. so there are other things there. people are going to lose coverage. especially in medicaid expansion. what are you going to do about those people. >> first of all, we have several support mechanisms for them. ways and means committee coming forward. tax advance. refundable tax credits. get a tax support payment to help them cover the cost of insurance agreement. patient stability and state stability fund. put 100 billion dollars into the next ten years allows states to come in and help the very people you identified. we don't want to pull the rug out from under them. bottom line is there's not going to be a market for anybody to buy insurance on the exchanges if we don't come in and fix it. you can say if one company is profitable or not. nonprofits and profit seeking companies are all pulling

providers like humana and aetna pulling out. in some places folks only had one option to buy their individual coverage. how do you change things for the insurer so you don't have aetna saying we pulled out because we saw more than $430 million losses in this since 2014. >> i think you have to evaluate what does this bill actually do. it does a come things. it instantly drives the cost up by an additional 15 to 20% by taking away some of the things that drove the healthy people into the market in the first place. it sends it the wrong direction. as a result of that, 14 million people will lose coverage, scheduled to go to 24 million. on top of that, you have the basic program that covers seniors, people with disabilities, people with low incomes slash by about 25% to pay for a tax cut. it's hard to figure out how to get some place better from those starting points. i think the insurers look at that and say you're taking away the major protection, the individual mandate that's causing people to get into the market and drive more healthy people into the market, this is not going to he
