what happened in williamsburg? because the house gop agrees to temporarily lift the debt ceiling for three months. what kind of surprise was that? what does that do for the debate now? >> reporter: alex, i think it changes the debate, because house speaker john boehner, remember, initially said that any increase in the debt limit had to be offset with dollar for dollar spending consults. so what happened over the past several days that the republicans essentially moved off of that point. they agreed to increase the debt limit without spending cuts to offset it. the provision, of course, is that in three months, they're sort of pressuring congress to get a budget deal passed, and if they can't essentially members of congress won't get paid. so that is what they are hoping will be the sticking point in this matter, but from the white house's perspective i think they see this as a victory. however, democrats not thrilled about the three-month extension and idea of increasing the debt limit ink kramentally. >> kristen
