housing and supportive services. we have proven that with the opening of the richardson apartments located in my district. 120 individuals who receive complete wraparound services in a safe, affordable place to call home. we must do the hard work and the creative thinking it takes to get the most at risk individuals off our streets, to get them housed, healthy, and stabilized for the long-term. i'm tired of hearing we can't do anything about it or our hands are tied because if there's a will, there's a way. sb1045 is one way to help us deal with the mental health homelessness and substance abuse crisis in san francisco. as it stands today, we have no way to conserve the most at risk individuals. struggling with chronic homelessness, mental illness, and substance abuse challenges. in a supportive housing environment with wraparound services, as i said, the richardson apartments is a perfect example of how it could work. this bill also provides us with another tool in order to address those issues. sb1045 creates a conservatorship provides housing with supportive services. under the

think about affordable housing. this is the richardson apartment around city hall and it's for homeless and comparable to some new buildings on treasure island. it's won design awards and has successful ground floor uses and has helped keep homeless housed. on ocean there's new housing for families and transitional for young people 18-25 who have been homeless or at risk of homelessness and have kids and this one's also won a bunch of awards and considered an asset this one is 120 units and on a former agency parcel. the last one was on an earlier slide but the pictures are so pretty i had to offer a few more and we have lots of experience with either building and housing 100% for the homeless or for homeless individuals are integrated into the rest of the building. if you'll indulge me and i want to make sure when we talk about affordable housing we're talking about the same thing. it's affordable. according to the government anyway for a person is paying about 30% of their gross income as rent. it costs a lot of money to build or maintain housing on a per unit basis than a pe

program support. >> thank you, chair richardson, director and president tsen. this item will go to the board as an action item. i wanted to have a conversation here before taking it there because we kind of have two different paths going forward ahead of us. we have a contract with lang engineering environmental to provide environmental conservation services to tida to monitor the navy's environmental program, and we brought them on in 2013. this is a selection process that actually had been contacted before i arrived to tida. they replaced amec engineering and infrastructure. the contract was original term of three years with two one-year optional extensions. a contract is scheduled to expire at the end of this fiscal year. i wanted to bring it to the board to discuss whether to issue a new rfq for the remainder of the navy's environmental work or to modify the existing contract through the projected remaining four years of the work. bringing in now for discussion and board action because if we're going to issue a new rfq, we need to do so propermptly. so they do attempt the navy's ba
