in a supportive housing environment with wraparound services, as i said, the richardson apartments is a perfect example of how it could work. this bill also provides us with another tool in order to address those issues. sb1045 creates a conservatorship provides housing with supportive services. under the bill, the department of public health, the sheriff's department and general hospital can recommend that a person is conserved who is chronically homeless and suffering from serious mental illness or substance abuse disorder, which results in frequent visits to the emergency room, attention by police under a 5150 hold or frequent psychiatric evaluations. if approved by a judge, the individual would then be compelled to stay in supportive housing and receive wraparound services for up to one year with the opportunity to petition every month for review. this bill will give san francisco more tools to actually make a difference for those we see who are suffering on our streets every day with the most acute mental health and substance abuse issues. sb1045 is currently moving through the s

. >> director richardson: thank you. just some questions and the staff can help. where are we with the relocation program that we have, the status on that, for people that are hearing for pre-d.d.a. household that was mentioned in the presentation? we have an ongoing series of programs to do outreach and get them prepared for the presentation that you have just heard today. so my question is, the status on the last commission meeting. we know we've done a lot of outreach households. my question is, just the status for the record on where we are with that and then we have some other questions. >> as background, we conducted interviews last spring. we met with better than 85% of the pre-d.d.a. and mixed households and letters have gone out to the majority of the households, some this week, as well as letters that have been prepared for the households that were not interviewed. and i will let karen speak more to those letters that will be going out. >> we were really excited about the turnout on the island of people that will meet with our team. we have a pretty big

. >> director richardson: thank you. and know this process is moving forward, so that's very encouraging. earlier, i had to ask for a graph. i seldom go anywhere in san francisco with someone trying to misrepresent this process. they're saying they don't know what is going on in the development, and that's expected sometimes. here we are with all these exercises going forward, and consultation. again, i want to reiterate, it's easier, it's to comprehend things when you see chronologically what we're doing here. i would like to see a graph what i'm sayg later on, like because it will be presented when 10-15 householdst the end of the project show up and they have not been given the opportunity to something like that, and that's what a lot of the public, some of them are going to do and then we'll have a headache. let's look at your consultation report, which is really great. what would be great is to have the universe. the first obligation is to the pre-dda. that is first and foremost. our obligation here to satisfy them.

miss richardson class. >> thank you. this is very exciting. as you are making the presentation, i was going through san francisco to identify some of the economic opportunity zones. i know that the hunter's point shipyard in the southeast sector will qualify. they are in treasure island, on the development of the south and waterfront, which is also around the bay view falls under the jurisdiction of port san francisco. i think you'll be talking to them also about of the opportunity zones. the question i have here is that this is very exciting. treasure island is a mixed-use development, and we not only have substantial real estate involved, we also have retail, and a whole combination. and even the itinerary where we went to new york, we also saw signature projects that we can model into treasure island. the question for us would not be when, but how do we leap to taking advantage of this tremendous opportunity, because like you said, the government is a bipartisan deal. we create this in 2026. that really means now that in 2019, we must -- tr

we're also part of the opening of this -- richardson. we know that people with addiction do so much better with housing. so this important combination of housing and treatment i believe will be the success, including the changes of the law. treatment, support, care, and housing are critical to need to reduce the suffering and to save lives, so we support the reform. particularly because they add addiction, and we know that we see the results of the shortfall of our current system every day. in psychiatric emergency services, this is our psychiatric emergency room where half the patients also have an addiction problem, and more and more of them, because of our methamphetamine epidemic, and that means in 24 hours, they look much better, but what you see on the streets looks like mental illness. and in street medicine, we have a street medicine team that goes out to serve people, particularly the chronically homeless that cannot make progress on their own towards health and well-being without being housed and without treatments. so in san f
