jackie ward is live in san francisco where power just came back to some muni lines. jackie? >> reporter: well, we just actually were on the bay bridge toll plaza and we made our way down here to russian hill. as most of you know, the speed limit on the bridge is 50 miles per hour but at one point, we had to drop down to 30 miles an hour because the wind was just so horrific it was rocking our van back and forth. but it was looking lower vehicles as well. as we drove into closer to san francisco, we can see the bay levels. they are so high and the wind is whipping the tides right in. there have problems all over. in the mission district, all eyes are on 17th and folsom an area that's notorious for flooding whenever we have rain. it's been this way for almost 30 years now. water flows from twin peaks right under doors. the sewer pipes need after overall, that won't happen until the city can find the $200 million a proecket ject -- project like costs. staying in oakland but on the joaquin miller road, wind and rain brought down a tree forcing authorities to shut down one lane.

jackie ward live in the city with the very latest on this closely-watched case. good morning. >> reporter: good morning. we're hearing that from chow's attorneys that he may take the stand today. for two years we've but watching this murder and corruption trial unfold and waiting to see if he will testify. chow's attorneys say their client is done with waiting and wants his story told. he's the leader of a chinatown association in san francisco ordering the murder of his predecessor is one of the charges he's accused of. he's accused of taking money from an fbi agent. >> the undercover agent tries to get my client to take money by professing the love for my client. saying we're meant to be. we're so glad together. i love you. >> reporter: chow is also facing charges for racketeering, laund dering money and conspiring in the murder of a rival. now, this trial, of course, has been going on for a long time. but it may go up to a month more f. >>> 6:07. elong musk is hoping for -- elon musk is hoping for clear skies as the company makes another attempt at history. >>

jackie ward live at san francisco with more on today's vote. hi, jackie. >> reporter: well, frank, despite the mounting success of the golden state warriors, the people are still resisting plans to build a new arena in folks and today the board of supervisors will hold a hearing and vote that will impact the future. they are voting on the final report. that's a 5,000-page report that include a plan to use $08 08 -- $80 million. the report was released october 23rd and certified ten days later, not heaving -- leaving enough time for the public to go over. in a poll, it shows 12% decrease in support of the arena. this is compared to poll numbers commissioned by the warriors and released back in july. >> this process has been ram roaded an rubber stemmed through at the behest and desire of the wealthy and well to do whose interests are not in the interests of the people of san bernardino. >> reporter: if the board appeals, the alliance plans to move forward regardless. meantime, a spokesman for the warriors project theys you the team's -- tell us

in el sobrante, jackie ward, kpix 5. >>> a store clerk is in seriously injured after a robbery an shooting after an antioch 7-eleven overnight at a convenience store on lone tree way near hillcrest. police were at the scene collecting evidence. the clerk was taken to the hospital. his condition is unknown at this time. the store manager says he had recently immigrated from india. >>> a three-day manhunt ends in a standoff and police have a murderer in jail. it happened at a home on massachusetts avenue in redwood city yesterday evening. anthony kirincic is accused of stabbing his girlfriend 34-year- old colleen straw to death in her san mateo home. kirincic had been on the run since friday. police tracked down his car to an urgent care clinic on saturday and eventually found him last night at a relative's home in redwood city. he is charged with first-degree murder. >> they were able to safely take the suspect anthony kirincic into custody and i can report to you that he is under arrest by san mateo police department now on a $5 million arrest warrant for murder. >> police are questioning

jackie ward is in the newsroom with details on the conference. jackie? >>the climate summit is hosting 150 world leaders from 105 countries today including president obama. security has been heightened as protesters outside the conference have already had some clashes with police. some are saying the city is essentially on lockdown. before beginning negotiations on how to slow the pace of climate change president obama visited the bataclan theater where the worst of the bloodshed happened a little more than two weeks ago. he was joined by french president frangois hollande . they are working toward an agreement to lower greenhouse gas emissions in order to keep global warming from rising. if it rises scientists say the earth's population would be in danger so the national security council wants countries to find ways to reduce the -- the targets on a regular basis. 66% of americans would join an international treaty to reduce emissions in order to stop global warming. >> our generation may not even look to see the full realization of what we do here, but

kpix 5's jackie ward is live near the starting line with more on the big charity event. jackie. >>> reporter: good morning. happy thanksgiving. the race founder and organizer said this turkey trot is the world's largest timed turkey trot. unbelievable to think of that. it's a busy morning around here. 27,000 runners come to downtown san jose from elite women's 5k, costume costume. there's a 10k wheelchair race and elite men's 5k. a 10k at 8:30 and 5-k run/walk starting at 9:10. 26,000 people are trying to raise a million dollars to give: to local food pantries and organizations. we caught up with karl guardino to tell us more about the spirit of this morning. he is the founder and organizer. >> however tag line is help and hope. we help food banks and the counties and we help our housing trust silicon valley. >> reporter: over the past 10 years, they have been able to raise $5 million. and this morning, runners are also bringing pounds of food. they are expected to bring something like 40,000 pounds of food. the festivities get under way at 7:30 including a mayor's race

jackie ward joins us at the bay bridge toll plaza, one of the areas mentioned in some new findings. jackie good morning. >> reporter: good morning, frank. exactly. this area is heavily congested, especially this time of day. that's no surprise. but we do have a new report out this morning telling us just how many work hours and gallons of gas are being wasted. the highway users alliance is telling us number one on the list is eastbound i-80. and each of these bottle necks last about two miles, and causes an annual delay of about 2 million hours and wastes between 700 million and 800 million of gas. but there is hope. according to the group by fixing the top 30 bottle necks over 20 years, could see a savings of $39 billion did due to lost time, and reduce green house he emissions by bills of bounds -- billions of pounds. los angelesin' los angeles has six of the top 10 bottle necks in the country, though, so at least we're not he l.a. >> that's hour motto, right? at least we're not l.a.? >> yeah. thank god. thank god. >> that 580 weave, that's crazy. >> people who travel from the bay

