I looked at the IA's 'derivative formats' page - the one that tells you what formats of video, files, audio they will 'derive'. The page made no mention of VP6 (a common Flash codec) and only stated "Flash". Flash is a container and there are/were several codecs. I took a leap, uploaded a test file and it did eventually encode it into h264 and I was able to stream.
