jackie ward is out there live today. a seal is causing a commotion so you might see some spectator slowing. there is a lot of activity there okay highway 37 because of this so people might be slowing down to see what's happening. so some slow speeds as you work your way through there. elsewhere, if you are heading towards the richmond/san rafael bridge, well, at least you're one of maybe three or four people there. not a lot going on. everything is clear as you work your way towards the toll plaza there. taking a look at 280, northbound at page mill we had an earlier vehicle fire. they wrapped it up quickly this morning. looks like it's still in the clearing stages. it's still active so it's off to the right shoulder but no delays. your drive time for the peninsula is looking good. northbound 280, 85, 92, 20 minutes. no delays on 101 or 92. westbound 80 carquinez bridge, 19 minutes once you get to the bay bridge traffic is clear into san francisco. they never turned the metering lights on this morning. everything is actu

jackie ward is live in san francisco where power just came back to some muni lines. jackie? >> reporter: well, we just actually were on the bay bridge toll plaza and we made our way down here to russian hill. as most of you know, the speed limit on the bridge is 50 miles per hour but at one point, we had to drop down to 30 miles an hour because the wind was just so horrific it was rocking our van back and forth. but it was looking lower vehicles as well. as we drove into closer to san francisco, we can see the bay levels. they are so high and the wind is whipping the tides right in. there have problems all over. in the mission district, all eyes are on 17th and folsom an area that's notorious for flooding whenever we have rain. it's been this way for almost 30 years now. water flows from twin peaks right under doors. the sewer pipes need after overall, that won't happen until the city can find the $200 million a proecket ject -- project like costs. staying in oakland but on the joaquin miller road, wind and rain brought down a tree forcing authorities to shut down one lane.

ward is in middle town, one of the places where people are on the lookout for water and mud, jackie. >> reporter: yeah, those heavy rains aren't here quite yet, in fact just heard a sprinkling a little while ago, on our way here from san francisco, it was a consistent sprinkle so no doubt they are on their way up here this morn, it will make the second sunday in a row, this town, middle town as the place that was scorched by the valley fire, a couple short months ago, back then rain was exactly what they were all waiting for, now the predicted rainfall amounts that roberta will be up dating you with, have county officials concerned about flooding and mudslides, people are worried, too. >> i'm worried about erosion in general and the trees coming down where they shouldn't go and going into the creeks and stuff. >> though right now rain water just runs off the ground because of the damaged caused by the fire, there is no vegetation to help absorb the water, it's the erosion that could lead to major problems. hopefully we'll be talking to county officials to see what plans are in place

kpix 5's jackie ward joins us live outside city hall with more on that this morning. jackie, good morning. >> reporter: good morning. as you may recall, the city's discussion on the sanctuary city policy came under fire when kate steinle was shot and killed on pier 15 on a walk on the pier with her dad on july 1. the illegal immigrant had previously been deported five times. so today the san francisco bureau of services will vote on a pair of resolutions involving the city's sanctuary policy which limits city cooperation with federal immigration authorities. the board and mayor lee are saying that the policy has nothing to do with steinle's death since the sheriff's department should have called immigration and customs enforcement to let them know her shooter was released months before her death. he was previously deported multiple times. one of today's resolutions calls for sheriff ross mirkarimi to reverse an order banning his staff from communicating with immigration authorities. a competing measure would go the other way encouraging the sheriff not to notify i.c.e