jackie ward joins us live from san francisco with more. the mta is expected to vote on whether to approve the shuttle program. >> reporter: that program is the permanent version of the pilot program that was set in place back in august of 2014. that's when the sfmta began monitoring things like a limited number of shared stops for things like timing of stops and ridership numbers. today the board will consider a proposal to extend the program with some changes beyond its anticipated expiration date of january 31, 2016. the shuttle serves tech giants and have been been causing controversy for a while now. [ chanting ] >> we are the people! >> reporter: opponents say the tech companies are openly disregarding the laws set in place for city bus stops as well as causing rent in the stop areas to skyrocket. and they are posing an increased cancer risk and environmental impacts but a deputy city attorney says the sfmta found a way for muni and the tech buses to coexist and there's no proof that the shuttles are causing displacement. so today the

jackie ward is that oakland police headquarters with the latest on this developing story. jackie? >> reporter: one man is dead another in police custody after a weekend full of sideshows in oakland. >> they are really hacking things up out here. >> i heard multiple gunshots like pop, pop, pop. i saw the shots coming this way and i saw someone in the middle of the sidewalk. >> reporter: they say it started 5:30 sunday evening when they went to 90th in bancroft and began towing cars related to an earlier sideshow. that's when they say man walked up with a gun and pointed it at officers. several officers opened fire, killing the man. when they recovered the weapon they took a photo of it. it turns out it is not an actual gun. >> this ended up being some type of airsoft replica firearm , so that has been recovered. the replica looks very real. if you look at it, it looks like a firearm. >> reporter: police and the alameda county district attorney office are still investigating both the sideshows and the police- involved shooting. jackie ward, kpix 5 6:35, i guess you better like sunsh

ward is in middle town, one of the places where people are on the lookout for water and mud, jackie. >> reporter: yeah, those heavy rains aren't here quite yet, in fact just heard a sprinkling a little while ago, on our way here from san francisco, it was a consistent sprinkle so no doubt they are on their way up here this morn, it will make the second sunday in a row, this town, middle town as the place that was scorched by the valley fire, a couple short months ago, back then rain was exactly what they were all waiting for, now the predicted rainfall amounts that roberta will be up dating you with, have county officials concerned about flooding and mudslides, people are worried, too. >> i'm worried about erosion in general and the trees coming down where they shouldn't go and going into the creeks and stuff. >> though right now rain water just runs off the ground because of the damaged caused by the fire, there is no vegetation to help absorb the water, it's the erosion that could lead to major problems. hopefully we'll be talking to county officials to see what plans are in place

kpix 5 reporter jackie ward's livermore with the latest. >> reporter: that's right. one person is dead, another seriously injured after a shooting took place at this cvs parking lot after 6:00 saturday night. police are looking for the suspect. they believe want to be 18-year- old jason brown, the other suspects identity is not known. run is no to police. fresno pd says brown was involved in a fatal shooting in fresno at a restaurant in september. saturday when police got to the scene they found it all males in their 20s in a car. the driver died inside the vehicle and the passenger was taken to a hospital where he went through several surgeries. we don't know his status at the time in both names of the victims are being withheld. a 12-year-old witnessed the whole thing and was able to give police the license plate number of the black bmw brown and the other suspect took off in. this clearly has the whole town of livermore on edge. >> they are ruthless and evil. this is a very quiet town and we don't have these type of things that happen very often. so, we take it ve

kpix 5's jackie ward joins us live outside city hall with more on that this morning. jackie, good morning. >> reporter: good morning. as you may recall, the city's discussion on the sanctuary city policy came under fire when kate steinle was shot and killed on pier 15 on a walk on the pier with her dad on july 1. the illegal immigrant had previously been deported five times. so today the san francisco bureau of services will vote on a pair of resolutions involving the city's sanctuary policy which limits city cooperation with federal immigration authorities. the board and mayor lee are saying that the policy has nothing to do with steinle's death since the sheriff's department should have called immigration and customs enforcement to let them know her shooter was released months before her death. he was previously deported multiple times. one of today's resolutions calls for sheriff ross mirkarimi to reverse an order banning his staff from communicating with immigration authorities. a competing measure would go the other way encouraging the sheriff not to notify i.c.e

kpix 5's jackie ward is at cal state east bay in hayward with the very latest. jackie? >> reporter: good morning. classes only started about a month ago but some faculty are saying they've had enough due to unfair salaries. starting this morning at 9:00, the strike authorization vote will begin online and in person. the california faculty association president jennifer eagen says stedman faculty wages are why the cfa's nearly 25,000 members are ready to strike. they want a 5% general salary increase for members as well as a 2.65% service salary increase for eligible faculty. csu management is offering a 2% salary increase, that's according to the cfa. the csu spokeswoman says that's a fair proposal because faculty was the only group of employees to receive salary increases during the recession years. starting at 7:00 picketers will arrive to kickoff the boat. even though it starts today, the vote will last through october 20 at 5:00 p.m. in hayward, jackie ward, kpix 5. >>> a motion hearing in the case against raymond "shrimp boy" chow. prosecutors will be asked to disc
